Greetings friends,
Every year, the New Jersey Primary Care Association is honored to take part in
National Health Center Week, a celebration that takes place throughout the country to
honor the hard work, dedication, and excellence that community health centers bring
into their communities.
It is easy to get lost in pushing papers, running between appointments, engaging in end-
less webinars, and hosting events, all in the pursuit of achieving the mission of fair and
equitable health care. We are fortunate to have a wonderful opportunity to acknowledge
our mission during National Health Center Week when community health centers focus
on what matters most. It gives true meaning to our mission to see patients, community
members, local politicians, store owners, and families come together to support the mis-
sion of equitable health care.
This year, New Jersey’s federally qualified health centers outdid themselves by hosting
over 88 events throughout the State’s 21 counties during this year’s celebration. These
events provide an opportunity to celebrate the community through engagement and
care. This season’s edition of NJPCA Community Health e-Magazine will provide a
snapshot of just a few of the events organized by the dedicated and hardworking
FQHCs of New Jersey, and through a chronicle of programs they have hosted and the
accolades they have received, reaffirming that FQHCs are now more than ever a vital
part of the communities they serve.

This August, several of New Jersey’s FQHCs
have been awarded Health Center Quality Im-
provement Awards by the U.S. Department of
Health and Human Services. These awards have
been granted on the basis of patient health out-
comes and the value of care delivered. The intent
of the awards are to invest in current quality im-
provement systems to support the communities
served.

cost efficient care delivery compared to the national
average while also increasing quality of care and
improving access to comprehensive services.

PCMH Recognition Awards - Centers went to
health centers that achieved PCMH recognition for
their service delivery sites.
In early June, six New Jersey FQHCs received awards from the U.S. Department of Health and Human Ser-
vices to increase access to integrated oral health care services. The increased funding will help health cen-
ters increase their service capacity and improve health outcomes for their patients. Nationwide, $156 million
has been awarded to health centers to this end. The total awards for NJ FQHCs amounts to $2,624,999.

Oral Health Care Services
 The American Dental Association and the American Academy
of Pediatrics say that every child should visit a dentist by age 1 – or
as soon as the first tooth appears. This “well baby visit” teaches
parents and caregivers how to care for their children’s teeth and
help them remain cavity-free.
 Tooth decay is the most common chronic disease among
children in the United States. The Centers for Disease Control and
Prevention (CDC) reports that more than 40 percent of children
have decay by the time they reach kindergarten.
 New Jersey ranks 49th out of 50 states in its percentage of population that drinks
fluoridated public water at the CDC's recommended therapeutic level of .7 part per
million.

This September, the NJPCA is happy to announce that all 23 of New Jersey's FQHCs will benefit from
awards distributed through the U.S. Department of Health and Human Services (HHS), bringing a total of
over $1.6 million to New Jersey health centers as part of a national push to support health information tech-
nology.
The Department says that "the funding will support health information technology enhancements to acceler-
ate health centers' transition to value-based models of care, improve efforts to share and use information to
support better decisions, and increase engagement in delivery system transformation. To support these
goals, all purchases or upgrades of electronic health record systems made with the funding must use tech-
nology that is certified by the Office of the National Coordinator for Health Information Technology. This is
the first significant investment since 2009 directly awarded to health centers to support the purchase of
health information technology."

2016 Helping Build Healthy
Communities Award Winner
This August, Henry J. Austin Health Center was
one of ten health centers throughout the nation
selected as a 2016 BD Helping Build Healthy
Communities Award winner.
Every year, BD, in partnership with Direct Relief
and the National Association of Community
Health Centers, selects up to ten Community
Health Centers that use innovative approaches to
care of underserved and low-income communi-
ties. The 2016 award was focused on diabetes
prevention and treatment practices.
Dr. Kemi Alli, chief executive and medical officer
of Henry J. Austin Health Center, received the
award. “FQHCs often begin programs that are needed in our communities because it is the right thing to
do. However frequently the right thing to do is not funded or reimbursed by any payor or insurer. As
consequence FQHC are caught in this dilemma. Grants like this from BD with collaboration from Direct
Relief allow us to continue to what is right!” she said.
The award was presented at the National Association
of Community Health Centers' Community Health
Institute (CHI) conference in Chicago, IL on August
28, 2016.

 Diabetes is regarded as the 7th leading cause of death in the United States
 Those with the highest risk of getting diabetes are persons who are over the age of 45, obese, or of a minority.
 NJ 2-1-1 is a statewide non-emergency, information call center and website. NJ 2-1-1 call specialists will provide callers
with information on local Diabetes Prevention Programs and Diabetes Self-Management Education programs.

Congratulations to all awardees!
On June 20, 2016, Newark Community
Health Centers (NCHC) celebrated its first
Welcome Refugees event at 101 Ludlow
Street. It was the first event in collaboration
with the International Rescue Committee (IRC).
The resettlement Director of IRC, Alison Milan, joined forces with NCHC to provide Arabic translations for all
Syrian refugees in attendance and started a collaboration that will change the curve of future for more events.
NCHC's hardworking and diligent staff understands the difficulties that new refugees face and this event re-
flected their willingness to go extra mile- to help Communities bridge in. NCHC is regarded as a pioneer
health care center for depicting it's no discrimination policy towards patients, and has established variety of
departments including Internal medicine, Pediatrics, Obstetrics, Gynecology, Podiatry, Dental Nutrition and
Mental health.
This event was held to welcome all refugees into the Newark Community Health Center and to inform them of
the importance of using preventive measures in health, as well as maintaining one's wellness. The audience
participated by asking questions regarding cardiovascular diseases, blood pressure and diabetes. People
from all walks of life attended the event and the active participation made it an astounding success.

 A medical home is a nationally known
healthcare standard that is based on a culti-
vated partnership between the patient, fami-
ly, and primary provider in cooperation with
specialists and support from the community.
The patient/family is the focal point of this
model.
 The patient-centered medical home seeks to advance
the delivery of primary care by making it more accessi-
ble, family-centered, continuous, comprehensive, coor-
dinated, compassionate, and culturally
effective.
 Of New Jersey’s 23 FQHCs, 16 are nationally recog-
nized Patient Centered Medical Homes (PCMH).

The opening of CompleteCare Health Network's new
CompleteCare Medical Professionals site in Glassbo-
ro, New Jersey marks the center's 21st location.
The site celebrated its grand opening during National
Health Center Week, and was welcomed personally
by Glassboro Mayor Leo McCabe. The new site has
12 exam rooms, which will be used to provide primary
care, counseling, pediatrics, podiatry, and other spe-
cialty services.
"We've wanted to grow in Glassboro for a long time,"
said J. Curtis Edwards, President and CEO of Com-
pleteCare. "We know there is a need for our services
in this community and we were eager to expand so we
can meet that need."
This opening precedes a planned expansion of dental
facilities for CompleteCare Health Network, bringing
their total number of facilities up to ten. NJPCA con-
gratulates CompleteCare Health Network on opening
this new facility and for their upcoming expansion!

Unveils New Dental
Van
On July 8, 2016, Zufall Health Center's new mobile
dental van was delivered. Grant funding from Delta
Dental and Partners for Health will allow the Zufall
Dental staff to serve isolated patients throughout
Zufall's service area with this full-service vehicle.

In late July, the Jewish Renaissance Foundation
has received a $250,000 grant which will be used
to integrate BPU's Comfort Partners Program with
JRF's Building Healthy Communities initiative.
This development will help the Jewish Renais-
sance Foundation and its partners expand work it
has already been doing with its current

operation, Project Healthbuild. That project is an
effort to reach into low-income and senior com-
munities to make residents aware of the effect of
their environment on their own health outcomes.

In the wake of the closure of the City of
Trenton's Pediatric Clinic and Adult STD
Treatment Center, which provided limited
health services such as STD treatment and
childhood immunizations for uninsured and
uninsured residents of the city, the Henry J.
Austin Health Center has entered a shared
services agreement with the City of Tren-
ton. Starting July 1, 2016 patients have
been redirected to HJAHC.

Successful National Health Center Week
Fiesta at Jewish Renaissance Medical
Center
On Thursday, August 11th in Perth Amboy, NJ, Jewish
Renaissance Medical Center (JRMC) hosted multiple
events during National Health Center week with a major
and successful event, the Health Fair on Hobart Street!
Many of the sponsors and local businesses supported
the event to make it possible.
JRMC would like to thank Well Care for helping pro-
mote a healthier lifestyle by sponsoring a Farmer's Mar-
ket, thank United Healthcare for encouraging kids to
enjoy the day by sponsoring face painting, and thank
Aetna for continuing this fun by sponsoring not only a
step and repeat banner for pictures with props but a
bouncy house, too!
The food was made possible by Horizon by sponsoring
some delicious tacos from a local business. The Jewish
Renaissance Medical Center was also honored to have
Mayor Wilda Diaz present at the event.
The Health Fair was truly a fiesta for everyone!

Zufall Health Center Captivates
Audience to Promote Early Literacy
There were plenty of Cats In The Hat at Zufall Health Cen-
ter's Dover office this week when Zufall hosted a Reach
Out and Read event sponsored by Bob's Discount Furni-
ture.
Dressed as The Cat in the Hat, Karoline Genung, a coordi-
nator of the health center's Children's Oral Health Pro-
gram, regaled four-year olds from Head Start of Morris
County and Zufall pediatric patients reading "Oh, the
Things You Can Do that are Good for You."
Zufall pediatrician Dr. Janice Taitel also greeted the
group. Each youngster received their own character
hat, book, and red blanket courtesy of Bob's and
Reach Out and Read as part of a year-long partnership
to increase early literacy. Zufall also received a gift
from Bob's newest store in Wharton.
CAMcare Health Corporation Announced
as NJ Million Hearts Initiative Awardee
The Centers for Medicare and Medicaid Services (CMS)
announced this July that 30 health care practitioners have
been selected from the state to participate in the Million
Hearts Cardiovascular Disease Risk Reduction Model.
Providers are split into a Control and an Intervention Group,
the latter being where our own CAMcare Health Corporation
has been named. NJPCA congratulates CAMcare Health
Corp. on this exciting opportunity.

CMS Finalizes Emergency Preparedness
Standards for Medicare and Medicaid
Facilities
In light of a multi-year trend towards an increased number in natural and man-made disasters threatening
public health and safety, this September the Centers for Medicare & Medicaid Services (CMS) have an-
nounced new requirements that certain facilities participating in Medicare and Medicaid must provide in
order to ensure patient safety and continuation of service during emergencies.
New regulations will cover a host of topics, including coordinated state and local communication systems,
contingency planning, and personnel training.
These regulations are effective 60 days after publication in the Federal Register. Health care providers
and suppliers affected by this rule must comply and implement all regulations one year after the effective
date.

Recognition and Certification
In July 2016, CAMcare Health Corporation received Joint
Commission's Gold Seal of Approval & Primary Care Medical
Home Certification. The Joint Commission is an independent
nonprofit entity which accredits and certifies health care or-
ganizations throughout the country on the basis and safety,
effectiveness, and quality. Primary, or patient, centered medi-
cal home (PCMH) certification is a standard that is regularly
linked to high-quality and affordable care.

The New Jersey Primary Care Association proudly
hosted Community Healthcare Planning and Re-
sponse to Disasters-MGT 409 on June 28th and
29th.
The event was very well-attended as ten FQHCs and
several industry partners from across the state filled
the room to overflowing and worked with instructors
from the National Center for Biomedical Research
and Training, Academy of Counter-Terrorist Educa-
tion, Louisiana State University and A&M College.
The course was sponsored by the NJ Office of Home-
land Security and Preparedness.
Industry Experts Train NJPCA Emergency
Management Committee
Topics such as preparedness in healthcare facili-
ties for situations such as power outages, active
shooter, and virus outbreaks were discussed, as
well as planning responses to critical incidents
and the role of community involvement during
emergencies. Discussions between health center
staff and trainers were both educational and thor-
ough. These principles were assessed through a
group tabletop exercise.
The training was very well-attended and NJPCA
thanks all FQHC participants and partners who
engaged.

CompleteCare Health Network
Welcomes New Staff!
CompleteCare Health Network is pleased to announce the addition of a
new healthcare provider to their Cumberland County health centers.
LaTia Pierce-Lamar, APN is a graduate of Walden University in Minne-
apolis, MN. Pierce-Lamar is a family practice nurse practitioner seeing
patients of all ages at CompleteCare locations throughout Cumberland
County. She has many years of nursing experience and is also currently
continuing her education to obtain her doctorate in nursing by the end of
2017.
“I'm so excited to be a part of the CompleteCare team and love that I am
able to practice within a community that I grew up in,” said Pierce-Lamar.
“CompleteCare has enabled me to make a positive impact on my
hometown and I am grateful for this opportunity.”
“We are happy to have LaTia Pierce-Lamar on our team of providers,”
said Curtis Edwards, President and CEO of CompleteCare Health Net-
work. “We are always looking to bring in new and talented staff members
who can help increase access to appointments and allow us to continue
to deliver high-quality care to our patients.”
Also joining CompleteCare this year is Michelle Walsh, LCSW, who will be
working with two of their Cape May County locations. Walsh brings over six
years of experience as a licensed clinical social worker with her to Com-
pleteCare, having previously worked with AtlantiCare in their behavioral
health division, as well as most recently at Mission Healthcare in Atlantic
City. She has also worked in private practice for several years.
“Many people do not realize that mental health is a vital part of overall
health and wellness. We recognize that it may be difficult for people to ask
for help. Our approach is to reach out and ask people how they are doing
from a mental health perspective. At CompleteCare, our goal is to incorpo-
rate behavioral health counseling as part of our focus on delivering Patient-
Centered care,” said Dr. Sandra E. Brooks, Chief Medical Officer at Com-
pleteCare Health Network. “Michelle Walsh will play a vital role in helping
us to bring much needed behavioral health services to the community.”
The counseling services offered at CompleteCare are designed to bring
more people into care, providing one-on-one meetings with counselors. Pa-
tients are invited to seek care for a variety of topics including relationship
and family difficulties, self-esteem, depression, anxiety, grief, alcohol and
drug use, PTSD, eating disorders and any other subjects that benefit from talking to someone in a confiden-
tial and supportive environment.

NJPCA at 2016 Oral Health 2020 Regional
Convening
NJPCA team members joined dental professionals,
advocates, and policy makers from around the coun-
try for the annual Convening for the Northeastern /
Mid-Atlantic Region of the DentaQuest Foundation's
Oral Health for All 2020 Initiative in Cambridge, Mas-
sachusetts. The purpose of this convening was to
deepen the connections and network leadership ca-
pacity of the OH2020 Network across the region, in-
tegrate new network members, coordinate activity,
On June 3, 2016, the NJPCA attended the New York
and New Jersey Health Access Summit, which took
place in New York City. The event was welcomed by
several key community stakeholders throughout New
York and New Jersey.
In his keynote address, Kevin Counihan, the Chief
Executive Officer of Healthcare.gov, presented three
key concerns moving into the fourth open enrollment
period: affordability for those around 400% of the pov-
erty level, creating support tools for consumers and
assisters, and improving current federal policies to
make the process more accessible and more afforda-
ble for all.

Support/Events Coordinator at Neighborhood Health
Services Corporation (NHSC), motivated the audi-
ence to go out into the community and get to know
the people as an effective outreach strategy for some
populations.
The event provided an opportunity to discuss the cur-
rent state of health in both New Jersey and New
York and included several break-out sessions on a
variety of topics that impacted both states, including
"Affordability" and "Tiered Networks, Access & Quali-
ty." Organizations represented included HRSA, Cen-
ters for Medicare & Medicaid Services, and Families
USA. New Jersey and New York stakeholders were
able to learn strategies and tools, discuss common
concerns that spanned either or both states, and net-
work with other professionals in their field.

nity levels.
All who attended developed a deeper understanding
of the social determinants that impact health, the
expanse to which oral health is truly integrated into
overall health, and the importance of raising aware-
ness of oral health issues locally and nationally.

On June 30th, 2016, New Jersey Department of
Health's Loletha C. Johnson, MSN, RN, and Reproduc-
tive and Perinatal Services Nursing Consultant joined
NJPCA in an open forum discussion about Zika Virus
and the status of infiltration in NJ. NJDOH addressed the
issue of the spread of the virus. Highlights included: Zika
Pregnancy; Infant Registry; Care Linkage and follow up;
NJ Specific guidance for health care providers; and travel
updates.
Representatives from the Department shared county-by-county statistics of Zika-infected patients, espe-
cially related to those of FQHCs. NJPCA members were able to review and critically assess information,
and ask questions concerning their local area. Zika posters were distributed in multiple languages.
NJDOH has plans to ship boxes of educational materials to each FQHC with the hope that they will be
used to encourage preventative measures for their patients and the public throughout the community.

In June, the Christie Administration released for comment the
State's draft renewal application for the Comprehensive Medicaid
Waiver.
"The renewal application is really just the start to an extended con-
versation with our stakeholders about how to build upon the suc-
cesses we've had in developing and implementing programs and
services that meet NJ Family Care's members' needs in an efficient
way," said Elizabeth Connolly, acting Commissioner of DHS, which
administers the Medicaid program. "In the last four years, we've
made Medicaid very patient-centered by adopting national best
practices and uniquely tailoring our health care model."

In early August, the Centers for Disease Control
and Prevention (CDC) released $16 million in fund-
ing to health departments across 40 states and ter-
ritories, including the New Jersey Department of
Health, in order to encourage and support infor-
mation-gathering systems to monitor the current
outbreak of the Zika virus. These awards have
been distributed in an attempt to maintain and
strengthen such programs until Congress is able
to approve of additional Zika funding.

New Jersey's Senators Bob Menendez and Cory Booker are part of a bipartisan congressional group "calling
for additional freedom in the way Medicaid can be used to pay for drug addiction treatments at certain inpa-
tient facilities" convened in response to the nation's growing opioid epidemic. The group's current focus in-
volves efforts to overturn an outdated exclusion established by the Centers for Medicare & Medicaid Services
(CMS) regarding Institutions for Mental Disease (IMD), which keeps federal dollars from supporting behavior-
al health facilities meeting certain requirements.
NJ Pain and Opioid Care Innovations
Collaborative Kickoff
June 13, 2016 marked the exciting beginning of the
New Jersey Pain Care Innovations Collaborative, a
partnership between the NJPCA, the Weitzman Insti-
tute, and the Community Health Center, Inc. The kick-
off meeting was hosted by Dr. Daren Anderson, vice
president and chief quality officer of the Community
Health Center, Inc. and director of the Weitzman
Institute.

In early June, six New Jersey FQHCs received awards from the U.S. Department of Health and Human Ser- vices to increase access to integrated oral health care services. The increased funding will help health cen- ters increase their service capacity and improve health outcomes for their patients. Nationwide, $156 million has been awarded to health centers to this end. The total awards for NJ FQHCs amounts to $2,624,999. Centers Win Awards to Increase Oral Health Care Services  The American Dental Association and the American Academy of Pediatrics say that every child should visit a dentist by age 1 – or as soon as the first tooth appears. This “well baby visit” teaches parents and caregivers how to care for their children’s teeth and help them remain cavity-free.  Tooth decay is the most common chronic disease among children in the United States. The Centers for Disease Control and Prevention (CDC) reports that more than 40 percent of children have decay by the time they reach kindergarten.  New Jersey ranks 49th out of 50 states in its percentage of population that drinks fluoridated public water at the CDC's recommended therapeutic level of .7 part per million.     NJPCA │ PAGE7 This September, the NJPCA is happy to announce that all 23 of New Jersey's FQHCs will benefit from awards distributed through the U.S. Department of Health and Human Services (HHS), bringing a total of over $1.6 million to New Jersey health centers as part of a national push to support health information tech- nology. The Department says that "the funding will support health information technology enhancements to acceler- ate health centers' transition to value-based models of care, improve efforts to share and use information to support better decisions, and increase engagement in delivery system transformation. To support these goals, all purchases or upgrades of electronic health record systems made with the funding must use tech- nology that is certified by the Office of the National Coordinator for Health Information Technology. This is the first significant investment since 2009 directly awarded to health centers to support the purchase of health information technology." Austin Health Center was one of ten health centers throughout the nation selected as a 2016 BD Helping Build Healthy Communities Award winner. Every year, BD, in partnership with Direct Relief and the National Association of Community Health Centers, selects up to ten Community Health Centers that use innovative approaches to care of underserved and low-income communi- ties. The 2016 award was focused on diabetes prevention and treatment practices. Dr. Kemi Alli, chief executive and medical officer of Henry J. Austin Health Center, received the award. “FQHCs often begin programs that are needed in our communities because it is the right thing to do. However frequently the right thing to do is not funded or reimbursed by any payor or insurer. As consequence FQHC are caught in this dilemma. Grants like this from BD with collaboration from Direct Relief allow us to continue to what is right!” she said. On June 20, 2016, Newark Community Health Centers (NCHC) celebrated its first Welcome Refugees event at 101 Ludlow Street. It was the first event in collaboration with the International Rescue Committee (IRC). The resettlement Director of IRC, Alison Milan, joined forces with NCHC to provide Arabic translations for all Syrian refugees in attendance and started a collaboration that will change the curve of future for more events. NCHC's hardworking and diligent staff understands the difficulties that new refugees face and this event re- flected their willingness to go extra mile- to help Communities bridge in. NCHC is regarded as a pioneer health care center for depicting it's no discrimination policy towards patients, and has established variety of departments including Internal medicine, Pediatrics, Obstetrics, Gynecology, Podiatry, Dental Nutrition and Mental health. This event was held to welcome all refugees into the Newark Community Health Center and to inform them of the importance of using preventive measures in health, as well as maintaining one's wellness. The audience participated by asking questions regarding cardiovascular diseases, blood pressure and diabetes. People from all walks of life attended the event and the active participation made it an astounding success. NHCH Hosted First "Welcome Refugees" Event  A medical home is a nationally known healthcare standard that is based on a culti- vated partnership between the patient, fami- ly, and primary provider in cooperation with specialists and support from the community. The patient/family is the focal point of this model.  The patient-centered medical home seeks to advance the delivery of primary care by making it more accessi- ble, family-centered, continuous, comprehensive, coor- dinated, compassionate, and culturally effective.  Of New Jersey’s 23 FQHCs, 16 are nationally recog- nized Patient Centered Medical Homes (PCMH). The site celebrated its grand opening during National Health Center Week, and was welcomed personally by Glassboro Mayor Leo McCabe. The new site has 12 exam rooms, which will be used to provide primary care, counseling, pediatrics, podiatry, and other spe- cialty services. Grant funding from Delta Dental and Partners for Health will allow the Zufall Dental staff to serve isolated patients throughout Zufall's service area with this full-service vehicle. In late July, the Jewish Renaissance Foundation has received a $250,000 grant which will be used to integrate BPU's Comfort Partners Program with JRF's Building Healthy Communities initiative. Dressed as The Cat in the Hat, Karoline Genung, a coordi- nator of the health center's Children's Oral Health Pro- gram, regaled four-year olds from Head Start of Morris County and Zufall pediatric patients reading "Oh, the Things You Can Do that are Good for You." Zufall pediatrician Dr. Janice Taitel also greeted the group. Each youngster received their own character hat, book, and red blanket courtesy of Bob's and Reach Out and Read as part of a year-long partnership to increase early literacy. Zufall also received a gift from Bob's newest store in Wharton. CAMcare Health Corporation Announced as NJ Million Hearts Initiative Awardee The Centers for Medicare and Medicaid Services (CMS) announced this July that 30 health care practitioners have been selected from the state to participate in the Million Hearts Cardiovascular Disease Risk Reduction Model.     NJPCA │ PAGE21 CMS Finalizes Emergency Preparedness Standards for Medicare and Medicaid Facilities In light of a multi-year trend towards an increased number in natural and man-made disasters threatening public health and safety, this September the Centers for Medicare & Medicaid Services (CMS) have an- nounced new requirements that certain facilities participating in Medicare and Medicaid must provide in order to ensure patient safety and continuation of service during emergencies. New regulations will cover a host of topics, including coordinated state and local communication systems, contingency planning, and personnel training. These regulations are effective 60 days after publication in the Federal Register. Health care providers and suppliers affected by this rule must comply and implement all regulations one year after the effective date.     PAGE 22 │NJPCA The New Jersey Primary Care Association proudly hosted Community Healthcare Planning and Re- sponse to Disasters-MGT 409 on June 28th and 29th. The event was very well-attended as ten FQHCs and several industry partners from across the state filled the room to overflowing and worked with instructors from the National Center for Biomedical Research and Training, Academy of Counter-Terrorist Educa- tion, Louisiana State University and A&M College. The course was sponsored by the NJ Office of Home- land Security and Preparedness. Industry Experts Train NJPCA Emergency Management Committee Topics such as preparedness in healthcare facili- ties for situations such as power outages, active shooter, and virus outbreaks were discussed, as well as planning responses to critical incidents and the role of community involvement during emergencies. Discussions between health center staff and trainers were both educational and thor- ough. These principles were assessed through a group tabletop exercise. The training was very well-attended and NJPCA thanks all FQHC participants and partners who engaged.

LaTia Pierce-Lamar, APN is a graduate of Walden University in Minne- apolis, MN. Pierce-Lamar is a family practice nurse practitioner seeing patients of all ages at CompleteCare locations throughout Cumberland County.     PAGE 24 │NJPCA NJPCA at 2016 Oral Health 2020 Regional Convening NJPCA team members joined dental professionals, advocates, and policy makers from around the coun- try for the annual Convening for the Northeastern / Mid-Atlantic Region of the DentaQuest Foundation's Oral Health for All 2020 Initiative in Cambridge, Mas- sachusetts. The purpose of this convening was to deepen the connections and network leadership ca- pacity of the OH2020 Network across the region, in- tegrate new network members, coordinate activity, On June 3, 2016, the NJPCA attended the New York and New Jersey Health Access Summit, which took place in New York City. The event was welcomed by several key community stakeholders throughout New York and New Jersey. In his keynote address, Kevin Counihan, the Chief Executive Officer of Healthcare.gov, presented three key concerns moving into the fourth open enrollment period: affordability for those around 400% of the pov- erty level, creating support tools for consumers and assisters, and improving current federal policies to make the process more accessible and more afforda- ble for all. During her presentation of the session, titled "The Re- maining Uninsured and People who are Undocument- ed," Paulette Hussey, Manager of Outreach New York New Jersey Health Access Summit Support/Events Coordinator at Neighborhood Health Services Corporation (NHSC), motivated the audi- ence to go out into the community and get to know the people as an effective outreach strategy for some populations. The event provided an opportunity to discuss the cur- rent state of health in both New Jersey and New York and included several break-out sessions on a variety of topics that impacted both states, including "Affordability" and "Tiered Networks, Access & Quali- ty." Organizations represented included HRSA, Cen- ters for Medicare & Medicaid Services, and Families USA. New Jersey and New York stakeholders were able to learn strategies and tools, discuss common concerns that spanned either or both states, and net- work with other professionals in their field. and build alignment on accomplishing the OH2020 goals and targets at the national, state, and commu- nity levels. All who attended developed a deeper understanding of the social determinants that impact health, the expanse to which oral health is truly integrated into overall health, and the importance of raising aware- ness of oral health issues locally and nationally.     NJPCA │ PAGE25 On June 30th, 2016, New Jersey Department of Health's Loletha C. Johnson, MSN, RN, and Reproduc- tive and Perinatal Services Nursing Consultant joined NJPCA in an open forum discussion about Zika Virus and the status of infiltration in NJ. NJDOH addressed the issue of the spread of the virus. Highlights included: Zika Pregnancy; Infant Registry; Care Linkage and follow up; NJ Specific guidance for health care providers; and travel updates. Representatives from the Department shared county-by-county statistics of Zika-infected patients, espe- cially related to those of FQHCs. NJPCA members were able to review and critically assess information, and ask questions concerning their local area. Zika posters were distributed in multiple languages. NJDOH has plans to ship boxes of educational materials to each FQHC with the hope that they will be used to encourage preventative measures for their patients and the public throughout the community. As of September 15, 2016, the total number of confirmed Zika cases in the state of New Jersey stands at 128. For county-by-county listing, please click here. In June, the Christie Administration released for comment the State's draft renewal application for the Comprehensive Medicaid Waiver. "The renewal application is really just the start to an extended con- versation with our stakeholders about how to build upon the suc- cesses we've had in developing and implementing programs and services that meet NJ Family Care's members' needs in an efficient way," said Elizabeth Connolly, acting Commissioner of DHS, which administers the Medicaid program. "In the last four years, we've made Medicaid very patient-centered by adopting national best practices and uniquely tailoring our health care model."     PAGE 26 │NJPCA In early August, the Centers for Disease Control and Prevention (CDC) released $16 million in fund- ing to health departments across 40 states and ter- ritories, including the New Jersey Department of Health, in order to encourage and support infor- mation-gathering systems to monitor the current outbreak of the Zika virus. These awards have been distributed in an attempt to maintain and strengthen such programs until Congress is able to approve of additional Zika funding. Photo credit: NBC New Jersey's Senators Bob Menendez and Cory Booker are part of a bipartisan congressional group "calling for additional freedom in the way Medicaid can be used to pay for drug addiction treatments at certain inpa- tient facilities" convened in response to the nation's growing opioid epidemic. The group's current focus in- volves efforts to overturn an outdated exclusion established by the Centers for Medicare & Medicaid Services (CMS) regarding Institutions for Mental Disease (IMD), which keeps federal dollars from supporting behavior- al health facilities meeting certain requirements. NJ Pain and Opioid Care Innovations Collaborative Kickoff June 13, 2016 marked the exciting beginning of the New Jersey Pain Care Innovations Collaborative, a partnership between the NJPCA, the Weitzman Insti- tute, and the Community Health Center, Inc. The kick- off meeting was hosted by Dr. Daren Anderson, vice president and chief quality officer of the Community Health Center, Inc. and director of the Weitzman Institute.
