Destination Economy addresses short-term solutions to our pressing problems while providing a long-term plan for future economic growth. This proposal would impose responsible budgeting, and lay out an environment for job creation and business growth that embraces our numerous resources.
Illinois should no longer be the laughingstock of late night comedians; we should stand out as a national leader. We should stop squandering our precious intellectual and financial capital and embrace programs and initiatives that bring out the best of every region of Illinois and on Main Street. We need to create job opportunities for our children so they stay in Illinois. We want our kids to live 10 minutes away, not 10 hours.
We need to declare Illinois OPEN FOR BUSINESS and Make Illinois Work Again!

In order to determine what skills should be taught and to guide job seekers as they choose what to study and where to apply for jobs, programs should make better use of data to understand current and projected local, regional, state, and national labor markets. These data may include information on the number and types of jobs available; projected regional job growth; and specific job characteristics, skills requirements, and career opportunities. These data should be publicly available and easily accessible by job seekers.

Illegal immigration costs the taxpayers of California - which has the highest number of illegal aliens nationwide - $10.5 billion a year for education, health care and incarceration, according to a study released yesterday.
A key finding of the report by the Federation for American Immigration Reform (FAIR) said the state's already struggling kindergarten-through-12th-grade education system spends $7.7 billion a year on children of illegal aliens, who constitute 15 percent of the student body.
The report also said the incarceration of convicted illegal aliens in state prisons and jails and uncompensated medical outlays for health care provided to illegal aliens each amounted to about $1.4 billion annually. The incarceration costs did not include judicial expenditures or the monetary costs of the crimes committed by illegal aliens that led to their incarceration.
"California's addiction to 'cheap' illegal-alien labor is bankrupting the state and posing enormous burdens on the state's shrinking middle-class tax base," said FAIR President Dan Stein.
"Most Californians, who have seen their taxes increase while public services deteriorate, already know the impact that mass illegal immigration is having on their communities, but even they may be shocked when they learn just how much of a drain illegal immigration has become," he said.
California is estimated to be home to nearly 3 million illegal aliens.
Mr. Stein noted that state and local taxes paid by the unauthorized immigrant population go toward offsetting these costs, but do not match expenses. The total of such payments was estimated in the report to be about $1.6 billion per year.
He also said the total cost of illegal immigration to the state's taxpayers would be considerably higher if other cost areas, such as special English instruction, school meal programs or welfare benefits for American workers displaced by illegal-alien workers were added into the equation.
Gerardo Gonzalez, director of the National Latino Research Center at California State at San Marcos, which compiles data on Hispanics, was critical of FAIR's report yesterday. He said FAIR's estimates did not measure some of the contributions that illegal aliens make to the state's economy.
"Beyond taxes, these workers' production and spending contribute to California's economy, especially the agricultural sector," he said, adding that both legal and illegal aliens are the "backbone" of the state's $28 billion-a-year agricultural industry.
In August, a similar study by the Center for Immigration Studies in Washington, said U.S. households headed by illegal aliens used $26.3 billion in government services during 2002, but paid $16 billion in taxes, an annual cost to taxpayers of $10 billion.
The FAIR report focused on three specific program areas because those were the costs examined by researchers from the Urban Institute in 1994, Mr. Stein said. Looking at the costs of education, health care and incarceration for illegal aliens.

Proposal to Town Council: River City Police and Sheriff Services Merger
Background
Several months ago, the Town Council approved the first steps into investigating the cost effectiveness of maintaining the River City Policy Department. The City Manager was approved to begin an audit due to the financial challenges our small town is facing. River City is a small community formed over 25 years. Most citizens earn below the median income; it is a retirement community with a population of less than 40,000 people.
River City Police Department was formed to provide immediate services to its community rather than contracting out to another agency. At the time, this provided employment opportunities for residents.
During the course of this meeting, we will hear from the City Manager, and the Finance Director to receive findings regarding the financial findings from recent audits of the department, and recommendations on how to proceed.

Pension liability along with the maintenance costs for equipment, buildings, and training has led to a growing crisis in state, local, and county government. As new employees are hired and older employees stay on the payrolls, the governments continue to run in the red. This has led to a trend of state, county, and local governments to contracting out services that once were held in their sphere. According to Jepson, Ruddy, and Salerno, “Despite using aggressive return and discount rate assumptions, defined benefit pension plans of government entities in the U.S. currently have an estimated pension liability of over $1 trillion (Jeppson, 2018).”
Usually the fiscally responsible thing to do is to contract out emergency services. This will lesson or even out right terminate the cost. Unfortunately, when it comes to local government issues, the choices made to cut or terminate positions can lead to strife and outright hostility between neighbors and friends. There is a political cost to making cuts as families and traditional ways of doing things are turned upside down. Since the beginning of the United States, clusters of citizens that incorporated became towns and bigger groups. These groups have had a common bond through trials and tribulation and society interactions. According to Bourns and Nelligan, “The political history and geography of the United States promoted the development of decentralized government and the establishment of thousands of cities and towns during the nineteenth and twentieth centuries. Sometimes these population clusters were widely spaced, but often they grew up closely bunched into “metropolitan” areas (Nelligan & & Bourns, 2011).”

BARRY SIMPSON UNVEILS BOLD AGENDA FOR 2014
Transforming the Economy, Replacing Government Dysfuntion With Action, and Putting People
Above Party
CHICAGO (AP), Sept. 20, 2014 –Independent gubernatorial candidate Barry Simpson released a
video today, outling his multifaceted plan designed to stimulate the economy and restore statewide
government integrity.
“This agenda will strengthen local school districts, revamp infrastructure across the state, and pave
the way to make our communities safer,” said Simpson.
In his video today, the independent candidate proposed a series of actions which build upon one
another to help grow and stablize the economy. He emphasized making innovative investments to
improve the quality of education for students, monitoring spending while reducing taxes to create
jobs, and tending to critical infrastructure requirements throughout the state.
Education was the first order of business addressed by Simpson, as it is the cornnerstone of his
campaign.
“Many of the fundamental issues I want to address are interconnected. Meeting the educational needs
of students provides them a pathway to success and the tools to become productive members of
society, while also securing a more prosperous economic future for the state,” said Simpson.
To enhance the quality of education throughout Illinois, Simpson proposed an initiative to reward the
most effective teachers. Utilizing the comprehensive application of the teacher evaluation system, he
suggested creating an Exceptional Educator Fund, as means of incentive for teachers to strive for
excellence in the classroom. Outstanding teachers in participating locations will be eligible for up to
$10,000 in annual supplemental compensation through the Exceptional Educator Fund.
On tax relief, Simpson strives to collectively reduce the financial burden for all. Rather than using
revenue to increase spending, he proposed instead cutting taxes for citizens and businesses alike, to
fiscally liberate taxpayers and propel the economy. Additionally, to grow existing companies and
attract new businesses, Simpson advised eliminating the corporate income tax rate for manufacturers.
Simpson also seeks to transform and modernize the fundemental framework of Illinois through his
2014 adgenda. Under his leadership, the state will undertake major projects to improve and
strengthen infrastructure, including upgrading and replacing more than 750 bridges statewide.

“Only three years ago, infrastructure in Illinois was ailing, and residents of our communities were
literally paying the price,” Simpson said. “Investing in our groundwork is vital for growing and
maintaining a strong economy. Our bridges connect businesses throughout the state and around the
world. Companies must have dependable means of transportation, and visitors to our state anticipate
an easy passageway. This initiative will guarantee Illinois remains a competitive and lucrative source
for business.”
Simpson is notorious for his staunch position against government dysfunction, and advocating for
government integrity is essentially his claim to fame. In a corresponding email to supporters directly
following the release of his video, he reinforced his stance against corrupt politics.
“With little time to acknowledge each and every facet of my 2014 itinerary in the video released
earlier today, I wanted to reieteriate and remphasize my thoughts on the matter which prompted my
run for office in the first place,” Simpson wrote. “Rebuilding public trust in legislation is my main
mission. For too long Illinois politics has been systemically carried out based upon skepticism,
cronyism, and unscrupulous behavior. If elected, I vow to create systems to guarantee government
activities are held accountable if wrongdoing occurs.”
Simpson has made rebuilding public trust in state government a top priority. This year, he will
continue to battle for reforms ensuring Illinois citizens have confidence in their elected officials. He
proposed implementing new laws against bribery and corruption, mandating public financing of
elections, and requiring code of ethics training for state workers.
In addition to the actions called for in his plan, Simpson has made clear his commitment to setting a
high bar for transparency in government throughout his campaign. He is the only candidate pledging
not to accept contributions from state lobbyists, and the only one in the race to disclose four years of
his tax returns to local media outlets.
Supporters of Simpson continue to rally from across the country in favor of his enthusiastic campaign
for government integrity.
“Of our last seven governors, four have ended up in prison. This has nearly caused irreparable
damage to the reputation of our state. For that reason, we need a candidate like Barry Simpson in
office, so residents of Illinois can once again place their faith in legislation to serve their best
interests and conduct business with honesty and transparency,” Finanace Director Kevin Smith said
in a statement.
