 According to Census 2011, there are 2.68 crore persons with disabilities in India who
constitute 2.21 percent of the total population. (Male:- 1.50 Crore (55.89%) and Female:-
1.18 Crore (44.11%)
These include persons with visual, hearing, speech and loco-motor disabilities, mental illness,
mental retardation (intellectual disabilities), multiple disabilities and other disabilities. (8 Types
Disability)
2021 Census will cover all 21 types of disabilities.

• राज्य निव्यांगजि आयुि क
े कायायलय को भी मजबूत नकया गया है, नजन्हें एक
सलाहकार सनमनत द्वारा सहायता प्रिाि की जाएगी, नजसमें निनभन्न निकलांगों क

निव्यांग जिों हेतु स्पेशल कोट्य
• अनिनियम की िारा 84 में प्राििाि है नक उच्च न्यायालय क
े मुख्य न्यायािीश की
सहमनत से राज्य सरकार इस अनिनियम क
े तहत नकए गए अपरािों का त्ररत
परीक्षण सुनिनित करिे क
े नलए प्रत्येक नजले में सत्र न्यायालय को निशेष न्यायालय

े रूप में अनिसूनचत करेगी।
• अनिनियम की िारा 85 निशेष न्यायालय में मामलों क

लोक अनभयोजक की नियुक्ति का प्राििाि करती है।

अनिनियम की िारा 38 में कहा गया है नक बेंचमाक
य निव्यांगता िाला कोई भी व्यक्ति
जो खुि को हाई सपोट्य की जरूरत समझता है, या उसकी ओर से कोई अन्य व्यक्ति
या संगठि उच्च समायि क
े नलए अिुरोि करिे िाली उपयुि सरकार द्वारा
अनिसूनचत प्रानिकरण क
े नलए आिेिि कर सकता है।
उि प्रानिकरण तब इस उद्देश्य क
े नलए गनठत एक मूल्यांकि बोडय को मामले को
संिनभयत करेगा। मूल्यांकि बोडय मामले की जांच करेगा और उस प्रानिकारी को एक
ररपोट्य प्रस्तुत करेगा नजसमें प्रमानणत नकया जाएगा नक व्यक्ति को उच्च समायि की
आिश्यकता है।

Scholarships for Students with Disabilities (contd..)
The main objective of the umbrella scholarship scheme is to empower disabled
students to study further in order to earn their livelihood and to find a dignified place in
the society, as they face several barriers- physical, financial, and psychological in
pursuing studies and living with dignity.
Types of Scholarships:- (1) Pre-matric (2) Post-matric (General), (3) Top Class
Education (Technical), (4) National Fellowship (For M. Phil/Ph. D in Indian
Universities) (5). National Overseas Scholarship (For Master’s Degree/Doctorate in
universities abroad) and (6) Free Coaching
Implementing Agency:- The first three scholarship schemes, are implemented
through the National Scholarship Portal (www.scholarships.gov.in) and National
Fellowship for SwDs is implemented through UGC portal. National Overseas
Scholarship for Students with Disabilities is implemented offline by the DEPwD

All Bachelor’s/Post-Graduate Degree courses in Medicine, Engineering/ Technology,
Planning/Architecture, Fashion Technology, Management, Business/Finance Administration, Computer
Science/Applications, Agriculture, Veterinary and Allied Sciences. All Post-Graduate degree/diploma
courses recognized by UGC/AICTE in any discipline.
The Rate of Maintenance

Professional courses leading to Degree/Diploma, Certificate in areas like Pharmacy (B. Pharma), LLB,

SCHEMES AND PROGRAMMES BY UGC
Various schemes and programmes have been initiated by bodies such as UGC and various
central educational institutions to encourage education of persons with disabilities at
graduate and higher levels, by (i) providing enabling environment, (ii) human resource
development, and (iii) promotion of the higher education for persons with disabilities
including preparing of special teachers. Following are the programmes of UGC:

National Mission on Education through Information and
Communication Technology (ICT) By Ministry of Human Resource Development
•The National Mission on Education through Information and Communication Technology
(ICT), launched by Ministry of Human Resource Development has been envisaged as a
Centrally Sponsored Scheme to leverage the potential of ICT, in teaching and learning process
for the benefit of all the learners in Higher Education Institutions in any time any where
mode. In order to facilitate the PwD students, the following focused interventions have been
incorporated in the Mission.
•Unicode font have been followed to provide support in various languages and enable daisy
system for text to speech, which will provide support to visually impaired students.
•Accessibility option is being integrated in Akash, low cost computing tablet, which can be
highly affordable assistive for physically challenged students in so far as their education needs
are there.

Deen Dayal Rehabilitation Scheme (DDRS)
(Ministry of Social Justice & Empowerment, Govt. of india)
 To provide grant-in-aid to nongovernmental organizations (NGOs) for projects
relating to rehabilitation of persons with disabilities.
Revised DDRS schemes is implemented w.e.f. 1st April, 2018 covering total 09
projects. The organisation has to apply for Grant-in-Aid on the online portal of
the Ministry (e-Anudaan).

Schools 3. Project for Children with Cerebral Palsy 4. Project for Rehabilitation
of Leprosy Cured Persons 5. Half Way Home for Psycho-Social Rehabilitation 6.

Unique Disability Identification (UDID) Project
Implementing Agency:- DEPWD, Govt. of India
Objective: (1).To create a national data base for Persons with Disabilities (PwDs) and also to
issue unique ID cards to them.
(2) The disability certificates issued by any authority in India can be authenticated through the
web portal.
(3) The UDID project provides an online platform for issuance of disability certificates.
(4) The UDID project ensures that Disability Certificates would be issued to all PwDs
Technical Support: Software for this project has already been developed and hosted on NIC
cloud since May 2016.
PWDs will not need to carry multiple copies of documents, to track physical and financial
progress of PWDs.
Registered on UDID Portal, apply for DC, Renewal of Disability certificate and if lost in that
case for taking another card.

District Disability Rehabilitation Centre
(DDRC)
310 districts identified and approved for setting up of DDRCs out of which 269
have been set up so far in which only 60 DDRC are functioning and getting regular
grant.
DDRC scheme is being implemented since 1999-2000.
Established for providing comprehensive services to the persons with disabilities
and facilitate creation of the infrastructure and capacity building

FINANCIAL ASSISTANCE IN THE FORM OF
CONCESSIONAL LOANS (CONTD..)
NHFDC functions as an apex institution for channelising the funds to persons with
disabilities through the State Channelising Agencies (SCAs) nominated by the State
Government(s) and other agencies.
NHFDC offers financial assistance in the form of concessional loans on convenient
terms for setting up an income generating unit to all eligible Indian Citizens with
40% or more disability and aged above 18 years.
Divyangjan Swablamban Yojna (Max Loan Rs.50 Lakhs (interest- 5-9% for 10
Years).
Vishesh Micro Finance Yojna (Max Loan Rs. 60,000 (Intrest 12.5 Years for 03
Years. )

Assistance to Disabled Persons for Purchase/Fitting of Aids/ Appliances
(ADIP) (Contd..)
Objective: Assistive devices are given to PWDs with the aim of improving their independent
functioning, and arresting the extent of disability and occurrence of secondary disability. The
main objective of the Scheme is to provide grants-in-aid to the various implementing agencies.
Eligibility Criteria:- (1) Valid Disability Certificate (40 Percent), (2). Monthly income below
to Rs.22500/ PM-free, (3). Not taken in three years, (4). Income Certificate.

Distribution of Motorized Tricycle and Wheelchair
Assistance to Disabled Persons for Purchase/Fitting of Aids/ Appliances (ADIP)
Eligibility Criteria:- Severely PWDs and for Quadriplegic persons suffering
from Muscular Dystrophy, Stroke, Cerebral Palsy, Hemiplegic and any other
person with similar conditions.
Eligibility Criteria:- Age:- 16+ Disability :- 80% and above.
Cost:- ALIMCO Cost Rs. 37000/- (Rs. 25000 by ALIMCO + 12000/- by is met
by applicant/MPLAD fund//MLALAD Fund /CSR funding.
Duration:- Once in 10 years. 33
Cochlear Implant Surgeries
Assistance to Disabled Persons for Purchase/Fitting of Aids/ Appliances (ADIP)
Eligibility Criteria:- Beneficiaries: 500 children per year with Hearing disability with a
ceiling of Rs. 6.00 lakhs per unit under the Scheme.
Nodal Agency:- Nodal Agency : Ali Yavar Jung National Institute for the Speech &
Hearing Disabilities (AYJNISHD), Mumbai,.
Process of Surgeries:- The Nodal agency invites application by issuing
advertisements in news papers (all India editions) and also through their website:
www.adipcochlearimplant.in.
Purchasing of Cochlear:- Cochlear Implant is procured by Artificial Limbs
Manufacturing Corporation of India (ALIMCO), Kanpur and provided at the
nominated hospitals.
Hospital:- Surgery is done at empaneled hospitals. 34
Scheme for Implementation of Right of Persons with Disabilities
Act 2016 (SIPDA)
Objective:- MSJE is implementing the Scheme for Implementation of Rights of Persons
with Disabilities Act, 2016 (SIPDA) for providing financial assistance for undertaking
various activities outlined in the RPwD Act, 2016 (which endorses the rights of persons
with disabilities for access to education, vocational training, and employment, public
transport, built environment, information and communication and upholds their
independence and dignity).
Components:- (1) Skill Development (2) Accessible India Campaign, UDID, In Service
Training, Incentive to Private Employer, One Time GIA to State Commissioner for
Infrastructure, College for Deaf, Skill Training
NGO must be registered with NITI Aayog (Darpan).

•National Awards for the Empowerment of Persons with Disabilities are conferred on
Individuals/Institutions/States/Districts for their outstanding achievements in the field of
empowerment of persons with disabilities.
•These awards have been instituted with the objective to focus public attention on issues
concerning persons with disabilities and to promote their mainstreaming in the society.

with Disabilities (x) Best Creative Child with Disabilities (xi) Best Braille Press (xii) Best
“Accessible” Website (xiii) Best State in promoting empowerment of persons with disabilities
and implementation of Accessible India Campaign; and (xiv) Best Sportsperson with disability.

Indira Gandhi National Disability Pension Scheme (IGNDPS)
Nodal Implementing Agency:- Ministry of Rural Development, Govt. of India
for Disable persons of the country.
Under this scheme, the beneficiary is given monthly financial help for better and
easier life. The scheme is introduced under National Social Assistance Program.
Objective:- The main objective of this scheme is to make independent to those
people who are physically handicapped or have other kinds of disability. Monthly
financial help can make them independent till the last movement of life.
Eligibility:- Under this scheme, any person of age 18 years and above with 40%
disability and below the poverty line is eligible and will get Rs. 300 per month up to
79 years and above that Rs. 500 per month.

Scholarships for Students with Disabilities (contd..) The main objective of the umbrella scholarship scheme is to empower disabled students to study further in order to earn their livelihood and to find a dignified place in the society, as they face several barriers- physical, financial, and psychological in pursuing studies and living with dignity. Types of Scholarships:- (1) Pre-matric (2) Post-matric (General), (3) Top Class Education (Technical), (4) National Fellowship (For M. Phil/Ph. D in Indian Universities) (5). National Overseas Scholarship (For Master’s Degree/Doctorate in universities abroad) and (6) Free Coaching Implementing Agency:- The first three scholarship schemes, are implemented through the National Scholarship Portal (www.scholarships.gov.in) and National Fellowship for SwDs is implemented through UGC portal. National Mission on Education through Information and Communication Technology (ICT) By Ministry of Human Resource Development •The National Mission on Education through Information and Communication Technology (ICT), launched by Ministry of Human Resource Development has been envisaged as a Centrally Sponsored Scheme to leverage the potential of ICT, in teaching and learning process for the benefit of all the learners in Higher Education Institutions in any time any where mode. In order to facilitate the PwD students, the following focused interventions have been incorporated in the Mission. •Unicode font have been followed to provide support in various languages and enable daisy system for text to speech, which will provide support to visually impaired students. •Accessibility option is being integrated in Akash, low cost computing tablet, which can be highly affordable assistive for physically challenged students in so far as their education needs are there. 26

Deen Dayal Rehabilitation Scheme (DDRS) (Ministry of Social Justice & Empowerment, Govt. of india)  To provide grant-in-aid to nongovernmental organizations (NGOs) for projects relating to rehabilitation of persons with disabilities. Revised DDRS schemes is implemented w.e.f. 1st April, 2018 covering total 09 projects. Unique Disability Identification (UDID) Project Implementing Agency:- DEPWD, Govt. of India Objective: (1).To create a national data base for Persons with Disabilities (PwDs) and also to issue unique ID cards to them. (2) The disability certificates issued by any authority in India can be authenticated through the web portal. (3) The UDID project provides an online platform for issuance of disability certificates. (4) The UDID project ensures that Disability Certificates would be issued to all PwDs Technical Support: Software for this project has already been developed and hosted on NIC cloud since May 2016. PWDs will not need to carry multiple copies of documents, to track physical and financial progress of PWDs. Registered on UDID Portal, apply for DC, Renewal of Disability certificate and if lost in that case for taking another card. 28

Cochlear Implant Surgeries Assistance to Disabled Persons for Purchase/Fitting of Aids/ Appliances (ADIP) Eligibility Criteria:- Beneficiaries: 500 children per year with Hearing disability with a ceiling of Rs. 6.00 lakhs per unit under the Scheme. Nodal Agency:- Nodal Agency : Ali Yavar Jung National Institute for the Speech & Hearing Disabilities (AYJNISHD), Mumbai,. Process of Surgeries:- The Nodal agency invites application by issuing advertisements in news papers (all India editions) and also through their website: www.adipcochlearimplant.in. Purchasing of Cochlear:- Cochlear Implant is procured by Artificial Limbs Manufacturing Corporation of India (ALIMCO), Kanpur and provided at the nominated hospitals. Hospital:- Surgery is done at empaneled hospitals. 34

Scheme for Implementation of Right of Persons with Disabilities Act 2016 (SIPDA) Objective:- MSJE is implementing the Scheme for Implementation of Rights of Persons with Disabilities Act, 2016 (SIPDA) for providing financial assistance for undertaking various activities outlined in the RPwD Act, 2016 (which endorses the rights of persons with disabilities for access to education, vocational training, and employment, public transport, built environment, information and communication and upholds their independence and dignity). Components:- (1) Skill Development (2) Accessible India Campaign, UDID, In Service Training, Incentive to Private Employer, One Time GIA to State Commissioner for Infrastructure, College for Deaf, Skill Training NGO must be registered with NITI Aayog (Darpan). 35

Indira Gandhi National Disability Pension Scheme (IGNDPS) Nodal Implementing Agency:- Ministry of Rural Development, Govt. of India for Disable persons of the country. Under this scheme, the beneficiary is given monthly financial help for better and easier life. The scheme is introduced under National Social Assistance Program. Objective:- The main objective of this scheme is to make independent to those people who are physically handicapped or have other kinds of disability. Monthly financial help can make them independent till the last movement of life. Eligibility:- Under this scheme, any person of age 18 years and above with 40% disability and below the poverty line is eligible and will get Rs. 300 per month up to 79 years and above that Rs. 500 per month. 37
