This is a presentation I delivered on September 23, 2010 in Toronto...at the Fall Education Conference and Annual General Meeting event jointly hosted by Keal Technology and the Canadian Signassure/sigXP User (CSU) Group.
This paper highlights the importance of India’s energy security and the possible repercussions of Government’s policy paralysis, which is hurting the endeavors of energy firms.
India’s energy security is not attributed and confined to just oil & gas industry, whose role cannot be denied in India’s overall growth story. The Government has indeed taken steps in the right direction but now it has become critical for India to introduce policy reforms to secure India’s growing energy needs. Starting from making the present Production Sharing Contract (PSC) structure more remunerative for the investors, to rationalizing the taxation regime for the sector, changes are indispensable. The biggest hurdle currently is the sector’s slow decision-making process. The dwindling interest of foreign investors and their exodus are big concerns, especially at a time when India needs them and the technology they possess. Not to forget, the reforms that India needs in the downstream and midstream sectors and the coordination among various Ministries.

18. Brazil’s government structure is very similar
to the Unites States’
Official name: Federative Republic of Brazil.
Form of state: Federative republic.
The executive: The president, who is elected for a term of four years,
chooses a cabinet, which s/he heads .
Head of state: Elected president, who controls the budget.
National legislature: Bicameral national Congress: 81-seat Senate (the
upper house) with representatives of 26 states, plus the federal district of
Brasilia; 513-member directly elected Chamber of Deputies (the lower
house). The 26 states and the district of Brasilia each has a legislature.
Legal system: Each state has its own judicial system; the country has a
system of courts for dealing with disputes between states and matters
outside the jurisdiction of state courts.

19. Despite a strong democracy, businesses
suffer from a burdensome tax system
National government: Dilma Rousseff is Brazil’s first female President,
having succeeded in January 2011 the very popular Luiz Inácio Lula da
Silva.
National elections: Municipal elections every four years, with the latest
happening now in October 2012; presidential, congressional and state
elections every four years, with the next due on October 2014. A
consolidated democracy has led to peaceful transitions and continuity of
sound macroeconomic policies.
Business Environment: Modest improvements, mainly driven by the
consolidation of macroeconomic stability and better domestic financing
conditions, will keep the country’s position broadly stable in the global and
regional rankings. But the tax system will remain complex and burdensome,
the pension system will weigh on public-sector finances and vested interests
will continue to distort productivity gains.
