Dear Colleagues!
The State Financial Monitoring Service of Ukraine (SFMS) as an authority
empowered by Ukraine to implement state policy in the AML/CFT/PF expresses its
appreciation of your continued work to make world safe from malicious cyberattacks.
The Government of Ukraine works to promote peaceful and secure cyber
environment for citizens and companies of Ukraine, and for their foreign partners.
Now, we are threatened by the unprovoked military aggression by the
Russian Federation that was condemned by the UN General Assembly Resolution
A/RES/ES-11/1 from 02 March 2022.
In spirit of that UN Resolution, the USA and EU introduced severe sanctions
against Russia financial institutions involved in the aggression against Ukraine, such
as Sberbank, VTB Bank and others.
We have strong evidence that there is a growing number of cryptocurrency
operators (virtual asset service providers) in Russia that are helping to convert money
held in the sanctioned financial institutions into cryptocurrencies to circumvent
sanctions.
There is a number of such operators that are hosted by your company (please
see the appendix).
We ask you to stop hosting of the Russian cryptocurrency service providers,
that facilitate circumvention of restrictions imposed by the USA Executive Order
14024 and the EU Council Regulation 833/2014
We will appreciate your swift reaction and we are open for further
cooperation for the benefit of the whole world!
Appendix: list of cryptocurrency operators that are involved in circumvention
of the Russia-related sanctions.
