Restorer Of City Streets is a 501(c)3 tax exempt, non-profit organization dedicated to reducing
recidivism, rebuilding lives, restoring hope and evoking positive change through the power of the Holy
Spirit. Our ministry encompasses many avenues including but not limited to: Evangelism, Prison
Ministry, Offender Educational Services, Community Outreach,Substance Abuse Counseling, and
Mentorship. A detailed list of Current Services, Ministry Vision, and Biography are as follows:
ANGER MANAGEMENT:
Offering a 12 session curriculum, teaching practical techniques to overcome and manage anger
effectively.
Evaluation / Orientation:
Clients will be evaluated using “The State-Trait Anger Expression Inventory-2 (STAXI-2), an
inventory which measures the intensity of anger as an emotional state (State Anger) and the
disposition to experience angry feelings as a personality trait (Trait Anger).”
Orientation will cover our over-all purpose, program rules, and expectations regarding group
participation, confidentiality, homework assignments, tardiness and absenteeism, emphasizing
personal responsibility, accountability, and the collaborative efforts of governing institutions.
SUBSTANCE ABUSE:
“The Way” a 12 Step Biblically Based Christ Centered Recovery Program
One hour “open discussion” meeting every Friday at 7:00pm led by Kirsten Smith (Elim Church)
PRISON MINISTRY:
An Evangelical Ministry holding church services in facilities around the Houston area. Also, a
network of community liaisons for compiling donations to be distributed through local TDCJ
Units for indigent inmates to include hygiene products and clothing for release. These donations
at some point may also be used for the Discipleship House as need arises.

COMMUNITY OUTREACH:
“CruX Ministries” standing on Luke 9:23, “Then he said to them all: If anyone would come after
me, he must deny himself and take up his cross daily and follow me.” “CruX” (Latin word for
cross) is a young adult and family ministry focused on meeting the needs of the community
within the body of Christ. For those seeking answers to life’s puzzling questions, they can be
found here along with the support needed within a community of believers that is focused on
spreading the love of Jesus! The fruits of this ministry are individuals and families being
transformed through the power of the Holy Spirit.
Pastor Arnulfo Rodriguez and his leadership team work together to bring this service to the
community every Friday night at 7:23pm meeting in the New Sword Building at Elim Church.
Through contemporary worship, Biblical teaching, community outreach (Annual Car Show &
Unashamed Concert Series), and testimonies, the presence of God is invited in and lives are
being changed.
“Men’s 333 Mentoring Group” Dedicated to teaching men how to become mature Christians
and Godly leaders in their homes and communities through discipleship focusing on doctrines,
disciplines, and duties.

DISCIPLESHIP HOUSE:
This program first brings Christ Jesus to those trapped behind the prison walls and rehabilitation
centers and not only offers hope of a new life in Christ but grabs them by the hand and shows
them how to live it by integrating a 6-12 month residential Discipleship Program with a
Biblically Based Substance Abuse Curriculum, empowered by the Holy Spirit, lives can and will
be dramatically transformed. All of the funds that we raise today are going towards this
endeavor, as we have recently acquired a local property for this purpose. Although, the primary
focus is re-integration of the ex-offender we will consider placement for anyone seriously
seeking help for substance abuse issues.
VISION:
With a combined 16 years of ministerial experience Pastor Arnulfo Rodriguez and Kirsten Smith
have joined together to begin building outreach services for the down trodden and hopeless.
Reaching out to ex-offenders and those with substance abuse issues to help rebuild lives and
restore hope. The ministry vision includes a store front for counseling and classes to meet all
parole and probation court stipulated requirements. Houses are to be in place to disciple both
men and women seeking to change their lives by following Jesus Christ and His written word.

3. Pastor Arnulfo Rodriguez
Pastor Rodriguez grew up in Magnolia, one of Houston’s most notorious barrios located on the
southeast side. Suffering years of abuse and neglect perpetuated by a home-life infused with
alcoholism, Arnulfo became a by-product of his upbringing hitting the streets at a young age full
of hatred and aggression. His violent lifestyle eventually landed him in the Texas Department of
Criminal Justice (TDCJ). During his incarceration a radical transformation began to take place
after Arnulfo had an encounter with the risen Christ that changed his life forever. He was
released from TDCJ after only serving 3 years of his sentence and commenced following after
the Lord whole heartedly. Immediately following his release he began emulating a life of self-
sacrifice at Elim Church since 2007, doing whatever needs to be done, whenever he is asked to
do it. With immense gratitude for what Christ has done for Him, Arnulfo has stayed steadfast to
the faith, walking in humility and integrity, with great passion for the lost and sharing of the
Gospel. God has shown him great favor and blessing among the brethren by adding profoundly
to the extent of his responsibilities within the church. He currently serves as an Elder and
Ordained Minister in pastoral capacity over Crux Ministries, preaching, teaching, and mentoring
young men and their families first and foremost by being a living example of what God can do
with a life that is truly surrendered.
Pastor Rodriguez is married to his beautiful, loving, and supportive wife Gloria Rodriguez, who
has stuck by him through thick and thin, modeling the design for what a Pastor’s wife should be.
They currently live in the Houston area and have been blessed with 4 children and 5
grandchildren.
Kirsten Smith
Ms. Smith grew up in Pasadena, TX being shuffled from one family member to another during
her formative years. She began leaning on the numbing effects of drugs and alcohol at a very
young age to escape the hollow pain of being unloved and rejected. This began a downward
spiral of a life out of control, consumed by addiction, leading her into the life of prostitution and
eventually jail. Kirsten spent 6 of her adult years trapped in the revolving door of the penitentiary
until Christ Jesus grabbed ahold of her and dramatically and miraculously changed the course of
her life to one of service and recovery.
Kirsten began devoting her life to reaching back for those she left behind. Her dedicated service
at Elim Church in the areas of prison ministry and substance abuse education began in 2007. She
continues to study diligently in pursuit of her Bachelor’s Degree in Biblical Counseling at The
College of Biblical Studies in Houston. This journey began in the fall of 2014 and her graduation
date is scheduled for the year 2018.
Kirsten has faithfully and selflessly committed herself to facilitating a Christian 12-step meeting
every Friday night since January 2013. Her volunteer time with a women’s shelter, The Refuge,
in Deer Park, TX, turned into a full-time position which fueled her passion for ministry. She is a
loyal friend to many, the mother of 2 and devoted grandmother of 9.
