الإطار القانوني و التنفيدي للامركزية بالمملكة الإردنية

  1. عملت اللجنتين الوزارية والتنفيذية للامركزية على انجاز عدة مهام اساسية تتوافق وقانون اللامركزية والتي تساهم في التسريع في تطبيق اللامركزية في الاردن ومنها ، وضع هيكل اللامركزية في المحافظة والذي يتشكل من: المجلس التنفيذي: ويتكون من مديري المديريات التنفيذية والادارات الخدمية ومديري المناطق التنموية و(3) من المدربين التنفيذين للبلديات في المحافظة ويترأسه المحافظ ، ويتولى المجلس التنفيذي في المحافظة إعداد دليل احتياجات المحافظة من المشاريع التنموية والخدمية بما السقوف المحددة من وزارة المالية / دائرة الموازنة العامة وإحالته الى مجلس المحافظة . مجلس المحافظة: ويتألف من عدد من الاعضاء المنتخبين والمعنيين . ويتولى المجلس مهام إقرار مشروعات الخطط الاستراتيجية والتنفيذية المتعلقة بالمحافظة والمحالة إليه من المجلس التنفيذي والتأكد من تنفيذه وكذلك إقرار مشروع موازنة المحافظة ضمن السقوف المحددة من وزارة المالية / الموازنة العامة المحال إليه من المجلس التنفيذي لإدراجه في الموازنة العامة وفق اجراءات إعداد الموازنة العامة للدولة . أما المحافظ فيعمل على قيادة الاجهزة الرسمية في المحافظة والاشراف على قيامها بمهامها . ومتابعة تنفيذ السياسات العامة للدولة ، والتنسيق بين مجلس المحافظة والمجلس البلدي في المحافظة والوزارات والدوائر الحكومية والمؤسسات العامةK والاشراف على الخطط التنموية والخدمية وعلى اعداد الموازنة السنوية للمحافظة وضمان تنفيذها هذا بالإضافة الى مهامه الاخرى الموكلة إليه . أما وحدة التنمية المحلية فقد طورت لتصبح مديرية التنمية المحلية ليكون نائب المحافظ مديراً لهذة المديرية دور المديرية سيكون الأمانة العامة لكل من المجلس المحافظة والمجلس التنفيذي ويسمى المحافظ من بين موظفي تلك الوحدة أمين سر لكل منهما ويتولى توجيه الدعوة لإجتماعاتهما وتدوين محاضر جلساتهما وقراراتهما وتوصياتهما وتنسيباتهما في سجل خاص لكلك منهما يوقع عليه رئيس المجلس المحافظة او رئيس المجلس التنفيذي والاعضاء الحاضرون حسب مقتضى الحال على الموقع الالكتروني للمجلس . تم انشاء اقسام فنية لدعم الامانة العامة كقسم المعلومات وقسم التخطيط والاستثمار والتواصل مع المجتمع المدني والقسم المالي وقسم متابعة المشاريع والقسم القانوني .
