I am experienced with search warrants, having prepared and executed numerous
of these for residences, businesses, vehicles, persons, financial, phone, medical
records, narcotics, social media, computers, and DNA.
Special Criminal Investigations:
During my career with the Pennsylvania State Police, I have conducted and
assisted in hundreds of investigations to include: Homicides, Suicides, Natural
Deaths, Drug Overdoses, Rapes, Sexual Assaults, Robberies, Burglaries, Fire
Investigations, Arsons, Thefts, Drugs, and Forgeries. I have used my training,
knowledge and experience to successfully prosecute hundreds of actors involved
in crimes. Some examples include:
On 07/18/15, after I received additional information on a fire that was investigated
by another Deputy Fire Marshal on 03/16/15, I interviewed a juvenile suspect and
obtained a confession. The individual was charged with Arson. The total loss
was $5000. The individual pled guilty to Arson.
On 07/12/15, I investigated an Arson of a bed and breakfast. After determining
the origin and cause of the fire, I developed a juvenile suspect. I interviewed the
suspect and obtained a confession. The total loss was approximately $25000.
The individual pled guilty to Arson.
On 07/08/14, I investigated an Arson of a commercial business with no suspects.
During a canvas of the area for area interviews, I contacted 2 males at a
residence. During subsequent interviews of these individuals, I obtained
confessions from both. The total loss in the Arson was in excess 1 million
dollars. Both individuals pled guilty to Arson.
On 05/25/14, I was assigned a Homicide investigation in which I obtained a
confession. This resulted in a successful prosecution.
On 04/04/14, I was conducting follow up investigations of two Burglaries involving
firearms. I received information concerning a possible suspect. I interviewed
one suspect, which led to the recovery of the stolen firearms and the subsequent
arrest of seven other individuals including two individuals involved in a
prescription drug ring. Forty nine (49) firearms and $25000 in US currency was
seized. I obtained confessions and all involved individuals were successfully
prosecuted.
On 07/19/12, I investigated a drug overdose. I obtained search warrants for
cellular phone records for the Victim. I obtained written statements from several
individuals. The information I obtained during the investigation led to the arrest
of three individuals for Drug Delivery Resulting in Death.
In December 2011, while conducting follow up interviews for an
investigation, I obtained confessions from 5 individuals which led to the clearance
of 4 other closed Burglary investigations. Further information received led to me
obtaining a confession for a closed Arson investigation. Two individuals were
3. subsequently arrested and successfully prosecuted for the Arson and Insurance
Fraud.
On 06/09/08, I was assigned lead investigator in a Homicide in which I obtained
a confession. This lead to an arrest and successful prosecution.
On 07/27/07, I investigated an armed robbery with no suspects. After receiving
information from an individual, I used my Class “A” Wiretap training to develop a
suspect. This led to the arrest of two individuals, who subsequently confessed to
committing the robbery.

Job Description and Duties:
During my tenure with the Pennsylvania State Police I have over 20 years of experience
in the following duties:
Conducting criminal investigations by collecting evidence; interviewing
suspects, witnesses, victims, neighbors of victims, etc.; providing assistance
and support to victims; managing the case, including scene processing,
notification of other agencies and officials such as county coroner, district
attorney, children services; reviewing similar cases to determine a similar
modus operandi, suspect description, etc.
Conducting in-depth follow-up/supplemental investigations by locating
additional witnesses, suspects, fugitives, etc.; re-interviewing suspects,
victims, and witnesses and/or interviewing previously unavailable or
unknown persons; reviewing evidence and laboratory results; etc.
Completing investigative reports by taking statements from witnesses;
keeping notes of activities in a notebook as a record for reports;
reviewing investigative notes; completing property records on
confiscated or recovered property; consulting with a supervisor, peers,
District Magistrates, and District Attorneys (D.A.).
Using search warrants in investigations by developing probable cause and
presenting relevant information to obtain warrant; planning the service of
the search warrant or body warrant, briefing personnel participating in warrant
service on procedures to be followed and individual responsibilities; executing
the search warrant taking into consideration the safety of all personnel, owners
and suspects involved; presenting the search warrant to the owner of property to
be searched; collecting evidence or contraband; inventorying evidence
confiscated to prevent the loss of any items; and writing a receipt for all
evidence or contraband taken at the scene to provide the owner and the
magistrate with a record of property taken.
Completing background investigations by checking the criminal history record
of the applicant and applicant's family, checking applicant's employment and
educational history, interviewing personal references and character
references, reviewing the applicant's credit history, checking the applicant's
military record, and preparing the report.
Maintaining proficiency by attending training, participating in crime meetings,
taking proper care of equipment, and qualifying with weapon(s) as required.
Performing other duties as required in conjunction with law enforcement duties;
responding to emergencies, civil disorders and disasters; and performing rescue
functions.
6. During my tenure with the Pennsylvania State Police I have over 3 years of experience
in the following duties:
Investigating fires by examining premises; inspecting electrical wiring, fuse
boxes, appliances, and electrical equipment; interviewing firemen, owners,
neighbors, contractors, etc.; operating a hydro-carbon indicator to determine
if accelerants are present; sending evidence to the laboratory for analysis;
observing autopsies and talking with coroners and pathologists; reviewing
reports and other information, and talking with other Fire Marshals,
informants, and other police officers, etc., to determine if there are
similarities with other fires which are current or solved in order to determine
cause and origin and, if appropriate, to develop suspects.
Investigating fire hazards by inspecting homes, businesses, etc., for hazards
such as gas leaks, debris, and defective outlets and wiring; and establishing
ownership of property containing fire hazards.
Completing paperwork by completing thorough reports such as initial
investigative reports, criminal reports, lab reports, and property record
reports; composes memoranda and letters to obtain information in response
to requests for information, and to inform individuals of procedures, complaints,
and compliance requirements; types fingerprint cards to record information on
an arrested person; completes approval cards to verify that installation meets
regulations; and prepares disposition information.
Maintaining files by maintaining an activity log; organizing, labeling, indexing
and purging necessary files; retaining photographs and other information on
known arsonists; and keeping a file of pertinent information on all fires for future
reference.
Effecting arrests of violators by obtaining warrants and taking into custody
utilizing proper police procedures.
Testifying in court as an expert witness by reviewing information, notes, and
other investigative material to prepare; establishing competence; presenting
evidence; responding to questions; and assisting the prosecution as needed.
Developing and maintaining productive relationships with District Magistrates,
District Attorneys, the media, and other police departments, fire chiefs, area fire
fighters, rescue workers, agencies, and organizations by meeting with them;
exchanging information; discussing cases; providing assistance; and conducting
training classes and seminars for professional and volunteer groups.
Maintaining proficiency and increasing expertise in general and fire investigative
techniques, operation of equipment used in fire investigations, knowledge of
flammable and combustible liquids and incendiary devices, etc., by attending
mandatory training and attaining necessary qualifications; maintaining fitness
in order to carry out responsibilities of the position, including climbing over
rubble and shoveling debris; staying current on court decisions, laws,
Department regulations, and regulations pertaining to fire investigation,
evidence preservation, building codes, etc.; attending out-service training;
and exchanging information with other investigators.
Instructing and performing public relations duties by making speeches and
presentations, conducting classes, assisting other departments, attending
banquets, and coaching Alternate Fire Marshals.
