EOC “Key Position” Responsibilities
• Emergency Public Information Officer
During the incident the Emergency PIO:
– Ensures that public receives clear, accurate, and timely information
– Coordinates with the incident PIO to ensure appropriate incident
information is disseminated to the public, the media and other
interested groups
– Is responsible for media briefings, press releases, media monitoring,
and rumor control

• Shelter and Mass Care Representatives
During the incident the Shelter/Mass-Care Rep:
– Provides input on their organization’s policies, resource availability,
and other incident-related matters
– Must have the authority to speak for their parent agencies and/or
organizations on all matters, following appropriate consultations with
their agency leadership

17. • Resources can fall under many different categories:
– Support and/or Contract Staff
– Specialty Teams
– Support/Specialty Equipment
– Facilities/Buildings (ICP, Shelter, etc.)
– Support Materials (food/water, lighting, heaters,
tables/chairs, portable toilets, etc.)
– Support Services (water/sewer, power, communications,
debris removal, etc.)

18. • Person/Organization requesting and requestor
contact info
• Kind and Type of Resource
– “Type” may be an official NIMS credential, or size/capacity
of the resource. (Type II USAR Team; 20 KW Generator;
etc.)
• Quantity of Resource needed.
• Where does it need to go? (General area, or specific
address)
• Is it time critical? (exp- Does it have to arrive within 2
hours? If so, what should be done if the ETA is longer than 2
hours?)

19. • First three questions the EOC should ask itself about
a Resources Request (in this order):
1. Can I obtain this resource locally? (within Eddy County)
2. If not, Can I obtain this resource through close mutual-
aid? (from neighboring Counties)
3. If not, Can I obtain this resource directly from the State?
(without having to activate an Interstate EMAC
agreement)
• Remember the time for the resource’s arrival
becomes more extended as the reach gets further.

20. • Government
– Village, City, County, “In-County” State or Federal.
• In-County VOADs
• Pre-Arranged Contract with Vendors
• Just-in-time requests to local businesses/service
providers
Note* - When possible, It is preferable to purchase resources from local
vendors during emergency events rather than putting requests into the
State EOC. The resources can usually be acquired quicker, and the
purchase feeds the local economy during a time of crisis.

21. • Mutual-Aid Agreements with

• NM Intrastate Mutual-Aid
System (IMAS)

22. • IMAS or “Out-of-County” State Resources
• EMAC
Note* - This type of request is traditionally for incidents that are going to span
multiple operational periods due to the time it will take to receive the
resource on scene.

23. Eddy County has the unique position of being located
close to the State-Line. There may be special
circumstances of making a “direct interstate request”
to areas like Pecos or Lubbock, TX that may
circumvent the EMAC process.
– Before making this kind of request, take some things into
consideration:
• Does a special agreement need to be made for reimbursement?
• Does the certification/credentials of the resource have reciprocity
in NM?
• Am I authorized by Eddy County to make this request? (Always
check with the EOC Manager before entering into a non-traditional
agreement for services)
