Total project investment increased 80% from the previous year to $1,681 million (after increasing 46% from 07 to 08). Almost two-thirds (64.3%) was direct spending (good portion of this one-time ARRA funding), about a quarter (27.2%) was through ESPCs, and the rest (8.5%) was financed through UESCs The total cost of implementing all potential life-cycle cost-effective investment in Federal facility improvements is not known. Last year we estimated that $1.4 billion would be required annually from 2009 through 2014 to meet the energy intensity reduction goal for 2015. This is equivalent to 20% percent of the Gov ’ t ’ s 2009 facility energy costs Gov’t surpassed this buy obligating investment of almost 24% of facility energy costs. ---------------------------------------------------------------------------------- Required Investment Estimate: This rough estimate does not include the investment required for meeting the renewable goals, water goals, and other greening and sustainability efforts. Estimate is based on reaching target 2015 annual savings from 2008 levels, after subtracting 5% for low-cost, no-cost O&M-type savings: 69 trillion Btu. Using factor of 8,000 Btu Annual Savings per $1 of project investment, arrive at $8.6 billion of required investment. Distributed over the 6 years from 2009 to 2014 (to allow year from contract award for savings to accrue): $1.4 billion.
