what has happened and what is there to do
The open (government) data movement had its birth with the “Transparency and open government” memorandum of former US president Obama in 2009. Many open data initiatives were born from here. The premises of these projects have been linked to concepts such as open government (participation, transparency and collaboration) and economic growth (a 2013 report by McKinsie estimated $ 3 trillion of potential eco-value).
Now, 10 years later, it is right to ask what happened.
If we look at its totality, the open data movement has not yet met these expectations. Despite this scenario, we can collect many successe stories, and by looking at the common points between them, we can trace what really happened and how much there is still to do.
Open data still a great opportunity and the openess movement has to ben continue fighting.

project:
The Barometer results show that governments are still treating
open data as isolated initiatives. Governments must prioritise
and invest in open data governance to support the substantial
changes needed to embed an open approach across agencies
and departments.
