icomico County Sheriff Mike Lewis thought he was going to
die Jan. 26, 1996. He hoped the rounds he fired would help in-
vestigators determine who had struck him with a car and
killedhim.♦TakingthelifeofKeithHillthatdaywasn’tsome-
thing Lewis, then a Maryland State Police corporal, wanted to do. ♦ “No
police officer wants to kill a civilian; no police officer wants to kill a sus-
pect,” Lewis said. “But when your life is in danger and you fear for your
life or the lives of those around you, sometimes lethal force is the only
means to extinguish that threat.”
Despite a recent spate of police-involved
shootings, law enforcement officials say going
to that extreme is a rare occurrence
