INTRODUCTION

Background
 Simulation exercises are staged to inculcate knowledge
and understanding by putting into practice the results of
discourse across multi-disciplinary contributions to the
National Institute (NIPSS) Senior Executive Course.
Background…
 The NIPSS SEC 39-2017 has as its theme: “Science,
Technology and Innovation for the Development of
Agriculture and Agro-Allied Industries in Nigeria”.
Background…
 The Module III (Leadership, Policy and Strategy)
has covered theoretical, conceptual, practical,
principles and methodology as foundational to
the entire programme.
 This simulation exercise is designed to bring the
acquired knowledge and skills of participants to
the test of real life situation.
Assumptions
• The theme of the NIPSS SEC 39-2017 brings three
major policies into a purposeful interactive regime
with high expectation for breakthrough in national
development.
• The unique assemblage of NIPSS Participants often
put together policy makers and strategists who
often operated at par with little contact with each
other.
Assumptions
• This unique opportunity also offers a rare chance to
all participants, not only to learn together, but also
to join heads to face challenges and solve problems
in real-time.
• It is therefore assumed that the two weeks of
learning and exchange of ideas on leadership, policy
and strategy together has created a certain level of
‘team spirit’ for the participants to face given
challenges and solve problems as a ‘single team’
THE EXERCISE
Exercise Description
• A sudden Policy Move by
the Federal Government of
Nigeria demands for rapid
and voluminous production
of agricultural products to
make up for an expected
collapse of oil prices by last
quarter of 2020.
Exercise Description
• It is estimated that with a disciplined
leadership across board; well-articulated
policies; and sound strategies, Nigeria could
produce enough agricultural products for
virile agro-allied industries driven by science,
technology and innovation.
Exercise Description
• Participants are to constitute themselves
into major key stakeholders in Science,
technology and innovation; agro-allied
industries; and agricultural production in
order to execute this ambitious but
achievable national feat in Nigeria.
Exercise Outline
• The existing ‘Participants’ Executive Council’ represents the
‘Federal Government of Nigeria’.
• Study Groups 1 & 2 – Science, Technology and Innovation;
• Study Groups 3 & 4 – Agro-Allied Industries; and
• Study Groups 5 & 6 – Agricultural Production.
• This Exercise Brief is distributed on Friday, March 17, 2017 for
all participants to study and brace themselves individually and
at Study Group Level.
• The Exercise to be staged and concluded in One (1) Hour only on
Tuesday, March 21, 2017.
Exercise Product
• Final product of the entire exercise should to be one
single ‘Strategy Abstract’ of not less than 500 words
and not more than 750 words built from the various
submissions.
• To be presented by the NIPSS SEC 39-2017 Monitor
General.
