AGENCY OF THE QUARTER
Daniel Slaughter
Chief of Police
But real growth began in the Post War years, as air conditioning
and other amenities, as well as a booming economy made life in
Florida more attractive. The Philadelphia Phillies have held their
spring training there since 1946, and millions of visitors have
flocked to top-rated Gulf beaches. In the following half-century,
Clearwater expanded to become a city of more than 100,000
permanent residents, with an additional 30,000 seasonal
residents and tourists.
Today the Clearwater Police Department is the third largest law
enforcement agency in Pinellas County, with 234 sworn
personnel, more than 137 civilian positions, and an annual
budget of nearly $37 million. For more than a decade, the
department has been a national leader in the implementation of
community policing and in the adaptation of computer
technology to police work. It has also been in the forefront in
addressing social problems such as drunk driving, homelessness,
and declining neighborhoods, and it has been named one of the
nation's safest cities.
The first record found of the police department
was when Joseph L. Russell was appointed Chief
of Police on June 12, 1916. At that time the city
had about 2,200 residents and only a small
handful of police officers. The city continued to
grow steadily in the years following World War I
and through the boom years of the 1920s, but
slowed during the Great Depression of the
1930s. By the end of World War II, the
population was 17,000 and the department had
21 officers.

CRITICAL INCIDENT PLANNING FOR FAITH BASED ORGANIZATIONS Lt. Wm Byrd (PCSO)
Prevention (to keep from happening) vs. Preparation (readiness)
Presumed Compliance = tendency to assume people you are interacting with will comply with
your authority (and not suddenly stick a knife in you).
Apathy says it won't happen to me; Denial says this is not happening to me.
Types of Critical Incidents: Department initiated (search warrant, K9 track); Suspect initiated
(hostage, SWAT, active shooter); Natural Disaster/Human Error (hurricane. Tornado,
train wreck, gas leak, flood). Crisis Management: what will break; Who can plan for it;
Who can write check; Expect it to break.
Make sure those in your jurisdiction have a plan – and their OWN plan, not a plan copied from someone else. Each Organization is
different.
It is vital that SRO's have scenario training regarding active shooters

Florida tallies the price of financial scams Jan 15, 2015
Deep in a new publication from the Florida Office of Financial Regulation, there's a number that jumps out as most telling about
the impact of financial fraud in the Sunshine State. Victims of financial fraud lost, on average, $3.2 million for each of the 37
people who were convicted in investment and other financial scams in the last fiscal year. The Bureau of Financial
Investigations, the criminal justice arm of the OFR, closed 91 formal investigations in fiscal 2013-2014, according to OFR's
newly published "Fast Facts" e-booklet.

SUNCOAST CRIME PREVENTION ASSOCIATIONSUNCOAST CRIME PREVENTION ASSOCIATION Page 3 AGENCY OF THE QUARTER Daniel Slaughter Chief of Police But real growth began in the Post War years, as air conditioning and other amenities, as well as a booming economy made life in Florida more attractive. The Philadelphia Phillies have held their spring training there since 1946, and millions of visitors have flocked to top-rated Gulf beaches. In the following half-century, Clearwater expanded to become a city of more than 100,000 permanent residents, with an additional 30,000 seasonal residents and tourists. Today the Clearwater Police Department is the third largest law enforcement agency in Pinellas County, with 234 sworn personnel, more than 137 civilian positions, and an annual budget of nearly $37 million. For more than a decade, the department has been a national leader in the implementation of community policing and in the adaptation of computer technology to police work. It has also been in the forefront in addressing social problems such as drunk driving, homelessness, and declining neighborhoods, and it has been named one of the nation's safest cities. The first record found of the police department was when Joseph L. Russell was appointed Chief of Police on June 12, 1916. At that time the city had about 2,200 residents and only a small handful of police officers. The city continued to grow steadily in the years following World War I and through the boom years of the 1920s, but slowed during the Great Depression of the 1930s. By the end of World War II, the population was 17,000 and the department had 21 officers. CPD Officers and Staff at N.
