However, to make Neutron, Kuryr and Magnum cover all the use cases for containers, nested containers inside Nova VMs require networking to work as seamlessly as it works for virtual machines or bare metal containers. Increased Educational Opportunities for
K-12 Classrooms
Under Governor Nixon’s leadership, state
support for Missouri’s public elementary and
secondary schools remains a priority. The
Governor’s Fiscal Year 2014 budget includes
over $100 million in new funding – a record
level for K-12 classrooms.
More time in the classroom is linked to
higher student achievement. Missouri students
are currently required to attend 174 days – the
fourth shortest school year in the country.
Governor Nixon is calling for Missouri to
extend its school year.
Governor Nixon’s budget also includes an
additional $1.5 million to improve placement
of teachers in the state’s underprivileged or
academically struggling school districts.

More Missourians than ever before are

Missouri has led the nation in holding down
tuition costs. This year, Governor Nixon will
take additional steps to help Missouri’s colleges
and universities become centers of excellence
and efficiency, while expanding access to
affordable opportunities for all students. The
Governor’s Fiscal Year 2014 budget includes
an additional $34 million in incentive funding
for higher education based on institutions’
achievement of improved outcomes. This new
funding model, developed in collaboration with
the state’s public two- and four-year institutions,
will allocate funding based on specific measures
of student success and progress, degree
completion, professional certification, financial
responsibility and efficiency.
Funding for Higher Education
Scholarships
Missouri’s scholarship programs keep the
best and brightest students in the state and help
families afford the costs of college. Governor
Nixon’s Fiscal Year 2014 budget includes:
• $1 million in additional funding to expand
A+ scholarship opportunities for students
graduating from any public high school.
• $75.1 million in level funding for the
Access Missouri Financial Assistance
Program and the Bright Flight Program.
New Option for Adult Students
Western Governors University (WGU) is an
accredited, non-profit online university founded
in 1997 that is an affordable, flexible option
for adult workers. Governor Nixon supports
creating a WGU-Missouri to expand access to
higher education through online, competency-
based degree programs in teaching, business,
information technology and health professions.

Missouri has a choice - we can put our federal
tax dollars to work here in Missouri by covering
more people through Medicaid or send those
tax dollars to provide health care in other states.
With federal funds covering 100 percent of the
costs for the first three years, phasing down to
90 percent in 2020, Governor Nixon’s fiscally
responsible approach will bring billions in
federal dollars to Missouri – dollars that will
create jobs and generate economic activity
To further his commitment to address the critical
issue of the growing number of uninsured
citizens, Governor Nixon is seizing the
opportunity to provide health care coverage in a
fiscally-responsible manner.
Strengthening Missouri’s Medicaid
System
This year presents a unique opportunity to
reduce the number of Missourians without
health insurance and strengthen Missouri’s

in every corner of the state. The savings and
revenue generated will more than offset the cost
to the state. A recent study by the University
of Missouri found that the additional funding
for health care will create 24,000 new jobs in
Missouri in 2014 alone. And because the cost
of treating the uninsured is now passed on
to employers and individuals through higher
premiums, allowing more Missourians to access
timely preventive care will result in a more
efficient, affordable system for everyone.
Providing health care coverage for
uninsured Missourians is the smart thing
to do, and the right thing to do, for the
people of Missouri. Governor Nixon will
work with the legislature to find the best
fit for Missouri by designing a health
benefit that will include:

delaying or avoiding the need for residential or
institutional care in many cases. The program
will assist an estimated 2,500 individuals by
the end of the current fiscal year. Governor
Nixon’s Fiscal Year 2014 budget includes an
additional $10.2 million to serve another 1,015
Missourians.
Strengthening Missouri’s Mental
Health System
Recent tragedies have raised
nationwide awareness of the need to
address unmet mental health needs.
Governor Nixon’s Fiscal Year 2014
budget includes an additional $10.1
million to:
• Expand Mental Health First
Aid Training for educators,
students, law enforcement, church
leaders, employers and other key
individuals to provide a basic
understanding of mental illness
and provide resources on how to respond.
• Contract with Community Mental Health
Centers for mental health liaisons across
the state to work with law enforcement,
courts, schools, treatment professionals
and families to improve coordination for
people with mental illness and substance
use disorders.
• Expand the National Alliance for Mental
Illness Family-to-Family and Basics
programs.
• Expand Crisis Intervention Training for
law enforcement specific to mental health
crisis situations.
• Fund emergency room enhancement
projects to develop models for mental
health patients to be diverted to
specifically designed systems of care.
Partnership for Hope
The demand for home- and community-based
services for individuals with developmental
disabilities previously resulted in a large
backlog of Missouri families waiting for
help. In 2010, Governor Nixon announced

Accessing Quality Child Care
Affordable, quality child care is vital to
parents’ ability to remain in the workforce and
ensure children will be successful in school.
Currently low-income parents and caretakers
who are employed or participating in job
training or educational activities are eligible to
receive financial support to access affordable
child care. Governor Nixon’s budget includes an
additional $10.6 million to:
• Expand transitional child care so the
families of 1,050 children receive this
important benefit.
• Add a second level of transitional child
care for 1,750 children.
• Increase rates for licensed and
regulated child care providers.
Support for the Developmentally
Disabled, Victims of Domestic Violence
and Seniors
Governor Nixon has proposed the following
additional funding in the Fiscal Year 2014
budget to:
• Provide home- and community-based
services for an additional 735 individuals
with developmental disabilities.
• Add capacity at shelters housing domestic
violence victims by expanding transitional
housing and enhancing residential and
support services.
• Provide home-delivered meals to
senior citizens through the state’s Area
Agencies on Aging.

DISASTER RECOVERY
The Governor led the state’s response
by taking immediate action to develop an
emergency program providing urgent relief to
farmers facing critical water shortages. The new
emergency cost-share program:
• Funded more than 5,300 projects where
immediate relief was needed.
• Provided more than $21 million to drill new
wells, deepen existing wells or undertake
new projects to get water to livestock and
crops — 90 percent of the eligible project
costs.
• Partnered with rural electric cooperatives
to expedite electrical connections to service
water projects.
Severe Storms Tore through Missouri
Just nine months after one of the nation’s
worst tornadoes devastated a Missouri
community, severe weather once again caused
Since 2009, Governor Nixon has shown
leadership in helping Missourians recover
from natural disasters. With ten emergency
declarations, Missouri communities and
families have faced severe storms and
tornados, unprecedented drought conditions
and flooding across the heartland. Governor
Nixon took immediate action to make sure his
administration deployed people and resources to
help those in need.
New Program Assists Missouri Farms
during Unprecedented Drought
Extreme drought conditions in 2012 put
many Missouri farms at risk of losing crops and
livestock. At the request of Governor Nixon,
all 114 Missouri counties received national
disaster declarations from the U.S. Department
of Agriculture to assist these farms and families
with low-interest loans and other federal
assistance.

Rebuilding a Missouri Community with
the Joplin Habitat Challenge
One of the most devastating weather events in
the nation’s history struck on May 22, 2011, as
an EF-5 tornado ripped through neighborhoods
and businesses in Joplin. Last year, Governor
Nixon established the Governor’s 2012 Joplin
Habitat Challenge, partnering with the Joplin
Area Habitat for Humanity and Missouri’s
national athletic organizations to build new
homes in Joplin. Volunteers completed thirteen
new homes and work continues on 22 more.
More than 540 Missourians have partnered with
500 volunteers from the state’s national sports
organizations to provide nearly 3,000 hours of
construction, painting and landscape work on
homes.

communities, including Branson. Governor
Nixon activated the State Emergency Operations
Center and immediately began aiding local
communities with the resources they needed.
In April 2012, Governor Nixon announced a
$16.5 million National Emergency Grant to help
create more than 1,300 temporary jobs to assist
with clean-up efforts.
Flooding Support Continued in 2012
In 2011, Missouri communities experienced
record flooding across the state due to water
releases from upper-Missouri River reservoirs
and a breach of the Birds Point levee in
southeast Missouri. Immediate actions were
taken to assist these communities, and that
support continued in 2012.
Over $6 million was provided for community
development block grants to assist several
Missouri towns and counties repair or replace
roads, bridges, levees and other public
infrastructure damaged or destroyed by
devastating flood waters.
