Created in the year 2000, the Secretariat of Policies and Programs
of Research and Development (SEPED) is responsible for designing,
iimplementing and managing Brazil’s policies and programs aimed at
promoting scientific and technological development as well as
fostering innovation.
The Secretariat's strategic objectives and scope of activities are in
line with the National Science, Technology and Innovation Policy.
SEPED works together with the other units of the Ministry towards the
expansion, consolidation and integration of the Innovation, Science
and Technology National System. One of the cornerstones of its role is
to support knowledge production and technological development
across the country in order to reduce regional disparities and to
promote social inclusion.
Since 2016, the Secretariat comprises three Directorates and nine
General Coordination units and focuses on Water, Food and Energy
security, bioeconomy, biotechnology, health, climate change,
geosciences, human and social sciences, sustainable cities,
popularization of science, social and assistive technologies, among
others areas.

3. SEPED and Sustainable Development Goals (ODS)
In 2015, the United Nations Member States committed to
implementing a universal and integrated agenda entitled
"Transforming Our World: the 2030 Agenda for Sustainable
Development". Brazil, through the Federal Government, must
guide articulated and integrated actions to internalize and
embody the 2030 Agenda, which contains 17 Sustainable
Development Objectives (SDOs). The internalization of SDOs
provides for the adaptation of the 169 global goals to the
Brazilian reality and the definition of national indicators aligned
with the global ones.
SEPED has promoted initiatives aimed at enhancing ST & I
contributions to achieve ODS-related goals. Integrated actions
involving researchers, public managers and entrepreneurs have
been carried out in the search for solutions to the environmental,
economic and social challenges that are part of the 2030
Agenda. It is noteworthy that the planning of the Secretariat's
policies and programs has also been guided by the SDOs, taking
into consideration their relationship with the National ST & I
Strategy and its Plans of Action (under construction), as well as
with the Multi-Year Plan (PPA).

Technology Extension
The development and reapplication of social
technologies aimed at technology transfer and the promotion of
technological extension activities for productive and social
inclusion forms the foundation that allows for having Science
and technology as a tool for promoting social development. To
this end, we implement a number of policies and programs, such
as the support of Vocational Technology Centers, units that are
directed primarily towards providing technological extension
activities, with emphasis on local economic strengths and
potential; the development of Assistive Technologies that foster
improvements in the quality of life for people with disabilities;
and promoting Food Security and Nutrition aimed at providing
adequate and safe food for the population.
6. Popularization of Science
Public communication of science and actions that
promote social appropriation of scientific knowledge are
relevant for the development of citizenship and help develop
society´s scientific and technological skills. In this context, the
Secretariat promotes and finances activities for the
popularization of science through programs dedicated to
non-formal education, such as the creation and improvement of
museums and science centers, as well as support to science fairs
and science Olympiads. These initiatives are developed in close
partnership with universities, research institutions, and
governmental organisms and are directed at children, students,
and the general population. The main goal is to create and
disseminate a scientific and technological culture among the
Brazilian people and contribute to improve the quality of
science teaching in schools.

7. Applied Social Science and Humanities

The evolution of society has demanded the adoption of new
paradigms and innovations in public policies that allow for the
holistic understanding of current problems and for the adoption
of transdisciplinary actions which have greater impact potential.
Applied Social Science and Humanities have a fundamental
role in the adequate comprehension of the changes which our
society is undergoing, offering an important contribution to the
process of transition to new development models that are more
inclusive and sustainable. We support multifocal initiatives and
pilot projects involving, for example, traditional peoples,
sustainable urbanization, human rights and others societal
challenges. We prioritize innovative methodologies, solutions
and approaches with state of the art technologies to contribute
to the scientific and technological development of the country.
8. Climate
FOCUS AREAS AS RELATED TO THE UNDP SUSTAINABLE DEVELOPMENT GOALS
The understanding of the global climate system and its
relation with socioeconomic development, as well as the
influence of human activity as a driver of climate change, is
pivotal for the adoption of measures to mitigate greenhouse gas
emissions and adaptation to climate change. Our work consists
of supporting scientific research and providing information on
climate variability and the impacts, risks and vulnerabilities
associated to climate change. Results from these efforts,
together with data on domestic greenhouse gas emissions, are
needed for decision-making processes aiming at guaranteeing
water, energy and food security, as well as compliance with the
commitments taken on by Brazil on international forums on this
issue.
9. Oceans, Antarctica and Geoscience

To further the research in the oceans, Antarctica and the
geosphere, monitoring the climate, the health of oceans and our
biodiversity is central to understanding how life is possible on
Earth and to develop technologies that generate economic
wealth minimizing harm to the planet.
Our initiatives include: Direct Brazilian Research in the
Oceans and Antarctica, provide liaison with foreign researchers
and major global programs.
Our work ranges from the selection of research projects to
be supported to the management of research marine vessels.
We also develop Brazil’s research strategy related to marine
biotechnology, fisheries and aquaculture, abysses and energy
generation from the oceans, among others. All these initiatives
have a single goal: to know how to better manage these
resources.
10. Bioeconomy

Bioeconomy emerges as a result of a revolution derived
from innovations based on the biological sciences. It is directly
linked to invention, development and use of biological products
and processes, as well as to sustainable services, oriented to the
solution of problems in various areas, especially those related to
ensuring water, energy and food security.
The worldwide growth potential of Bioeconomy is due to
population increase and its aging and to the need to enhance
the offer of food supply, health, energy, drinking water, among
others. With that in mind, we contribute to the formulation of
public policies and to the definition of strategies regarding
scientific and technological development of Bioeconomy,
aiming at the establishment of an agenda committed to
expanding research and innovation, with the participation of
government, industrial and academic units and representatives
from the civil society.
11. Biomes
FOCUS AREAS AS RELATED TO THE UNDP SUSTAINABLE DEVELOPMENT GOALS
Brazil is the country with the largest biodiversity on
earth. To know all species existing in its territory it is essential to
conserve and to promote the sustainable use of its biodiversity.
Therefore, the work on Biomes contributes to make
better public policies and strategies, aiming at knowing and
monitoring this biodiversity. It also seeks to better characterize
relevant elements of ecosystems, either in physical or in biotic
environment, as well as to better understand how time, space
and social dynamics interact for an adequate sustainable use of
natural resources within Brazilian biomes.
Moreover, the work on biomes also supports the creation
of models which aim at setting forth adequate relations among
environmental factors and biodiversity, without disregarding
changes in the fauna and flora.
12. Health and Biotechnology
FOCUS AREAS AS RELATED TO THE UNDP SUSTAINABLE DEVELOPMENT GOALS
One of the major drivers of the national economy is the
growing demand for food and products for health. Under this focus
area, the Secretariat contributes with the development of policies
and to the definition of strategies to promote scientific and techno-
logical development in Health, Biotechnology and Agriculture. In
Health, one of the greatest challenges is the development of tech-
nologies to effectively prevent and control emergent and re-emer-
gent diseases and the development of new medicines, vaccines and
other health products that would increase national autonomy in this
sector. To promote national Agriculture, it is essential to develop
new technologies that allow increased sustainable production with
low environmental impact. In Biotechnology, we would highlight
the importance of knowledge production and the incremental de-
velopment of products, processes and services based on the sus-
tainable application of the national biodiversity and on the integra-
tion of new biotechnologies in specific applications for Health, Agri-
culture, the environment and Industry.
14. Sistema de Registro
Nacional de Emissões
The National Emissions Registry System (referred to as SIRENE in Portu-
guese), is a computer system developed by the Ministry of Science, Technol-
ogy, Innovations and Communications (MCTIC), which aims to publish the
outcomes of the National Inventory of Anthropogenic Emissions by Sources
and Removals by Sinks of Greenhouse Gases Not Controlled by the Montreal
Protocol, as well as to disclose information related to other initiatives related
to emissions quantification, such as the Annual Estimates of Greenhouse
Gas Emissions and the Biennial Update Report.
Enriquecimento por CO2 ao Ar Livre
AmazonFace – The program has the objective to assess the fertilization poten-
tial of carbon dioxide (CO2) in the possible increase of photosynthesis,
water-use efficiency, destination of additional carbon in leafs, trunk and roots,
changes in the biological community’s composition and impacts on stocks of
carbon and other soil nutrients.
GEF Mata Atlântica – the project deals with the recovering and protection of
climate and biodiversity services in areas considered sensitive in the southern
Atlantic Forest corridor. The project aims at fostering complementary actions
to state efforts in order to capture and keep carbon stocks and to promote
natural forests regeneration.
SiBBr (Information System on Brazilian Biodiversity) – The project was estab-
lished to create a web platform to gather and make available the largest data
and information amount on Brazilian biodiversity. The project aims at
supporting scientific production, public policies and decision making
processes related to environmental conservation and sustainable use of
natural resources through fortering digitalization, virtual publishing, free
access and integration data and public use of the information gathered and
generated.
PROANTAR
The Brazilian Antarctic Program – PROANTAR supports research which aim to
increase the knowledge of Antarctic phenomena and its influence on issues
of global and regional relevance. The logistical component is carried out by
the Interministerial Commission for Marine Resources (CIRM), linked to the
Navy (Ministry of Defense).
BIOTECSUR is a MERCOSUR platform on biotechnology that mobilizes and
coordinates private and public agents to solve global and regional sustain-
ability problems. This platform is internationally renowned for its efficiency
in the production of competitive biotechnological goods, services and
processes.
Brazilian Argentinean Biotechnology Centre – CBAB is a regional integration
program that colaborates to consolide the cooperation between Brazil and
Argentina, by rising knowledge basis, according to both countries' priorities
in biotechnology. This program promotes the scientific and technological
development in common activities in both countries.
Prediction and Research Moored Array Project in Tropical Atlantic – PIRATA is
a multinational cooperation program between Brazil, France and the United
States, constituted by an in situ observation network of moored buoys
planned to monitor a series of ocean-atmosphere interaction variables in the
Tropical Atlantic Ocean. This monitoring will allow: the assessment of the
impact of the ocean in the climate variability of Brazil; the implementation of
a monitoring and observation system of the oceans; and the technological
development and innovation to tackle the effects of climate change.
GEF Sustainable Cities - Integrated Approach Pilot focused on sustainable
urbanization with simultaneous implementation in 23 cities in 11 countries.
It involves the development of state of the art urban planning tools and
piloting innovative technologies for mobility, sanitation and clean energy,
with the creation of the Sustainable Cities Innovation Observatory - SCIO.
This initiative is linked to Global Platform for Sustainable Cities, maintained
by the World Bank.
15. SiMCosta, the Brazilian coastal monitoring system is a network of instru-
ments that monitor the oceanographic and meteorological variables along
the Brazilian coast in continuous flow.

BIOTECH II is a collaborative initiative between European Union and Mercosul,
and intends to promote the Biotechnology development in Mercosul. Its
specific objective is consolidate the Biotecsul Platform for promoting the
regional Biotechnology development.
Plataforma Regional de
Métodos Alternativos do MERCOSUL
Regional Platform to Alternative Methods to Animal Experimentation –
PReMASUL, aims to train human resources, promote research, development
and validation of new methods, beyond creating a laboratorial competence
in Mercosul, in order to provide services to the industry.
The National Science and Technology Week – established by the June 9th,
2004 decree – takes place in every month of October under the coordina-
tion of the MCTIC. State and County Secretaries, development agencies,
Science and Cultural spaces, teaching and research institutions, Scientific
societies, schools, government agencies, Technology-based companies and
civil society entities also contribute to this event. Its objective is to approxi-
mate the Science and Technology to the population, promoting events that
congregate hundreds of institutions in order to execute activities of Scien-
tific divulgation all over the country.The main idea is to present Science and
Technology to the population in a playful and accessible manner, utilizing
innovative means that stimulate the curiosity and Scientific attitude, that
motivate discussions about the social implications of Science and that also
contribute to the population’s understanding of the universe in which it is
inserted and to the reach of its full citizenship.
FIP/MCTIC - This is one of the many projects which are located under the Forest
Investment Program or, simply, FIP.The worldwide FIP Projects aim at contributing to
the adaptative capacity of the forest sector as to avoid climate changes, fostering
poverty reduction levels, protecting and conserving the biodiversity as well as
preserving the rights of traditional and originary people. Among the many FIP
projects stands the FIP/MCTIC which is called “Development of systems to prevent
forest fires and monitor vegetation cover in the Brazilian Cerrado”. The project was
conceived and managed by MCTIC and has a triple expected botton line: to strengh
Brazilian institutional capacities on monitoring the vegetation cover and deforeta-
tion of the Cerrado, to make information broadly available on forest fire risks and
also to contribute to GEE emission estimations originated by fire burnings and defor-
estation within the biome.
Centro Vocacional Tecnológico
Vocational Technological Centers are, apart from professionalization and
educational unities, facilities aimed to technological and scientific knowl-
edge diffusion access, of practical proficiency in technical services and the
technological knowledge transference in areas of activity.
National Communications of Brazil to the United Nations Framework
Convention on Climate Change – The National Communication of Brazil is a
document that the country has committed to submit on a regular basis to
the United Nations Framework Convention on Climate Change (UNFCCC).
This document provides the country’s overview and priorities related to
development as well as future measures or action taken in relation to
mitigation and adaptation to climate change while also presenting scientif-
ic knowledge on impacts, risks and vulnerabilities to climate change in
Brazil. It includes the Brazilian Inventory of Anthropogenic Emissions by
Sources and Removals by Sinks of Greenhouse Gases Not Controlled by the
Montreal Protocol.
The Observatory for Innovation in Biotechnology – OIB, will dinamize the
relatioship between Science, Technology and Innovation, by mobilizing
and supporting the installed competences in research centres and industry.
The OIB will be a key tool to prospect scenarios, challenges and opportuni-
ties, beyond providing essential real time information, in order to follow
and stimulate the development of biotecnology in Brazil.

Residue and Contaminants Network – The Residue and Contaminants in Prod-
ucts of Animal and Plant Origin Network aims integrate the actions on R,D&I in
analyses and essays of residues and contaminantes in products with animal or
plant origin, destinated to consumption and processing, contributing to the
National Plan for The Control of Residues and Contaminants, and other official
programs.

Thematic Research Network in Amazon Modeling - GEOMA. The main objec-
tives of this Network are: to develop computer-based models able to foresee
ecological and socioeconomic dynamics at different geographical scales,
within a sustainability perspective; to support decision-making at local,
regional and national levels, by providing simulation and modelling tools; and
to contribute in human resources capacity building at MSc and PhD levels. In
order to develop new approaches of the sustainability concept, leading to
computer-based models, the GEOMA Network adopts a cross-disciplinary
perspective, by integrating researchers holding experience in geographic
information systems, mathematical & computer-based modelling, remote
sensing, ecology, meteorology, geography, computer science, among others.
National Center of Reference in AssistiveTechnology.The Center aims to guide
a network of research centers in public universities, establish guidelines and
articulate the performance of the scientific and technological production
centers, and expand the number of assistive technology products, available in
Brazil.
Rede de Pesquisas para o Uso
Sustentável e Conservação do Cerrado
ComCerrado Network. The network's proposal is to strengthen education and
research institutions operating in the Cerrado, through the interaction
between consolidated and emerging research groups, such as the implemen-
tation of network regional units in the different states covered by the Cerrado
Biome. Actions include analyzing the process of Cerrado’s occupation and
land-use, as well as consequences on biodiversity and ecosystems’ function-
ing; developing appropriate science and technology for conservation and
sustainable use of natural resources, as well as supporting public policies.
Created to support the structuring of the bamboo productive chain in Brazil.
It is composed of 7 Regional Bamboo Technology Centers acting in areas such
as cultivation, taxonomy, biorefineries, composites, civil construction and
remediation, among others.

The Biodiversity Research Program – PPBio, aims to promote biological diver-
sity related research, capacity-building & training of human resources, institu-
tional strengthening in research and development, in accordance with
National Biodiversity Policy Guidelines.
18. The Global Network of Institutíons of Leaming, Research and Extension on
Nutrition, Food and Nutrition Sovereignty and Security (NutriSSAN), has the
objective to integrate institutions in a collaborative network, share and
disseminate scientific, technical and technological knowledge in Food and
Nutritional Security (SAN), through the elaboration and application of inter-
sectoral and participatory public policies in the different Regions and Conti-
nents.

Recursos Biológicos
Brazilian Biological Resources Centres Network – CRB-Br aims to linkage the
Brazilian institutions that have renowed competence, in order to offer
biological materials as well as reliable information abouth them.
Northeast Biotechnology Network – RENORBIO focuses on Brazilian North-
east and it aims stablish and stimulate critical mass of professionals in the
region, with competence in Biotechnology and correlated areas, to carry out
R&D&I projects that help the regional progress, using the state of the art in
terms of tools and scientific competence.
West Central Network of Postgraduate, Research and Innovation – PRO-CEN-
TRO-OESTE - this network aims to support and consolidate the human
resources training, and to produce scientific, technologicalan innovation
knowledge, promoting the regional sustainable development, in order to
conserve and responsible use the natural resources of Cerrado and Pantanal
biomes.

Biotecnologia da Amazônia Legal
Legal Amazon Biodiversity and Biotechnology Network – BIONORTE – The
network aims to linkage competences to carry out R&D&I projects and
human resources training, focusing in biodiversity and biotechnology, in
order to generate knowledge, processes and produtcts for the sustainable of
Legal Amazon.
The Marine Biotechnology Research Network purpose is to foster the sustain-
able use of the biotechnological potential of the marine organisms present
in the coastal and transitional zones and in maritime areas under the jurisdic-
tion and national interest, focusing on the development of knowledges,
absorption of technologies and the promotion of innovation, in areas of
human health, environment, agriculture and industry.
The Brazilian Research Network on Global Climate Change (referred to as
Rede Clima in Portuguese) is an important pillar of support to Research and
Development activities set out by the National Plan on Climate Change in
order to meet the national demands related to knowledge on climate
change, including production of information for the drafting of public
policies.
