The 2021 Report of the Scholars at Risk Academic Freedom Monitoring Project documents 332 attacks on higher education communities in 65 countries over the past year. These attacks punish scholars and students for exercising their rights to academic freedom and expression. They undermine the quality of teaching and research. The report calls on states, higher education institutions, and civil society to take action to protect threatened scholars and defend academic freedom. It encourages intergovernmental organizations to develop policies promoting academic freedom and provides examples of actions states and other actors can take to raise awareness of attacks and support at-risk scholars and academic freedom.
