OVERVIEW
Barry Simpson is a first-time independent candidate running for governor of Illinois in the 2014
election. Since launching his political career in 2012, he has been devoted to fostering honorable
statesmanship. Winner of over 20 national awards and recognitions, Simpson is acknowledged
countrywide for his outstanding efforts to enforce government transparency.
MISSION
To promote equality, stimulate the economy, and restore statewide government integrity.
Through the pragmatic combination of these principles, to represent all residents of Illinois, not
just those affiliated with one party over another.
KEY POINTS
 Simpson believes many of the fundamental concerns he is seeking to address are
interconnected.
 He has developed a series of actions which build upon one another to help grow and secure a
more prosperous future for Illinois.
 His vision for this new third party is based upon values on most of us share, including
everyone is equal, everyone's civil liberties must be safeguarded, and the government must
use taxpayer money intelligently.
 Although the practical combination of principles set forth in his agenda does not align with
customary Democratic or Republican views, Simpson trusts it is consistent with what the
majority of constituents prefer.
POSITIONS ON THE ISSUES
EDUCATION
 Simpson believes education is a fundamental aspect of the American Dream, however years
of negligence by the federal government has rendered the system ineffective nationwide.
 He maintains that national administration lacks the legitimate authority to regulate or fund
education, and that this right belongs to the people of each state respectively.
 Simpson openly supports an increase in overall standards for learning, and advocates in favor
of extensive reforms to the education system.
 He continues to push for quality incentives for educators, and seeks to link teacher evaluation
with student performance.
 Simpson is striving to take the innovative step of correlating compensation with results,
through an initiative to reward the most effective teachers.
 Utilizing the comprehensive application of the teacher evaluation system, he proposes
creating an Exceptional Educator Fund, as means to encourage excellence in the classroom.
 Outstanding teachers in participating locations will be eligible for up to $10,000 in annual
supplemental compensation through the Exceptional Educator Fund.
TAXATION
 Simpson believes monitoring spending, while reducing taxes will curb frivolous government
expenditure and create jobs.
 He supports considerable tax reforms that would eradicate income, property and estate taxes,
and strives to collectively reduce the financial burden for all.
 Rather than using revenue to increase spending, Simpson proposes instead cutting taxes for
citizens and businesses alike, to fiscally liberate taxpayers and propel the economy.
 He is in favor of providing additional tax relief to corporations, in order to boost
manufacturing and spur economic growth.
 To grow existing companies and attract new businesses, Simpson advises eliminating the
corporate income tax rate for manufacturers.
INFRASTRUCTURE
 Repairing and maintaining existing infrastructure in Illinois is Simpson’s utmost
transportation priority.
 He believes companies must have dependable means of transportation, and visitors to the
state anticipate an easy pathway. However current infrastructure is ailing, and lacks the
necessary resources for restoration.
 Simpson seeks to transform and modernize the fundamental framework of Illinois, and
guarantee it remains a competitive and lucrative source for business.
 He deems investing in the groundwork of Illinois vital for growing and maintaining a strong
economy, and knows providing enduring maintenance to statewide infrastructure necessitates
an ongoing financing plan.
 Through targeted investments under his leadership, the state will undertake major projects to
improve and strengthen infrastructure, including upgrading and replacing more than 750
bridges across Illinois.
 Simpson is certain a statewide effort is in order to fully profit from returns on this major
public infrastructure investment.
GOVERNMENT INTEGRITY
 Simpson strongly opposes government corruption, and has made rebuilding public trust in
legislation a main concern.
 This year, he will continue to battle for reforms ensuring Illinois citizens have confidence in
their elected officials, and pledges to generate systems which guarantee government activities
are held accountable if wrongdoing occurs.
 He will propose legislation in his first 100 days to create new laws against bribery and
corruption, including mandating public financing of elections, and requiring code of ethics
training for state workers.
 In addition to the actions called for in his plan, Simpson has made clear his commitment to
setting a high bar for transparency in government throughout his campaign.
 Simpson is the only candidate pledging not to accept contributions from state lobbyists, and
the only one in the race to disclose four years of his tax returns to local media outlets.
