Changing Housing Systems and the Risks for Social ExclusionFEANTSA
This document summarizes a presentation given at the 9th European Research Conference on Homelessness in Times of Crisis in Warsaw, Poland on September 19th, 2014. The presentation, given by Marja Elsinga from Delft University of Technology, examined changing housing systems in Europe, including differences in home ownership rates between countries and the effects of the housing crisis. Some key lessons discussed were that promoting universal home ownership is unrealistic, countries with strong mortgage market regulation fared better in the crisis, and governments should facilitate more stable housing systems through policies supporting both ownership and rental options.

The Potential of Housing First in the Rural EnvironmentFEANTSA
Ruth Owen presented at the European Research Conference on implementing Housing First approaches in rural environments. Some key challenges to addressing homelessness in rural areas include limited homeless services due to low demand, scarce affordable housing supply, and inadequate transportation infrastructure. However, floating support services show promise in compensating for lack of residential services. With adaptations like increased use of telehealth, Housing First models have been successfully implemented in rural US communities and demonstrate cost savings over traditional approaches. Mobilizing vacant or agricultural property and engaging mainstream services are important strategies to overcoming rural homelessness.
From Crisis Accommodation to Permanent Housing?FEANTSA
This document summarizes a presentation given at a European research conference on housing first policies. It provides background on homelessness in Helsinki, Finland, including statistics on the number of homeless individuals and families. It then describes the services provided at Hietaniemenkatu, a service center in Helsinki that implements a housing first approach. This includes temporary housing, health services, and assistance obtaining permanent housing. Preliminary results of a case study on 109 individuals who stayed at the center found that while many obtained housing solutions initially, some later experienced increased support needs or a return to homelessness. The center plays an important role in connecting homeless individuals to appropriate housing and support services.

The document summarizes the implementation of Housing First approaches in Hungary. It describes several pilot programs that provided housing and support services to homeless individuals. However, challenges included the short duration of projects, lack of stable income sources, and insufficient social benefits and affordable housing options. While the programs had successes in retaining housing for some participants, mainstream homelessness services and policies still primarily use a staircase model requiring preconditions before providing housing. Therefore, sustaining Housing First beyond individual pilot programs remains a challenge in the Hungarian context.

The document summarizes a presentation given at a European research conference on homelessness. It discusses the numbers of homeless people in the Czech Republic, findings from a survey on commercial hostels in Ostrava, and research on coping tactics for families facing poverty. Over 11,000 people were found to be homeless in the Czech Republic in 2011. A survey of commercial hostels in Ostrava found they were unsuitable for long-term housing. Research identified common coping tactics among poor families, such as passive adaptation and using situations to their advantage. Overall, the presentation examined homelessness in the Czech Republic and discussed efforts to address it.
Sweden has a constitutional monarchy and parliamentary government system. The King is the head of state. Sweden joined the EU in 1995 and has strong trade and education ties with Australia. Sweden has consistently ranked highly in measures of press freedom and innovation. It has a few large media companies that dominate print, broadcasting, and radio. Sweden supported CIA propaganda efforts during the Cold War. The country has strong laws protecting freedom of expression across various media.
The document summarizes a Housing First Guide for Europe produced by FEANTSA, the European Federation of National Organisations working with the Homeless. It was a 2-year project funded by the Stavros Niarchos Foundation. The Guide was created with an advisory board of European housing experts and is aimed at service providers and policymakers. It consists of 6 online units covering the principles and practice of Housing First in Europe. FEANTSA hopes the Guide will help spread knowledge of Housing First and support its implementation across the continent.

Evaluation of a Two-Year Housing First Project in SwedenFEANTSA
This document summarizes a study that evaluated Sweden's Housing First model compared to the traditional Staircase model for helping homeless people. 36 long-term homeless individuals were provided housing through the Housing First model and assessed over 3 years. Results found that those in Housing First reported significantly greater feelings of normalcy and stability in housing, and decreased drug use more slowly compared to the control group following the Staircase model. Overall, the study suggests Housing First is effective at improving housing conditions and psychological well-being for homeless individuals compared to traditional approaches.

This document summarizes research on implementing Housing First approaches in Europe. It discusses critiques of the Housing First model and presents case studies from Ireland and England. In Ireland, consultation with stakeholders found that housing-led and harm reduction philosophies were viewed positively but concerns were raised about affordable housing supply and "watering down" support services. In London, a small Housing First pilot successfully housed chronically homeless people and showed the model could be replicated in Europe using intensive case management and private market housing.
Estimating the Number of Homeless Sleeping Rough: A Study in 4 Dutch CitiesFEANTSA
This document summarizes a study estimating the number of homeless people sleeping rough in 4 cities in the Netherlands. Researchers used shelter registration data and interviews with homeless individuals in shelters during winter periods to estimate ratios of shelter usage to rough sleeping. Applying these ratios to total shelter admissions, they estimate that on average, 250 people were sleeping rough across the 4 cities, with rough sleeping rates varying between cities from 5.8 to 22.9 per 100,000 population. Only a minority (12-36%) of rough sleepers were considered citizens of the cities studied.

What's the (European) story - Alexander BadenochEUscreen
This document discusses making digital cultural heritage more engaging by focusing on curiosity, connections, and storytelling. It proposes a project called "A Transnational History of Europe" that would create a virtual exhibit combining expert narratives with objects from various cultural heritage institutions. The exhibit would highlight European stories that question borders and show movements across contexts. Experts and users would bring different perspectives into dialogue to develop a common language around cultural heritage objects and texts. The goal is to stimulate exploration and engagement with digital collections.
This document discusses a presentation given to the Directors of National Agencies of the Erasmus+/Youth in Action programme about refugees, radicalization, racism, and European values. The presentation argues that conflating these issues risks undermining the value of the programme for European citizenship education. While it is important for the programme to consider its role regarding these complex issues, its role should not be preventing radicalism or teaching refugees values. There are more appropriate roles the programme could play, such as expressing solidarity with refugees and being a constructive force in the divisive political climate.

The document summarizes the activities and outcomes of the EHISTO project, which aims to develop intercultural and media literacy skills in history education. Key points include:
- Twelve interactive learning objects on two historical topics ("Columbus" and "WW1 outbreak") were created using magazine articles from partner countries and are now available online.
- The second project meeting was held in Łódź, Poland, where university seminars and teacher training concepts for implementing the learning objects were presented and evaluated.
- The learning objects, seminars, and training will be improved based on feedback and then disseminated to support multinational, media-critical history teaching across Europe.
The document summarizes discussions and activities from a seminar on media literacy held in Slovenia from June 16-22, 2014. Participants from several European countries discussed media topics in groups, producing video, articles and a Facebook page. They visited a local media house and heard a presentation from a journalist. Music and dancing helped participants from different backgrounds bond. Discussions also covered the role of the internet in modern life and concerns over online privacy and excessive internet use.
The DETECt project investigates how crime narratives from various European countries have contributed to the emergence of a plural, transcultural European identity from 1989 to the present. The project is coordinated by the University of Bologna and involves nine academic partners and six stakeholders. It examines the transnational circulation of European crime narratives through their production, representation, and reception. Key research areas include the history and theory of the crime genre, representing European history, and the strategies of producing and distributing European crime narratives. The project aims to advance knowledge of cultural Europeanization and provide educational resources through workshops, publications, and an online portal.
The document examines Serbia's role in the Balkan refugee route and the challenges it faces as a transit country. It analyzes how policy changes in neighboring countries determine refugee numbers in Serbia. While the 1990s saw refugee integration, today Serbia provides only basic transit assistance due to large waves of young male refugees and a lack of integration strategy. Despite establishing asylum laws and structures following the EU, protection gaps remain. Coordination between agencies on shelter, support, and addressing community tensions requires improvement to manage the unpredictable flows caused by border closures elsewhere.
Navigating Digital Archival Routes through European TelevisionEUscreen
This document provides the text of a farewell lecture given at Utrecht University about European digital television heritage and its potential to foster a sense of shared European identity and culture. The lecture discusses how digitization has enabled the creation of repositories like EUscreen that aggregate television content from across Europe. This allows for new opportunities to study television history from a comparative, cross-border perspective and help people engage with the diversity of Europe's cultural heritage. However, issues around copyright and the unequal digitization of archives across countries pose challenges. The lecture argues that television, through initiatives like EUscreen, can play an important role in developing a concept of "rooted Europolitanism," where people feel a dual identity and loyalty to both their local communities

The document summarizes the DETECt research project, which investigates the emergence of a plural, transcultural European identity through the transnational circulation of crime narratives from various European countries from 1989 to the present. The project has academic partners from 10 European universities and stakeholders from the film and television industries. It examines the production, representation, circulation, and reception of European crime narratives through workshops, publications, and conferences to better understand cultural Europeanization and contribute to education.

The Czech students from TERCIE who won the 1st National eTwinning prize last year visited their project partners at the Gimnazjum school in Ozorków, Poland from Wednesday October 6th to Friday October 8th, 2010. During their visit, the students became acquainted with each other's schools and cultures through presentations. They also went on excursions around Ozorków and the nearby city of Łódź, slept overnight at the school in sleeping bags, and participated in sports activities together before saying goodbye at the end of their rewarding visit.
The document outlines plans for an annual European Film Week to be held at a university. The goals are to make European film heritage better known to students, provoke debate about European cinema, and provide information about it. Each event involves professors, students, and institutional partners selecting films and topics. Past events focused on New Waves, writers and film, and a dreamed Europe within the EU. The events included films, lectures, and attracted hundreds of attendees each time with support from embassies and cultural organizations.
This document outlines a project between several European schools aimed at promoting global citizenship, mutual understanding, and sustainable development. The project involved cooperative work between students from Spain, France, Portugal, and Poland on topics like gender equality, migration, minorities, and the Holocaust. Activities included student exchanges, online collaboration, video conferences, and exhibitions. A key activity was a visit by students to Auschwitz concentration camp to learn about the Holocaust and importance of tolerance. The goal of the project was to prevent future intolerance through developing understanding between cultures.
The document reports on a C2 learning, teaching, and training activity meeting held in Spain from April 15-19, 2018. Key objectives of the meeting were to choose a project anthem, learn traditional dances, visit cultural sites, experience Spanish cuisine and culture by staying with host families, and work on ongoing project management and planning issues. Participants attended from Latvia, Portugal, Finland, Italy, Greece and Spain. The schedule included visits to Granada, Seville, Cadiz, and Gibraltar as well as workshops, presentations and a farewell party. The meeting aimed to foster international cooperation and cultural exchange between participants.
Czech students from TERCIE school who won an eTwinning prize last year visited their project partners at a school in Ozorków, Poland from October 6-8, 2010. During their visit, they introduced their schools and countries, toured local businesses, went sightseeing in Lodz including a botanical garden and shopping center, participated in sports activities with the Polish students, observed an English class, met the mayor of Ozorków, had a healthy food day at the school, and had a farewell dinner with the mayor before saying goodbye with plans to meet again in the spring.

Patrick McKay from Turning Point Scotland presented on their Housing First program in Glasgow. Turning Point Scotland provides over 35 services supporting nearly 9,000 people across Scotland. Their Glasgow Housing First program, established in 2011, is one of the first in the UK to house people experiencing homelessness and substance abuse issues. The program takes a flexible, person-centered approach to support, allowing clients to maintain their housing even if continuing substance use, and focusing on harm reduction through peer support workers with lived experience. Evaluation found half of clients experienced positive changes to their substance use through the stability of housing and personalized support.

Access to homeless services for EU-migrants
! n EU-migrant “should not become an unreasonable burden on the social
assistance system”
n Limitations in access to services for EU-migrants with no “right to reside”!
n No public funding for homeless services that support migrants!
n “Local connection” restrictions!
n Lack of knowledge and awareness of rights and access to services by
migrants!
n Losing right to benefits or health insurance in the home country

Homelessness in Times of Crisis
!
Warsaw, Friday 19th September 2014 !
!
How it works?
!
n Couple hundreds EU-migrants approaching services during the year,
10-50% of the EU migrants are Polish, 20-50 persons core group of Polish
rough sleepers in each city – complex needs!
n Access criteria and practice of admittance changing quickly!
n Specific projects operate on short-term basis!
n Competition with other groups also in access to day centers and soup
kitchens!
n Migration of groups between services!
n Informal individual referrals and placements, obtaining payments!
n Repatriation as the “official solution” to the problem!
14. 9th European Research Conference
Homelessness in Times of Crisis
!
Warsaw, Friday 19th September 2014 !
!
“Deformalization” of support for migrants
!
Especially in Copenhagen and Amsterdam!
n Restrictions in access to services lead to informal referrals and
placements – individualization of support!
n Privately-funded projects are short-term!
n Repatriation as only “long-term solution”!
n Uncertainty and insecurity of migrants!
n Resentment towards other groups!
n Focus on “work” as migrants’ obligation!
15. 9th European Research Conference
Homelessness in Times of Crisis
!
Warsaw, Friday 19th September 2014 !
!
“Institutionalization” of support for migrants
!
For example in Dublin (DCC&Barka) and Stockholm (Crossroads)!
n Once a program is set up it “monopolizes” support !
n Limited time project – focus on “efficiency” (“processing cases” as
quickly as possible)!
n Other service providers refer everyone to the “migrants’ program”!
n Institutionalization leads to specialization (focus on one particular
group or set of problems)!
n Conflicts between providers adopting the “official” policy and the
“critical” ones!
n Group of most vulnerable migrants is being excluded!
!
16. 9th European Research Conference
Homelessness in Times of Crisis
!
Warsaw, Friday 19th September 2014 !
!
Conclusions
!
n Importance of context of the attitudes towards migrants,
repressiveness towards rough sleepers/beggars!
n Service providers in the EU are struggling with unclear legislation!
n “Institutionalization” and “deformalization” occur simultaneously!
n The situation is generating conflicts between service providers!
n … and conflicts between different groups of service users!
n Hostile attitudes towards migrants by some service providers!
n Lack of confidence in the state and service providers by migrants!
n BUT there are innovative ideas, projects, advocacy, and research!
