Editor's Notes
- One of the worst eyesore and malodorous food processing activity in Basrah. Extremely high health hazard for the population at large. Continuous odor problems all over the neighborhood. Improve the quality of the food supply chain.
- Project activities were conducted in consultation with the Basrah Municipality
- The tender announcement was posted at the Basrah Municipality Office, the Basrah Slaughterhouse, the Professional Engineers Association Offices, the Contractors Association Offices, and at the RTI main Basrah compound. Tender documents were issued to all contractors in a pre-addressed and specially identified envelope. Tenders were received at the Basrah Municipality Office of the Legal Advisor. Tenders were evaluated by an LGP team consisting of the LGP Head of the Finance Dept., Senior Engineer, Project Engineer, Head of Procurement, and Grants Manager,
- The Basrah Slaughterhouse is located in the general vicinity of the Basrah Governorate building and situated close to the shore of a flowing water body.
- All contractors were concerned about the strengthening of the Iraqi dinars as related to the fact that project related payments were to be in $USD
- Blood, guts, fats, and other slaughtering residues went directly to the river without any form of treatment, sedimentation or separation, Larger solids were thrown about in the compound area and left to accumulate for years, thus becoming a source of malodorous smells impacting negatively on the local neighborhood or on the population living downwind from the site
- All roofs structures were either destroyed or in an advance dilapidated state opening the slaughtering areas to rain, sand, dust and airborne disease carriers. Slaughtering solid were left to accumulate and rot both inside and outside the buildings.
- Due to lack of budgets and properly trained management resources, the Basrah Municipality has not been able to properly manage the slaughterhouse. Complete lack of basic sanitary, health, and worker safety related operational procedures. Absence of employee change and washing area.
- The project was executed within the contract amount, leaving a residual unspent grant balance of $2,794.
- Due to the requirement for maintain slaughtering operations, the construction schedule was established to ensure full operation of one of the two slaughtering bays at all times. The problems associated with having squatters on the site was solved by the contractor upon hiring a number of the squatters to work on the site. They also served as night guards. Interestingly, the contractor did not experience any noticeable pilferage or theft during execution of the project.
- Initial work concentrated on removing refuse, accumulated and rotting slaughtering residues from the site. Excavation and removal of non-functional settling concrete rectangular tanks. Workers were required to wear protective clothing, including rubber boots, nose and mouth masks as well as coveralls.
- While rehabilitation construction work was being carried out inside the building, the contractor proceeded to secure the perimeter and rebuild the security wall, gates and guardhouse. Concrete pads and sections were poured in place to provide proper drain channels and drainage.
- A new sewerage drain connecting the final effluent pipe from the three settling basins (connected in series) to the sewerage collector located just outside the perimeter wall. This was done in consultation and with the full support of the Sewerage Directorate. No more direct effluent flowing to the river.
- Inside the structure, walls and ceilings were rebuilt, plastered and repainted. Ceramic surfaces replaced throughout the slaughtering areas. New wash water system provided complete with water storage tanks and pump stations. Rehabilitated lunch room and sanitary facilities. New lighting and ventilation fans.
- New guardhouse and security gate. New roadway inside the perimeter
- Animals were kept and tied for days on end prior to slaughtering. Some were free to roam inside the compound. A new animal holding area was constructed. Animals which are not slaughtered during the day are taken out of the compound at the end of the work day.

- New windows, doors, roof repaired or replaced, yard is clean and new animal holding area
- Roof covering replaced or repaired as needed.
- Night and day…….. New security walls, yard leveled to drain properly. Professional appearance.
- USAID representatives from the Basrah office made a number of site visits and were able to witness the progress made. Representatives from USAID – Baghdad were also able to review the work done at site.
- At all times, both the LGP engineers and the contractor maintained proper relationship with and kept the workers’ union abreast of construction activities. The workers’ union was appreciative as evidenced in received correspondence.
- The Basrah Municipality was very appreciative of the support provided
- Some of the 200 slaughterhouse employees and the USAID – Iraq commemorative plaque
- Security conditions are presently preventing all LGP staff members from visiting the slaughterhouse site. Conflicts between the Municipality Manager (unseated as of 05-Aug-04) has made it impossible for LGP to proceed with direct capacity building activities at site or even with the municipality. The Basrah Provincial Council has taken a keen interest as a result of area resident complaints about foul odors. This is viewed as positive and such interest must be further developed and directed towards redressing the situation.
- The most important next capacity building steps are to be related to improving operational and slaughtering practices, to which end training is to be provided. Review with the appropriate Basrah Municipality authorities as well as those from the Provincial Council the conditions under which the existing slaughterhouse operating contacts was awarded.
