The document discusses Rhode Island's global Medicaid waiver, which aimed to rebalance long-term care spending, ensure access to medical homes, and procure services cost-effectively. It describes the state's motivation to pursue the waiver due to budget pressures, lack of stakeholder input, and limited legislative oversight during development and approval. Implementation faced challenges including an unresponsive taskforce, fiscal constraints, inadequate state capacity, and need for improved data systems and inter-agency coordination.
This document discusses challenges for planning authorities in processing applications for unconventional hydrocarbon extraction. It notes two key issues: managing a large number of public representations, and ensuring the needs of district and borough councils are met in two-tier local government areas where applications are determined by county councils. The document then outlines strategies used by various authorities to address these issues, such as online resources, staff training, pre-application engagement, and inter-council coordination. Common themes identified include the resource-intensive nature of manually logging and filing representations, and the need for improved website functionality and community involvement early in the process.
The document discusses how federal Ryan White Part A funds are allocated from the federal government to local planning councils and service providers, with the local planning council determining how funds are distributed across different service categories based on factors like service utilization data, spending history, and unit costs. It provides an example of how one planning council allocated over 80% of its funds to core medical services and the remainder to supportive services.
The document provides information about upcoming events for the Minnesota chapter of AAHAM including a dragon boat festival fundraiser, recaps of the recent summer institute and fall conference, previews of the national conference and spring payer panel, and recognizes members who recently passed certification exams. DHSEM Presentation to Local Officials and Staff for Flood RecoveryTrost, Micki
This document summarizes a presentation given by the Colorado Division of Homeland Security and Emergency Management (DHSEM) to elected officials and staff. It provided an overview of DHSEM's mitigation and recovery programs, staffing, the Public Assistance program lifecycle and roles, reimbursements, and other grants programs. DHSEM is hiring additional staff and contractors to manage increased workload from recent disasters, and working to expedite scope change requests and reimbursements to subgrantees. The document reviewed the status of several grants programs, including Community Development Block Grant disaster recovery, Hazard Mitigation Grant Program, and NRCS Emergency Watershed Protection Program.
This document provides guidance on completing a RED application for funding. It outlines the requirements for a full application, including completing all sections of the application form, attaching supporting documentation, and ensuring the proposed project activities and costs are clearly described and aligned. Applicants are advised to contact their regional economic development advisor if they have any questions about eligibility or requirements.
Morris County's capital budgeting process involves long-term capital planning over multiple years. Department heads submit capital project requests which are reviewed by the Facilities Committee and recommended to the Freeholder Board for approval. An approved capital budget is combined with the operating budget and introduced for public hearings and adoption through capital ordinances. The capital program aims to maintain infrastructure and facilities while avoiding major tax fluctuations through distributing expenditures evenly over time.
A financial option provided by the United States Department of Agriculture (USDA) to assist public facilities in rural areas is the Cup Loan Program. This program offers reasonable loans for constructing and maintaining facilities including community centers, hospitals, fire stations, and libraries. It strives to improve living conditions in rural areas and is accessible in practically all states in the nation.
Cup Loan Program
Public facilities can obtain loans with low interest rates and flexible repayment terms under the Cup Loan Program. Therefore, they are able to borrow money to improve and utilize their homes. It is easier for institutions with limited resources because the loans can be repaid over a lengthy period of time—up to 30 years.
The best aspect is that practically any public building in a rural community with less than 20,000 residents is eligible to apply for a Cup Loan. Small towns and rural communities can therefore acquire the assistance they require to complete crucial projects and enhance their communities.
Starting out with a cup loan is simple. The majority of cup loan suppliers have user-friendly online applications that you can start using.
Cup Loan Program
You only need to fill up and submit an application for the Cup Loan program with your financial and personal information. You can now proceed to get the money you require.
You won’t have to wait around for approvals or complete hours of paperwork because the application process is meant to be quick and easy.
The document provides an overview and agenda for a grantee orientation web conference held by the Child Maltreatment Prevention Unit. It also reviews programmatic requirements such as evaluation components and reporting. Grantees will submit standardized invoices monthly including expenditure details. Source documentation for monitoring will be requested based on risk level. Budget revisions over 10% require approval. Data for evaluation includes aggregate demographics, outcomes, outreach activities and assessment analyses. Mid-year and final reports are due for different programs.

This document provides an overview of operating agreements expiring for non-profit housing projects in New Brunswick and resources available to help prepare. Statistics show many expiring agreements between 2013-2030. The New Brunswick Non-Profit Housing Association assists members in planning for expiry by completing assessments, action plans, and advocating based on aggregated data. Results to date found 25-44% of assessed projects will require reserve planning and 20-25% may not remain viable without subsidies. Resources are available from NBNPHA staff and guides to help housing groups in the expiry process.

3. So what prompts project funding needs?So what prompts project funding needs?
• Several factors can create a project for water
and/or wastewater utilities. Some of these
include but are not limited to:
• Compliance with new rules and regulations that
govern water quality and system capacity;
• Replacement and/or upgrading of aging
infrastructure;
• Emergency expenses such as a broken main due
to corrosion, weather extremes, age/fatigue etc.;

4. How do we fund / address these projects?How do we fund / address these projects?
• Once a given project and/or scope of work has
been identified and the need to implement this
improvement has been recognized by the utility,
unless the scope of work can be readily
implemented, most utilities have to procure
outside funding.
• Funding mechanisms vary and range from
simple bank loans to complex loan and grant
combinations involving multiple lending
agencies.

• Depending on the scope of work and the
anticipated duration, project schedule, project
budget and the community’s ability to repay, one
or more options may be available to fund the
projects. These include the following:
• An outside non-monetary Technical Assistance
such as an ADEQ System Evaluation;
• A Technical Assistance Grant;
• An interest only design loan

• This is where most communities have a
challenge, especially when determining the
project budget in planning phase, which drives
everything.
• Ideally, funding agencies should be identified
during planning so a more realistic schedule can
be developed.
• Utilize your engineer and/or attorney to assist
you in developing a realistic scope.
