The Safe Roads Alliance encompasses New Zealand Transport Agency (the Agency),
Beca, Bloxam, Burnett & Olliver (BBO), Northern Civil Consulting (NCC) and Corben
Consulting. It has been established to best deliver roadside safety improvements to the
State Highway network.
The Safer Roads and Roadsides programme is one of four
components in the Safe System approach, which underpins the
Safer Journeys strategy and drives everything we do to improve
road safety.
Together with our partners and stakeholders, we will share
resources and expertise to deliver timely and tangible
improvements to New Zealand roads, assisting in the reduction
of deaths and serious injuries.
In the short term there are conflicting pressures - a need for
visible improvement as soon as practical, whilst complying with
all procedural and financial requirements. We will achieve our
goals through teamwork, and by building trust, collaboration,
participation and support.
HOW THE ALLIANCE WILL WORK
The hub of operations is based in Hamilton, overseeing a
national programme of improvements utilising the expertise of
the Agency Highways Network Operations (HNO) and Planning
and Investment (P&I) team along with Regional Interface Leads
from each HNO business unit. The Alliance is not a contractor,
but will procure and supervise contracting resources to
implement the physical works efficiently and effectively.

Andrew Scott – Alliance Director
Team focus: Alliance Leadership
Key responsibilities: Strategic leadership
and management of the Safe Roads Alliance,
and high level interface with the Agency.
Dave van Staden – Programme Manager
Team focus: Short term (90 day) planning,
overall team management, delivery of
programme.
Key responsibilities: Cost forecasting and
timelines, health and safety, AMT reporting,
programming, project prioritisation, project
control and procedures.
Graham Spargo – Business Case Manager
Team focus: Project justifications from
scoping through to detailed business case.
Key responsibilities: Scoping and fact
verification of projects (short and long
term), stakeholder engagement workshops
to confirm problems, benefits and
solution options, preparing business case
documents, input to and support of the
Agency processes.
Following extensive consultation with regional
teams, the first year programme of works
is now being finalised. The early (tranche
one) activities are focused on corridors and
intersections where safety is the main benefit
of investment. These are typically ‘simple’
projects which can be implemented quickly
within existing road alignment. Next, corridor
programme business cases (where safety is
at least 70% of the investment benefit) and
national programme business cases developed
by the Agency involving low cost short term
safety treatments will be considered.
As individual projects are identified, prioritised
and progressed, the focus of works will shift
from a national to regional to local perspective.
Regular communication will assist in
supporting and complementing relationships
both at a national and regional level.

road networks to reduce deaths and serious
injuries, safe system solutions.
Key responsibilities: Developing a safe
system toolkit for use on specific routes,
developing solutions that align with the
safe system approach, assessing the safety
benefits of treatments for inclusion in
business cases.
Brian Aspin – Outcomes Manager
Team focus: Alliance culture, high
performance, identity and reputation.
Key responsibilities: Stakeholder
engagement, building/sustaining a culture
of collaboration, trust and confidence,
positive and proactive team behaviours,
Alliance identity, strategy, branding and
communications.
