در هسته توگف روش توسعه معماری(Architecture Development Method) قرار دارد. توانمندی معماری(Architecture Capability) روش توسعه معماری را به اجرا در می آورد. ADM بوسیله تعدادی از دستورالعمل ها و تکنیک ها پشتیبانی می شود. این دستورالعمل ها، محتوای معماری(Architecture Content) را جهت ذخیره شدن در مخزن(Repository) تولید می کنند. محتوای معماری طبق زنجیره سازمانی(Enterprise Continuum) دسته بندی می شود. مخزن معماری در ابتدا توسط مدل های مرجع توگف پر می شود.

1.10.1 روش توسعه معماری (ADM): ADM فرآیندی را برای دستیابی به یک معماری سازمانی ایده آل، مختص سازمانی مشخص که نیازمندی های کسب و کار را مورد توجه قرار می دهد، تشریح می کند.
ADM مولفه اصلی توگف است و در سطوح زیر راهنمایی، برای معماران فراهم می کند:
تعدادی از مراحل توسعه معماری (شامل: معماری کسب و کار، معماری های سیستم های اطلاعاتی و معماری فناوری) را در یک چرخه، به عنوان قالب کلی فرآیند برای فعالیت توسعه معماری فراهم می کند.

1.10.2 دستورالعمل ها و تکنیک های ADM:
دستورالعمل ها و تکنیک های ADM، تعدادی دستورالعمل و تکنیک را برای پشتیبانی کاربردهای ADM فراهم می کنند. دستورالعمل ها تاکید بر سازگار کردن ADM برای تعامل با تعدادی از سناریوهای مورد استفاده که شامل: شیوه های مختلف فرآیند (مثلاً استفاده از تکرار) و همچنین معماری های تخصصی (همچون امنیت) می باشند، دارند. تکنیک ها وظایف خاصی را در درون ADM پشتیبانی می کنند(همچون تعریف اصول، سناریوهای کسب و کار، تحلیل فاصله ها، طرح ریزی انتقال، مدیریت ریسک و غیره).
فصل 7 این بخش مفاهیم ذکر را بیشتر باز می کند.
1.10.3 چارچوب محتوای معماری:
چارچوب محتوای معماری، مدلی تفصیلی از محصولات کاریِ معماری که شامل: خروجی ها، مصنوعات درون خروجی ها و بخش های سازنده معماری (Architecture Building Blocks - ABBها) که خروجی ها ارائه می کنند، فراهم می کند.
1.10.4 زنجیره سازمانی:
زنجیره سازمانی، مدلی را برای ساختاردهی یک مخزن مجازی، روشی را برای دسته بندی معماری و مصنوعات راه حل ها که نشان می دهند:
چگونه انواع مختلف مصنوعات شکل می گیرند؟
چگونه آنها می توانند نفوذ کنند؟
چگونه دوباره مورد استفاده قرار گیرند؟
را فراهم می کند. این مدل بر پایه معماری ها و راه حل هایی(مدل ها، الگوها، توصیفات معماری و غیره) است که در درون سازمان و در سطح گسترده تر در صنایع وجود دارند. همچنین سایر اطلاعاتی که سازمان برای استفاده در توسعه معماری هایش جمع آوری کرده است، در این مدل قابل استفاده می باشند.
1.10.5 مدل های مرجع توگف:
توگف دو مدل مرجع را جهت استفاده در حد امکان در زنجیره سازمانی ویژه هر سازمان فراهم می کند.

مدل مرجع فنی توگف، یک معماری از خدمات کلی و کارکردهایی است که پایه ای را که معماری های خاص و عناصر اصلی معماری (ABB ها) می توانند بسازند، فراهم می کند.
مدل مرجع یکپارچه زیرساخت اطلاعات (III-RM)
مدل مرجع یکپارچه زیرساخت اطلاعات (III-RM) بر پایه معماری پایه توگف می باشد و به طور ویژه هدفش کمک به طراحی معماری هایی است که قابلیت گردش بدون محدودیت اطلاعات را پشتیبانی و مقدور می سازند.
فصل 12 این بخش به شرح مدل های مرجع می پردازد.
1.10.6 چارچوب توانمندی معماری :
چارچوب توانمندی معماری، مجموعه ای از منابع، دستورالعمل ها، قالب ها، اطلاعات پیشین و غیره می باشد؛ که برای کمک به معمار در جهت ایجاد یک راهکار معماری در درون سازمان، ایجاد شده است.
ADM به عنوان یک فرآیند چند مرحله ای توسط چرخه گرافیکی ADM تشریح می شود. مراحل ADM به شرح زیر هستند:
مرحله مقدماتی، آماده سازی و شروع فعالیت های مورد نیاز برای آماده شدن به منظور سازگاری با مسیر کسب و کار مربوط به معماری سازمانی جدید. این مرحله خود شامل تعریف یک چارچوب معماری ویژه سازمان و تعریف اصول اولیه کار می باشد.
مرحله A: چشم انداز معماری، مرحله آغازین یک چرخه توسعه معماری را تشریح می کند. این مرحله شامل اطلاعاتی در مورد تعریف حوزه، شناسایی ذینفعان، ایجاد دید معماری، و اخذ مجوزها می باشد.
مرحله B: معماری کسب و کار، توسعه یک معماری کسب و کار را برای پشتیبانی از یک چشم انداز معماری پذیرفته شده، تشریح می کند.
مرحله C: معماری های سیستم های اطلاعاتی، توسعه معماری های سیستم های اطلاعاتی را برای یک پروژه معماری، که شامل توسعه معماری داده ها و برنامه های کاربردی می باشد را تشریح می کند.
مرحله D: معماری فناوری، توسعه معماری فناوری را برای یک پروژه معماری، تشریح می کند.
مرحله E: راه حل ها و فرصت ها، برنامه ریزی پیاده سازی اولیه و شناسایی رسانه های تحویل را برای معماری تعریف شده در مراحل قبل، هدایت می کند.
مرحله F: برنامه انتقال، شرح کاملی از مراحل انجام معماری های انتقال را همراه با پشتیبانی طرح انتقالی و پیاده سازی، مورد توجه قرار می دهد.
مرحله G: کنترل پیاده سازی، طرح یک نظارت دقیق برای پیاده سازی را فراهم می کند.
مرحله H: مدیریت تغییرات معماری، روش هایی را برای مدیریت تغییرات در معماری جدید، ایجاد می کند.
مدیریت نیازمندی ها، فرآیند مدیریت نیازمندی های معماری را در سرتاسر ADM بررسی می کند.
در طول استفاده از فرآیند ADM، تعدادی خروجی تولید می شوند؛ برای نمونه: گردش های فرآیند، نیازمندی های وابسته به معماری، طرح های پروژه، ارزیابی مطلوبیت پروژه، و غیره از این دسته هستند. به منظور جمع آوری و ارائه خروجی های مهم کاری به شکل پایدار و ساختار یافته، توگف یک مدل ساختاری تحت عنوان "چارچوب محتوای معماری توگف" را تعریف می کند.
چارچوب محتوای معماری از سه دسته زیر برای تشریح نوع محصول/خروجی مطابق با زمینه کاربرد، بهره می برد:
خروجی، یک محصول کاری است که به صورت قراردادی مشخص می شود و به طور رسمی توسط ذینفعان به ترتیب بازنگری شده، تصویب شده و به امضاء می رسد. خروجی ها، خروجی های پروژه ها را نشان می دهند، و آن خروجی هایی که در قالب سند هستند به طور معمول در تکمیل یک پروژه، بایگانی خواهند شد؛ یا به یک مخزن معماری به عنوان یک مدل مرجع استاندارد یا تصویری از چشم انداز معماری در یک نقطه زمانی، منتقل می شوند.
شی یا محصول مصنوعی(مصنوع)، محصول کاریِ جزئی تری است، که یک معماری را از نقطه نظر خاصی تشریح می کند. نمونه هایی از یک شی شامل یک نمودار شبکه، مشخصات یک سرور، مشخصات یک مورد-استفاده، فهرستی از نیازمندی های معماری و یک ماتریس تعامل کسب و کار می باشد. مصنوعات معمولاً در قالب کاتالوگ ها(فهرستی از اشیا)، ماتریس ها (نشان دهنده ارتباط بین اشیا) و نمودارها (تصویر اشیا) دسته بندی می شوند. یک خروجی معماری ممکن است شامل بسیاری از مصنوعات باشد و مصنوعات محتوای مخزن معماری را شکل خواهند داد.
قطعه/بخش سازنده مولفه ای از کسب و کار، فناوری اطلاعات یا توانمندی معماری می باشد؛ که می تواند با دیگر بخش های سازنده برای تحویل معماری ها و راه حل ها ترکیب شود.
قطعات سازنده می توانند در سطوح مختلفی از جزئیات تعریف شوند و هم می توانند مربوط به معماری ها و هم مربوط به راه حل ها باشند. توسط قطعات سازنده معماری (ABBها) به طور معمول توانمندی مورد نیاز به منظور شکل دهی قطعات سازنده راه حل (SBB ها) تشریح می شوند. SBBها مولفه های مورد استفاده برای پیاده سازی توانمندی مورد نیاز را ارائه خواهند کرد.
زنجیره سازمانی بیان می کند، که چگونه راه حل های کلی می توانند به منظور پشتیبانی نیازمندی های یک سازمان منحصر بفرد، بکار گرفته و اختصاصی شوند. زنجیره سازمانی دیدی از مخزن معماری است؛ که روش هایی را برای دسته بندی مصنوعات معماری و راه حل ها به همان شکلی که از طریق معماری های پایه برای معماری های ویژه سازمان استنتاج شده اند، ارائه می کند. زنجیره سازمانی شامل دو مفهوم مکمل نیز می باشد: زنجیره معماری و زنجیره راه حل ها.
مولفه های اصلی موجود در یک مخزن معماری به شرح زیر هستند:
فرا مدل معماری، کاربرد مناسب یک چارچوب معماری در سازمان را تشریح می کند؛ که شامل یک فرا مدل برای محتوای معماری می باشد. در واقع قالبی را برای ارائه مصنوعات چشم انداز معماری ارائه می دهد.
توانمندی معماری، پارامترها، ساختارها و فرآیندهایی که کنترل مخزن معماری را پشتیبانی می کنند، تعریف می کند.
چشم انداز معماری، دیدی معمارانه از قطعات سازنده که امروزه در درون سازمان در حال استفاده هستند را نشان می دهد(مثلاً: فهرستی از برنامه های کاربردی در حال اجرا). چشم انداز احتمالا در چندین سطح انتزاع به منظور تهیه اهداف مختلف معماری وجود دارد.
استانداردهای مبتنی بر اطلاعات(SIB) ، استانداردهایی که معماری های جدید می بایست برآورده کنند را کنترل میکند؛ این استانداردها ممکن است شامل: استانداردهای صنعتی، خدمات و محصولات انتخاب شده تولیدکنندگان، یا خدمات به اشتراک گذاشته شده ای که قبلاً در درون سازمان توسعه داده شده اند، باشند.
کتابخانه مرجع، دستورالعمل ها، قالب ها، الگوها، و دیگر قالب های مربوط به اصول مرجعی که می توانند به منظور تسریع در ایجاد معماری های جدید برای سازمان به کار گرفته شوند را فراهم می کند.
ثبت وقایع نظارتی، پیشینه مربوط به فعالیت کنترلی در سراسر سازمان را ارائه می کند.
