developed multiple DOS approved task order proposals to support base operating support services, e.g.,
security, housing, training facilities, dining facilities as program evolved.
DOS CIVPOL Iraq Civilian Advisory Support (ICAS) Task Order - $785.9M contract value to provide
police trainers and advisors to create courses of instruction for basic police training and deliver training to
recruits across Iraq; developed base contract security program; developed multiple DOS approved task
order proposals to provide program life support and logistical tear down/set up capability for re-staging DI
personnel and their assets to new locations as program evolved.
Department of Defense (DoD) NATO Training Mission – Afghanistan/Combined Security
Transition Command – Afghanistan (NTM-A/CSTC-A); Afghanistan Ministry of Interior and Afghan
National Police Mentoring/Training and Logistics Support Requirement – transfers DOS CIVPOL ACAS
program requirements to DoD; developed management, transition, logistics, and Afghan First plans.
DOS Criminal Justice Police Services – Haiti and Palestine (CJPS); $100M contract value to
provide police trainers and advisors to create courses of instruction for basic and advanced police
training; developed transition/mobilization and staffing plans
DOS – Afghanistan Life Support Services (AliSS); $35M contract value to provide contract Program
Management staffing and food services staffing to support U.S. Embassy operations in Kabul. DOS will
compete future service requirements (fire and security) in which DI's PM staffing will support with

Responsible for directing the development, execution and oversight of loss prevention policies, strategies,
plans and programs to reduce loss from fraud, theft or safety accidents in a multi-billion dollar global retail
organization.
Led a staff of 19, overseeing approximately 1,000 loss prevention personnel worldwide

PACIFIC AIR FORCES Hickam AFB, HI 2001 – 2003
Director, Security Forces
Responsible for developing, directing, implementing and monitoring security programs for Alaska, Hawaii,
Guam and more than 35 countries in the Asia/Pacific Region. Planned, trained, equipped, scheduled and
programmed a 2,500 security workforce charged with securing 10 major military installations, protecting
approximately 35,000 personnel and multi-billion dollars worth of military assets.
Led a staff of 21 in developing force protection policy, procedures and plans, to include international
security augmentation, implemented by all US Pacific Air Forces Command sites
Supervised the conduct of Antiterrorism and Force Protection vulnerability assessments for all Air
Force movements of people and assets throughout the region
ANDREWS AIR FORCE BASE Clinton, MD 1998 – 2001

Diversified, proven leader in charge of daily operations for security, law enforcement, disaster

Administered $80 million annual operating budget, managed 3,000 employees, 3,000 housing units,
18 recreational facilities, 530 work facilities, 2 runways and 15,000 acres of real estate
Ensured all base services and community support were provided to 25,000 personnel and their
families, key U.S. leaders including President of the United States and other transiting heads of state
Commander, 89th Security Forces Squadron Clinton, MD 1998 – 1999
Led a selectively manned organization of 650 members responsible for local law enforcement, force
protection, personnel security, and worldwide security of the Presidential fleet of 50 aircraft, to include Air
Force One, as well as safeguarding 25,000 employees, 21 million visitors and 7.5 million vehicles
entering Andrews AFB annually.
Consistently assessed threats and closely worked with US Secret Service, US State Department, US
Marshals, Federal Bureau of Investigation, other law enforcement agencies, and international police
organizations resulting in no security breaches or injury to national and world leaders
Developed training program to turn around a low morale, minimum producing unit into a credible, elite

25,000 personnel, covering 4,000 acres of real estate, with $430 million worth of properties, and 36 multi-
million dollar cargo aircraft. Oversaw a $44 million annual budget
Led multi-faceted team to conduct first vulnerability assessment; developed/implemented security plan
Spearheaded strategic programs and policies with a national perspective in the areas of asset
