The Findings

You will want to present selective direct quotations that are illustrative of key themes which emerged from your data analysis. Remember, you do not need to present everything that your interviewees said. Be selective. When writing this section, think about:

· Am I adequately telling a ‘story’ or simply summarising?

Discussion
Together with the findings, this is the most important aspect of the report. In this section you need to discuss your findings in relation to the existing literature/research on your chosen topic. Your analysis and arguments must all be supported by your references - every comment you make that presents as a fact. Assertion or argument has to be substantiated with a good reference that is cited or quoted in the text. Marks are lost for unsubstantiated opinions. In fact, your opinion is not sought here. What we are interested in is your capacity to synthesise and communicate well-researched information and relate it to your own research findings. INTRODUCTION
The Integrity Commission was established in October
2010. One of its key objectives is to improve the standard
of conduct, propriety and ethics in Tasmanian public
authorities by adopting a strong educative, preventative
and advisory role.
Since establishment, the Commission has been collecting
information about the state of ethics and integrity in the
public sector. The Commission has done this by delivering
face to face training and education programs; establishing
discussion and advisory groups (Ethical Reference
Groups);1 examining public information about agencies;
investigating misconduct and auditing the way agencies
have responded to allegations of misconduct.
Between November 2012 and January 2013, the
Commission conducted a detailed survey of integrity
mechanisms in state departments and government
businesses.2 The total staff within agencies surveyed
amounted to nearly 31,000. The Commission combined
the information it had gathered from all sources, and from
this survey, to produce the first ‘map’ of the gaps in ethics
and integrity policies and practices in these agencies.
This information provides valuable insight into the key
areas of misconduct risk. The Commission will use this
information to develop training, research and misconduct
prevention activities (products) to ensure that the work of
the Commission is directed towards the areas of highest
misconduct risk and that its products are most effective
in helping agencies to reduce that risk. This work will also
assist agency heads to meet their obligations under the
Integrity Commission Act 2009 to provide training to staff
on ethics and integrity.
WHAT IS A
MISCONDUCT RISK?
Misconduct risk arises from various sources. A poor culture;
gaps in administrative processes; a lack of, or poorly
drafted policies and procedures; ignorance of obligations
and accountability system failures have been identified as
key factors.3
Risk management models are universally recommended
for agencies to assess their own governance needs,
adopt (or not adopt) recommended standards and
tailor their integrity frameworks to suit their needs.4 The
OECD5 recommends agencies identify high risk areas and
manage them with existing processes such as personnel
management or internal audit.
In mapping misconduct risk within the Tasmanian public
sector, the Commission identified a number of risk areas
to measure agencies against, in order to determine the
‘health’ of the sector in relation to ethics and integrity. The
areas the Commission focussed on included:
• education on ethical codes and key integrity policies –
this included an assessment of whether education was
ongoing or limited to induction, employees understood
the information that was provided to them and records
of traini.

Abstract:
This project report discusses the MEMS selection process, initial setup and wiring of the
MEMS device, problems/difficulties encountered, and internal inspection and functionality of
an OMRON D6F-P0010A2 MEMS Mass Flow Sensor. The internal inspection reveals the
functionality, principles, and theories that govern operation of a thermal mass flow sensor.
Selection criteria for the MEMS device is also discussed, as well as the importance of having the
correct connections and equipment to power and communicate with a micro device.
Introduction:
The OMRON D6F-P series of flow sensors offers compact size, excellent accuracy, and a
dust segregation system that allows the flow sensor to be used in dirty, dusty environments.
Because of the micro device’s size, it can be used in very tight, space-critical applications. Mass
flow sensors similar to the D6F-P line are being used in many applications today. The most
common use for flow sensors is within the automotive industry. Flow sensors are used to
monitor the amount of air flowing through the intake system and into the combustion
chamber. The onboard computer then uses that data, along with several other sensor’s data, to
calculate the proper air-to-fuel ratio for the current running conditions. Flow sensors are also
used to control engine idle, monitor recirculatory exhaust systems, and keep the interior of the
vehicle cool and comfortable.
Flow sensors have also seen an increase use within the HVAC industry. Because of OMRON’s
dust segregation system, the D6F line of MEMS flow sensors can be used to monitor air in nasty
environments. Micro flow sensors typically have a maximum flow rate of 1.0 LPM. The low flow
rate allows the sensor to be placed within a bypass system. The flow rate of the bypass air is
then proportional to the flow rate for the entire system.
Selection Process:
The OMRON D6F-P0010A2 sensor was selected for several reasons. Firstly, because of
my experience with various flow sensors on-the-job and in automotive repair work. I have
worked with several different flow sensors but have never had the opportunity to open one
and discover how it works. Being so familiar with their functionality and importance, especially
within the automotive industry, I was very excited to see the internal w.

1. This weeks forum discussion brings up the idea of a 'Lone Wolf' and leaderless resistance.
What are some of the psychological and behavioral factors that appear to be most prevalent among lone wolf terrorist?
Since the tragedy of 9/11, lone wolf actors have become the predominant issue regarding terrorist actions around the world. Lone-wolf terrorist carry out their intent without direct support from sponsoring organizations. Through research it is clear that one prevalent pyschological trait that stuck out was how impulsive and reactionary these people can be. The motivation to carry out violence stems from a skewed understanding that those that may follow or support a specific cause would do the same. Much care and admiration for a certain belief is required for someone to start down this path. From a psychological standpoint, there have been countless terrorist throughout history who have not suffered from mental disorder and still have terrorist like behavior. In the case of Vera Zasulich, who was an anti-czarist, was radicalized by the mistreatment of one of her fellow students at a peaceful activist rally. With that happening, she felt that the people in charge should die and attempted to assassinate General-Govenor Trepov. After shooting the Govenor, she should stood by and awaited the police (Moskalenko & McCauley, 2011). She knowingly committed the crime understanding the circumstances under her own reasoning. Her ending was much different than most terrorist who commit crime, but it ties into the original thought that having a passion towards something and becoming triggered was something many terrorist have in common.

During this time and age it seems like most terrorist are triggered by what is actively occuring around them. Whether it be political disagreements, the leader of a specific movement, the integration of new technology, or even a president. The lone-wolf attacks in an open and free society, which makes it simpler for these individuals to move, but also commit these crimes (Gartenstein-Ross, 2014). The international causes have somewhat taken a back seat to the domestic occurrences terrorists readily observe. However, I don't think the international issues aren't causing prbolems that those its affecting, but in regards to terrorist attacks, I do not believe they are higher on the radar of lone-wolf terrorist.

For planners, nothing is more important or essential than protecting the quality of life. Planners have a set of skills that can assist in the Mitigation planning for the community. One of the goals of the planners is to integrate hazard mitigation into a large plan to ensure the safety of the community. Scientific and technical sources, civil and structural engineers provide data, and geologists, hydrologists, climate and weather specialist along other are involved in the planning of the hazard mitigation. During the planning phase, many organizations are involved, including city officials, local police, fire department. Widely used nursing theories include Lewin’s 3 stage model and Lippits phase theory. The Lewin’s change theory consist of three stages including unfreezing, moving and refreezing stages. Unfreezing stage is when you recognize a change is needed, then you move to the phase when the change occurs and refreezing stage happens after equilibrium is established leading to satisfactory results and the cycles goes on and on. A distinct feature of Lewin theory is that it contains both driving forces and resisting forces and for the theory to be successful then the driving must overcome resistant forces. Lippits, Watson and Westley seven phase theory, first phase entails diagnosing the problem, assessing motivation, and capacity for change, evaluating change agent’s motivation and resource, choosing the appropriate role of the change agent, maintaining difference and last phase is termination of the help relationship (Tappen, 2016).
Lippits theory expands on Lewin’s model of change into the seven steps mentioned above as well it is more comparable to nursing process hence there is no significance difference between the two (Alageel, Gulliford, McDermott & Wright, 2018). However, Lewin’s is built on three fundamental steps thereby facing a lot of criticism since nursing is more complicated than the three levels. Similarly, both theories are widely used in nursing and both requires nurses who are willing and want to make change. The mentor has applied Lewin’s change theory because she has successfully introduced a new paper work despite the hospital having several rounds every hour. In the unfreezing period she has describe to nurses of the importance of the sheet and how to sign, in the moving stage she let the nurses give their opinions on the system and lastly in the refreezing stage she went round and made sure nurses make this a daily habit. In my own opinion, I believe that Lewin’s theory is more appropriate for my project since most nurses’ push for change receiving less resist from people.

There are several change theories that would be good to use for the implementation of my capstone change project. After discussing these theories with my preceptor and listening to her stories of success as well as failures, we decided Lewin’s change theory will work best in implementing my change project at the acute care hospital, because there will need to be a strong push for this to be accepted into practice. She had successfully used this theory in the hospital when implementing changes in the past, but she supports the idea that depending on the theory or approach, the outcome can be ve.

Hospitals around the world were impacted by the Covid-19 pandemic. Early during the pandemic is was not clear how health care utilization and spending would change. Most expected health cost to increase during the pandemic but surprisingly statistics show that health care use and spending decreased dramatically in 2020 due to cancellations of elective care to increase hospital capacity and social distancing to help reduce the spread of Covid-19. The drop in health spending in 2020 reflects a decrease in utilization for non-Covid medical care. (Cox et al., 2021)
As the health care industry maneuvered through the pandemic it became evident that the quality of nursing would be changed forever. Health care professionals had to make daily changes in the way they cared for Covid-19 patients. This in turned changed the quality of care. Health care professionals were forced to change their daily routines in how they cared for patients due to the limited supplies of personal protective equipment. Limiting bedside care to minimize possible nurse exposure to the virus.
Although burnout in the health care professional began long before the Covid-19 pandemic, health care leaders will learn from the past and work toward implementing change, so it does not continue. Challenges that nurses have faced during and after the Covid-19 pandemic are burnout, compassion fatigue, depression, and post-traumatic stress disorder. With the already acknowledged shortage of nurses across the nation the psychological issues if not addressed will lead to nurses finding new careers. The clinical aspect of the health care industry continues to be deeply affected by this.
My change project interventions will have a direct impact on the financial, quality, and clinical aspect of the health care industry.
The health care industry cannot function without nurses and their knowledge and specialties. Each department of the hospital requires nurses to have special knowledge for the department to run smoothly and care for patients. Elective surgeries generate millions of dollars to a hospital therefore nurses and other health care professionals are needed to provide care and generate this type on income.
As the health care industry makes strides to return to a “new normal” nurses will be able to conduct bedside care with less fear of being exposed to Covid-19.
With support from administration my change project will have an impact on the mental health of health care professionals that have treated Covid-19 patients. With mental health support, telemedicine evaluations, and Chaplains on call for counsel and prayer psychological issues will be reduced, reducing burnout, stress, depression, compassion fatigue, and post-traumatic stress disorder.
By offering health care professionals psychological support will indirectly affect overall hospital production, income, and patient satisfaction.

The inclusion of evidence-based practice provides nurses with the scientific research and experience to make a comprehensive decision. The practice enables the nurses to re-evaluate the risks and only adopt the best mechanism to ensure an improved patient outcome. Patients are also able to receive the best available outcomes. It is very advisable to move the nursing practice to be evidence-based to ensure that there is patient-centered care that is safe, inclusive, and effective. However, there have been barriers towards this progress since only 15% of U.S practice is evidence-based. One of the barriers which have led to lagging behind in adopting evidence-based practice is nurse shortage. Evidence-based practice requires massive documentation and research together with increased testing and experience. This requires a large human resource which is not available due to nurse shortage across the united states (Stavor et al., 2017). This has acted as a barrier towards the goal of moving practice to evidence-based. The government should employ more nurses and also dedicate some of the workforces specifically to matters to do with shifting traditional caregiving to EBP.
The second barrier is unsupportive administration. Research indicates that over 70% of nurses know about evidence-based practice, but the barriers to the practice in a clinical setting make it hard for them to adopt it. To move practice to EBP requires active collaboration from all stakeholders and more so from the administration of the healthcare setting. However, most administrations have been termed as unsupportive for the move due to the challenges of resources involved in the move. EPB presents a huge cost in the beginning due to its data requirements. However, it is able to reduce the cost of healthcare by 35% after its implementation. Lack of support from the management makes it hard to move nursing practice to EBP in a clinical setting since it’s a collaborative activity that requires dedicated and goal-oriented leadership (Duncombe, 2018). Policies and regulations should be created which force the push to enable the administration of various healthcare to have no otherwise but to comply in the shift.

The health care personnel possess unique skills in handling all types of disasters. It is the function of public health workers to assess disaster victims and determine the extent of their injuries (Murray, Aitsi-Selmi, & Blanchard, 2015). Since their cases are of urgency, the public health department is tasked with prioritizing their cases. Additionally, they collaborate with other departments in the hospital care organization to provide emotional and material support to the disaster victims. I can relate to the ethical distress that occurs when working with the underserved population in a small community hospital. I work in a small community hospital where we lack many resources and equipment that the larger hospitals have. We have doctors that order medications or treatments needing certain supplies and sometimes I have to tell the doctors that we don't carry what they ordered and offer an alternative. The doctors get very frustrated because the patient's health gets compromised due to lack of resources.

Aspects of medically underserved communities face more ethical and moral dilemmas than adequately served populations. These communities face problems such as lack of resources, low budgets, lack of medical training opportunities, and lack of medical providers. On top of these issues, some communities are forced to become untrusting of their healthcare providers due to their inability to fully treat the necessities of the population which, as stated before, stems from the inability to procure appropriate resources most of the time (Lo & Brody, 2007).
Some communities that are underserved are actually part of major cities. For example, the homeless population in San Diego, or even the lower-class community who doesn’t quite make enough money for insurance. They all live in a large area with healthcare nearby but that doesn’t mean they necessarily have access to it. We did an assignment on the Health Resources and Service Administration a couple of weeks ago. They are a great example of resources for this population and those who don’t have access to high quality healthcare (HRSA, 2020).

Just as we need other infrastructure such as roadways, power grids, water supply or other fundamental services necessary for our society to function well, we need to have a network of public health "infrastructure" to form the base of our public health services. Franklin Delano Roosevelt stated: "The success or failure of any government in the final analysis must be measured by the well-being of its citizens. Nothing can be more important to a state than its public health; the state's paramount concern should be the health of its people".
In the United States, governments at all levels (federal, state, and local) have a specific responsibility to strive to create the conditions in which people can be as healthy as possible.

Just like we need an efficient transport infrastructure to facilitate a seamless movement within and outside a given place, efficient health infrastructure is what ensures the nation is healthy. According to Healthy People 2020, the goal of having an efficient Public health infrastructure is ensuring that the federal, state, tribal, territorial, and local health agencies have the necessary infrastructure to provide essential public health services efficiently. With a sufficient public health infrastructure, communities, states, and the nation at large will have the ability to prevent disease, promote health, and prepare for and respond to both acute- emergency threats and chronic- ongoing challenges to health. According to Healthy People 2020, an excellent public health infrastructure depends on a wide range of processes such as immunizations, infectious disease monitoring, quality drinking water, injury prevention, up-to-date information systems, and public health organizations with the ability to assess and respond to community needs.
Looking at the U.S public health infrastructure and some of the key characteristics that would define a robust infrastructure, I do not think our infrastructure is solid enough. Our health care system has been described by a wide range of literature as the most expensive in the world but has a poor quality and safety record compared to other developed nations (Squires & Anderson, 2015). Secondly, looking at the major disease burden affecting the healthcare system, I would say that our infrastructure has been focused more on profit maximization. Most of these conditions are preventable. I cannot understand why an important medication such as insulin for over 30 million diabetic Americans is still a patented product and sold by a few companies. In an article by Belluz, the inventors of insulin thought it was unethical to patent a life saving drug and sold it to university of Toronto for $ 1. However, if the investors were alive today, they would be shocked to death to realize that the price of insulin has been on an upward trajectory and some patients have to forego their injection because of the.

In the African American society, they have more struggles then most, they are taught not stay quiet and not express things that “whites” would not like. “Individuals and families who are below the poverty level or lack adequate resources have limited access to health care services such as prenatal and maternal care, childhood immunizations, dental checkups, well-child care, and a wide range of other health promoting and preventive services” (Mandel,2013,page.32). These societies have been turned away and forgot for years, and the need help and assistance that can help improve their health.
Many of the health problems of Native Americans can be linked directly to the social and economic conditions described (Mandel,2013, page.33). Both African Americans and Native Americans suffer from the same stigma, the culture does not have enough to ensure safety and quality among all members. Asian Americans
are individuals with origins in far East, Southeast Asia and Indian Subcontinent (U.S. Department of Health and Human Services Office of Minority Health, 2019). Asian Americans are most at risk for heart disease, stroke, cancer, and diabetes (U.S. Department of Health and Human Services Office of Minority Health, 2019). The CDC (2020) reports 11.7% obesity rate and 8.3% with poor health.
Latino/Hispanic Americans
are individuals from Cuba, Mexico, South or Central America, Spanish Culture, Puerto Rico. Latino Americans have a much higher rate of obesity when compared to Asian Americans. The CDC (2020) reports over 48.4% Latino Americans are diagnosed with obesity. 20.1% are not insured, when compared to Asian Americans 7.4% do not have coverage. Latino Americans also have a leading cause of death of cancer, heart disease and unintentional injuries (CDC, 2020).
Both populations have similar health issues, but Latino Americans have a greater obesity rate than Asian Americans. Furthermore, Latino Americans have a greater percentage of individuals uninsured.

In my nursing experience, I have encountered an ethical dilemma about “healthcare needs vs. resource allocation.” At my previous facility, their budget was limited, and we were a lack of medical supplies, such as blood pressure monitors, needles, foley catheter, etc. Doctors ordered medical treatments for patients, but due to the lack of the supplies, we were not able to carry out the orders on time. As a nurse, I wanted to follow the principle of beneficence, which is clinicians have a duty to provide appropriate care and benefit to a patient. (Bann & Parke, 2018) However, I was not able to follow it several times and felt patients did not get quality care from us. I reported the issue to managers, but the issue was not solved right away. According to Duquesne University (2020), the rising cost of healthcare is increasingly putting nurse managers at odds with budgeting constraints and patient needs. A large number of medical facilities have scarce resources, which puts patients at risk for not getting the care they need. (Duquesne University, 2020)
Several months later, a new DON came to the facility, and she listened to our concerns. She hired a person who managed medical supplies of the facility. After that, the issue was improved. I learned that the management is very important for nurses and staff to provide quality care to patients. Also, nurses need to speak up the issues that affect patient’s safety. According to Haddad & Geinger (2020), it is important that the patient is protected by reporting any misconduct or potential safety concern. Also, the code of ethics for nurses from American Nurse Association states that the nurse promotes, advocates for, and protects the rights, health, and safety of the patient. (Haddad & Geinger, 2020)

Nurses are in a unique position when it comes to ethics in healthcare because of their close relationships with patients. As a nurse not only is it important for protecting your patient but coping with dilemmas and feeling confident enough to speak up when it is critical for your well-being. The most frequently occurring and stressful ethical situations are protecting patient’s rights, staffing, advanced care planning, and decision making (Rainer, Schneider, & Lorenz, 2018). In my nursing career, the ethical dilemma that has affected me most is honesty and withholding information. A young boy was brought in and admitted to the hospital and I was the one taking care of him. The tests were done and the boy was diagnosed with cancer. When the boy’s parents got the news they withheld the information from the boy to protect his emotions. However the boy’s age, he deserved to know about his medical condition. Even after a long conversation with the parents about the issue they still froze-off my opinions. Nursing ethics advocates for truth-telling or veracity, as a key factor in nurse-patient relationships while on the other hand decided to share the information with the patient would be go.

For a long time health care was all about health care professionals taking control of a patients care, lacking involvement of the patient, which only enabled the patient once they were discharged from care. The last decade or so patients have been hearing the continuous message from health care professionals about getting involved in their care (Vahdat et al., 2014). Patients with chronic conditions should especially be taking control of their own health care, which includes taking medications properly and being on top of scheduling and attending appointments. I think what has changed mostly in patients having control of their own health care, is that health care professionals provide education and information to patients that uses involvement of health care professional and patient. This empowers patients to take control and see positive outcomes with their health. Doctors are known to be the point of contact of all the information, which is why I think for many years patients just had the health care professional take full control of their care because they had full trust in their knowledge and experience. Patients having control of their own health care is important when it comes to decision making about their health care. If the patient has always relies on health care professionals, they won’t have the knowledge of what decisions must be made to better their care (Flavo, 2011).
The biggest change I have seen with patients being able to have more control over their health care is patients now have full access to their own medical records which includes doctors notes, labs, and other results (Vahdat et al., 2014). Another reason why this change of patients having control of their health care has made an impact on medical costs according to a study in 2013. Patients who were encouraged to take control of their own health care were seen to have an overall of 5.3% lower medical costs, 12.5% fewer hospital admission and fewer elective surgeries (Vahdat et al., 2014). Of course, patient involvement is not new but it is becoming more of a necessity in the health care system. Overall, the best part about this change, is that empowers patients to stay healthy and have an easier access to their results and communication with their providers.

Abstract:
This project report discusses the MEMS selection process, initial setup and wiring of the
MEMS device, problems/difficulties encountered, and internal inspection and functionality of
an OMRON D6F-P0010A2 MEMS Mass Flow Sensor. The internal inspection reveals the
functionality, principles, and theories that govern operation of a thermal mass flow sensor.
Selection criteria for the MEMS device is also discussed, as well as the importance of having the
correct connections and equipment to power and communicate with a micro device.
Introduction:
The OMRON D6F-P series of flow sensors offers compact size, excellent accuracy, and a
dust segregation system that allows the flow sensor to be used in dirty, dusty environments.
Because of the micro device’s size, it can be used in very tight, space-critical applications. Mass
flow sensors similar to the D6F-P line are being used in many applications today. The most
common use for flow sensors is within the automotive industry. Flow sensors are used to
monitor the amount of air flowing through the intake system and into the combustion
chamber. The onboard computer then uses that data, along with several other sensor’s data, to
calculate the proper air-to-fuel ratio for the current running conditions. Flow sensors are also
used to control engine idle, monitor recirculatory exhaust systems, and keep the interior of the
vehicle cool and comfortable.
Flow sensors have also seen an increase use within the HVAC industry. Because of OMRON’s
dust segregation system, the D6F line of MEMS flow sensors can be used to monitor air in nasty
environments. Micro flow sensors typically have a maximum flow rate of 1.0 LPM. The low flow
rate allows the sensor to be placed within a bypass system. The flow rate of the bypass air is
then proportional to the flow rate for the entire system.
Selection Process:
The OMRON D6F-P0010A2 sensor was selected for several reasons. Firstly, because of
my experience with various flow sensors on-the-job and in automotive repair work. I have
worked with several different flow sensors but have never had the opportunity to open one
and discover how it works. Being so familiar with their functionality and importance, especially
within the automotive industry, I was very excited to see the internal w.

1. This weeks forum discussion brings up the idea of a 'Lone Wolf' and leaderless resistance.
What are some of the psychological and behavioral factors that appear to be most prevalent among lone wolf terrorist?
Since the tragedy of 9/11, lone wolf actors have become the predominant issue regarding terrorist actions around the world. Lone-wolf terrorist carry out their intent without direct support from sponsoring organizations. Through research it is clear that one prevalent pyschological trait that stuck out was how impulsive and reactionary these people can be. The motivation to carry out violence stems from a skewed understanding that those that may follow or support a specific cause would do the same. Much care and admiration for a certain belief is required for someone to start down this path. From a psychological standpoint, there have been countless terrorist throughout history who have not suffered from mental disorder and still have terrorist like behavior. In the case of Vera Zasulich, who was an anti-czarist, was radicalized by the mistreatment of one of her fellow students at a peaceful activist rally. With that happening, she felt that the people in charge should die and attempted to assassinate General-Govenor Trepov. After shooting the Govenor, she should stood by and awaited the police (Moskalenko & McCauley, 2011). She knowingly committed the crime understanding the circumstances under her own reasoning. Her ending was much different than most terrorist who commit crime, but it ties into the original thought that having a passion towards something and becoming triggered was something many terrorist have in common.

During this time and age it seems like most terrorist are triggered by what is actively occuring around them. Whether it be political disagreements, the leader of a specific movement, the integration of new technology, or even a president. The lone-wolf attacks in an open and free society, which makes it simpler for these individuals to move, but also commit these crimes (Gartenstein-Ross, 2014). The international causes have somewhat taken a back seat to the domestic occurrences terrorists readily observe. However, I don't think the international issues aren't causing prbolems that those its affecting, but in regards to terrorist attacks, I do not believe they are higher on the radar of lone-wolf terrorist.

For planners, nothing is more important or essential than protecting the quality of life. Planners have a set of skills that can assist in the Mitigation planning for the community. Most planners have training in involving the public. During their time many planners had acquired considerable experience in the field, many of them are well aware that planning involved political consideration.
One of the most challenging task for the planners is the involvement in integrating hazard mitigation. The process to leverage the elements of the community in making it safe and achieve a reduction in losses of life and property. Planners can initiate public dialogue before the disaster strikes. One of the goals of the planners is to integrate hazard mitigation into a large plan to ensure the safety of the community. Not only planners are responsible for the safety of the community many organizations rely on the planners as the planners rely on them to ensure a safe community. Scientific and technical sources, civil and structural engineers provide data, and geologists, hydrologists, climate and weather specialist along other are involved in the planning of the hazard mitigation. During the planning phase, many organizations are involved, including city officials, local police, fire department. Park officials, hospital, stakeholders, local government, public, and private sector they all play a role in the mitigation phase.
After planners had identified all the possible hazards to ensure a safe community the role of implementing or preparing local mitigation plans should be handle by the Emergency Management department. FEMA requirements normally are administrated by Emergency Managers, they’re trained in many areas including knowledge on evacuation routes. Widely used nursing theories include Lewin’s 3 stage model and Lippits phase theory. The Lewin’s change theory consist of three stages including unfreezing, moving and refreezing stages. Unfreezing stage is when you recognize a change is needed, then you move to the phase when the change occurs and refreezing stage happens after equilibrium is established leading to satisfactory results and the cycles goes on and on. A distinct feature of Lewin theory is that it contains both driving forces and resisting forces and for the theory to be successful then the driving must overcome resistant forces. Lippits, Watson and Westley seven phase theory, first phase entails diagnosing the problem, assessing motivation, and capacity for change, evaluating change agent’s motivation and resource, choosing the appropriate role of the change agent, maintaining difference and last phase is termination of the help relationship (Tappen, 2016).
Lippits theory expands on Lewin’s model of change into the seven steps mentioned above as well it is more comparable to nursing process hence there is no significance difference between the two (Alageel, Gulliford, McDermott & Wright, 2018). However, Lewin’s is built on three fundamental steps thereby facing a lot of criticism since nursing is more complicated than the three levels. Similarly, both theories are widely used in nursing and both requires nurses who are willing and want to make change. The mentor has applied Lewin’s change theory because she has successfully introduced a new paper work despite the hospital having several rounds every hour. In the unfreezing period she has describe to nurses of the importance of the sheet and how to sign, in the moving stage she let the nurses give their opinions on the system and lastly in the refreezing stage she went round and made sure nurses make this a daily habit. In my own opinion, I believe that Lewin’s theory is more appropriate for my project since most nurses’ push for change receiving less resist from people.

There are several change theories that would be good to use for the implementation of my capstone change project. After discussing these theories with my preceptor and listening to her stories of success as well as failures, we decided Lewin’s change theory will work best in implementing my change project at the acute care hospital, because there will need to be a strong push for this to be accepted into practice. She had successfully used this theory in the hospital when implementing changes in the past, but she supports the idea that depending on the theory or approach, the outcome can be ve.

Hospitals around the world were impacted by the Covid-19 pandemic. Early during the pandemic is was not clear how health care utilization and spending would change. Most expected health cost to increase during the pandemic but surprisingly statistics show that health care use and spending decreased dramatically in 2020 due to cancellations of elective care to increase hospital capacity and social distancing to help reduce the spread of Covid-19. The drop in health spending in 2020 reflects a decrease in utilization for non-Covid medical care. (Cox et al., 2021)
As the health care industry maneuvered through the pandemic it became evident that the quality of nursing would be changed forever. Health care professionals had to make daily changes in the way they cared for Covid-19 patients. This in turned changed the quality of care. Health care professionals were forced to change their daily routines in how they cared for patients due to the limited supplies of personal protective equipment. Limiting bedside care to minimize possible nurse exposure to the virus.
Although burnout in the health care professional began long before the Covid-19 pandemic, health care leaders will learn from the past and work toward implementing change, so it does not continue. Challenges that nurses have faced during and after the Covid-19 pandemic are burnout, compassion fatigue, depression, and post-traumatic stress disorder. With the already acknowledged shortage of nurses across the nation the psychological issues if not addressed will lead to nurses finding new careers. The clinical aspect of the health care industry continues to be deeply affected by this.
My change project interventions will have a direct impact on the financial, quality, and clinical aspect of the health care industry.
The health care industry cannot function without nurses and their knowledge and specialties. Each department of the hospital requires nurses to have special knowledge for the department to run smoothly and care for patients. Elective surgeries generate millions of dollars to a hospital therefore nurses and other health care professionals are needed to provide care and generate this type on income.
As the health care industry makes strides to return to a “new normal” nurses will be able to conduct bedside care with less fear of being exposed to Covid-19.
With support from administration my change project will have an impact on the mental health of health care professionals that have treated Covid-19 patients. The inclusion of evidence-based practice provides nurses with the scientific research and experience to make a comprehensive decision. The practice enables the nurses to re-evaluate the risks and only adopt the best mechanism to ensure an improved patient outcome. Patients are also able to receive the best available outcomes. It is very advisable to move the nursing practice to be evidence-based to ensure that there is patient-centered care that is safe, inclusive, and effective. However, there have been barriers towards this progress since only 15% of U.S practice is evidence-based. One of the barriers which have led to lagging behind in adopting evidence-based practice is nurse shortage. Evidence-based practice requires massive documentation and research together with increased testing and experience. This requires a large human resource which is not available due to nurse shortage across the united states (Stavor et al., 2017). This has acted as a barrier towards the goal of moving practice to evidence-based. The government should employ more nurses and also dedicate some of the workforces specifically to matters to do with shifting traditional caregiving to EBP.
The second barrier is unsupportive administration. Research indicates that over 70% of nurses know about evidence-based practice, but the barriers to the practice in a clinical setting make it hard for them to adopt it. To move practice to EBP requires active collaboration from all stakeholders and more so from the administration of the healthcare setting. However, most administrations have been termed as unsupportive for the move due to the challenges of resources involved in the move. EPB presents a huge cost in the beginning due to its data requirements. However, it is able to reduce the cost of healthcare by 35% after its implementation. Lack of support from the management makes it hard to move nursing practice to EBP in a clinical setting since it’s a collaborative activity that requires dedicated and goal-oriented leadership (Duncombe, 2018). Policies and regulations should be created which force the push to enable the administration of various healthcare to have no otherwise but to comply in the shift.

The public health department’s role during natural disasters is to provide practical assistance in time to disaster victims to facilitate relief measures and rehabilitation services. The health care personnel possess unique skills in handling all types of disasters. It is the function of public health workers to assess disaster victims and determine the extent of their injuries (Murray, Aitsi-Selmi, & Blanchard, 2015). Since their cases are of urgency, the public health department is tasked with prioritizing their cases. Additionally, they collaborate with other departments in the hospital care organization to provide emotional and material support to the disaster victims. Counseling sessions and programs are also conducted by public health professionals to ensure that victims retain their emotional stability (Khorram-Manesh, 2020). Preventive and acute care needs are also offered to the disaster victims by the public health care personnel. It is also the role of healthcare workers to report to government authorities the number of disaster victims, the extent of their injuries, and the support they require while taking medication. In addition to that, public health workers are supposed to ensure that the emergency alert and response team is always ready to accommodate disaster victims.

A main component of public health department is safety. Public health department makes reference to all the possible strategies that can be implemented to assure the safety of workers while performing their jobs. The purpose of public health department is to prevent hazards and reduce potential harmful incidents that can occur in the workplace. I can relate to the ethical distress that occurs when working with the underserved population in a small community hospital. I work in a small community hospital where we lack many resources and equipment that the larger hospitals have. We have doctors that order medications or treatments needing certain supplies and sometimes I have to tell the doctors that we don't carry what they ordered and offer an alternative. The doctors get very frustrated because the patient's health gets compromised due to lack of resources.

Aspects of medically underserved communities face more ethical and moral dilemmas than adequately served populations. These communities face problems such as lack of resources, low budgets, lack of medical training opportunities, and lack of medical providers. On top of these issues, some communities are forced to become untrusting of their healthcare providers due to their inability to fully treat the necessities of the population which, as stated before, stems from the inability to procure appropriate resources most of the time (Lo & Brody, 2007).
Some communities that are underserved are actually part of major cities. For example, the homeless population in San Diego, or even the lower-class community who doesn’t quite make enough money for insurance. They all live in a large area with healthcare nearby but that doesn’t mean they necessarily have access to it. We did an assignment on the Health Resources and Service Administration a couple of weeks ago. They are a great example of resources for this population and those who don’t have access to high quality healthcare (HRSA, 2020).

Just as we need other infrastructure such as roadways, power grids, water supply or other fundamental services necessary for our society to function well, we need to have a network of public health "infrastructure" to form the base of our public health services. Franklin Delano Roosevelt stated: "The success or failure of any government in the final analysis must be measured by the well-being of its citizens. Nothing can be more important to a state than its public health; the state's paramount concern should be the health of its people".
In the United States, governments at all levels (federal, state, and local) have a specific responsibility to strive to create the conditions in which people can be as healthy as possible.

Just like we need an efficient transport infrastructure to facilitate a seamless movement within and outside a given place, efficient health infrastructure is what ensures the nation is healthy. According to Healthy People 2020, the goal of having an efficient Public health infrastructure is ensuring that the federal, state, tribal, territorial, and local health agencies have the necessary infrastructure to provide essential public health services efficiently. With a sufficient public health infrastructure, communities, states, and the nation at large will have the ability to prevent disease, promote health, and prepare for and respond to both acute- emergency threats and chronic- ongoing challenges to health. According to Healthy People 2020, an excellent public health infrastructure depends on a wide range of processes such as immunizations, infectious disease monitoring, quality drinking water, injury prevention, up-to-date information systems, and public health organizations with the ability to assess and respond to community needs.
Looking at the U.S public health infrastructure and some of the key characteristics that would define a robust infrastructure, I do not think our infrastructure is solid enough. Our health care system has been described by a wide range of literature as the most expensive in the world but has a poor quality and safety record compared to other developed nations (Squires & Anderson, 2015). Secondly, looking at the major disease burden affecting the healthcare system, I would say that our infrastructure has been focused more on profit maximization. Most of these conditions are preventable. I cannot understand why an important medication such as insulin for over 30 million diabetic Americans is still a patented product and sold by a few companies. In an article by Belluz, the inventors of insulin thought it was unethical to patent a life saving drug and sold it to university of Toronto for $ 1. However, if the investors were alive today, they would be shocked to death to realize that the price of insulin has been on an upward trajectory and some patients have to forego their injection because of the.

In the African American society, they have more struggles then most, they are taught not stay quiet and not express things that “whites” would not like. “Individuals and families who are below the poverty level or lack adequate resources have limited access to health care services such as prenatal and maternal care, childhood immunizations, dental checkups, well-child care, and a wide range of other health promoting and preventive services” (Mandel,2013,page.32). The CDC (2020) reports 11.7% obesity rate and 8.3% with poor health.
Latino/Hispanic Americans
are individuals from Cuba, Mexico, South or Central America, Spanish Culture, Puerto Rico. Latino Americans have a much higher rate of obesity when compared to Asian Americans. The CDC (2020) reports over 48.4% Latino Americans are diagnosed with obesity. 20.1% are not insured, when compared to Asian Americans 7.4% do not have coverage. Latino Americans also have a leading cause of death of cancer, heart disease and unintentional injuries (CDC, 2020).
Both populations have similar health issues, but Latino Americans have a greater obesity rate than Asian Americans. Furthermore, Latino Americans have a greater percentage of individuals uninsured.

In my nursing experience, I have encountered an ethical dilemma about “healthcare needs vs. resource allocation.” At my previous facility, their budget was limited, and we were a lack of medical supplies, such as blood pressure monitors, needles, foley catheter, etc. Doctors ordered medical treatments for patients, but due to the lack of the supplies, we were not able to carry out the orders on time. As a nurse, I wanted to follow the principle of beneficence, which is clinicians have a duty to provide appropriate care and benefit to a patient. (Bann & Parke, 2018) However, I was not able to follow it several times and felt patients did not get quality care from us. I reported the issue to managers, but the issue was not solved right away. According to Duquesne University (2020), the rising cost of healthcare is increasingly putting nurse managers at odds with budgeting constraints and patient needs. A large number of medical facilities have scarce resources, which puts patients at risk for not getting the care they need. (Duquesne University, 2020)
Several months later, a new DON came to the facility, and she listened to our concerns. She hired a person who managed medical supplies of the facility. After that, the issue was improved. I learned that the management is very important for nurses and staff to provide quality care to patients. Also, nurses need to speak up the issues that affect patient’s safety. According to Haddad & Geinger (2020), it is important that the patient is protected by reporting any misconduct or potential safety concern. Also, the code of ethics for nurses from American Nurse Association states that the nurse promotes, advocates for, and protects the rights, health, and safety of the patient. (Haddad & Geinger, 2020)

Nurses are in a unique position when it comes to ethics in healthcare because of their close relationships with patients. As a nurse not only is it important for protecting your patient but coping with dilemmas and feeling confident enough to speak up when it is critical for your well-being. The most frequently occurring and stressful ethical situations are protecting patient’s rights, staffing, advanced care planning, and decision making (Rainer, Schneider, & Lorenz, 2018). In my nursing career, the ethical dilemma that has affected me most is honesty and withholding information. A young boy was brought in and admitted to the hospital and I was the one taking care of him. The tests were done and the boy was diagnosed with cancer. When the boy’s parents got the news they withheld the information from the boy to protect his emotions. However the boy’s age, he deserved to know about his medical condition. Even after a long conversation with the parents about the issue they still froze-off my opinions. Nursing ethics advocates for truth-telling or veracity, as a key factor in nurse-patient relationships while on the other hand decided to share the information with the patient would be go.

For a long time health care was all about health care professionals taking control of a patients care, lacking involvement of the patient, which only enabled the patient once they were discharged from care. The last decade or so patients have been hearing the continuous message from health care professionals about getting involved in their care (Vahdat et al., 2014). Patients with chronic conditions should especially be taking control of their own health care, which includes taking medications properly and being on top of scheduling and attending appointments. I think what has changed mostly in patients having control of their own health care, is that health care professionals provide education and information to patients that uses involvement of health care professional and patient. This empowers patients to take control and see positive outcomes with their health. Doctors are known to be the point of contact of all the information, which is why I think for many years patients just had the health care professional take full control of their care because they had full trust in their knowledge and experience. Patients having control of their own health care is important when it comes to decision making about their health care. If the patient has always relies on health care professionals, they won’t have the knowledge of what decisions must be made to better their care (Flavo, 2011).
The biggest change I have seen with patients being able to have more control over their health care is patients now have full access to their own medical records which includes doctors notes, labs, and other results (Vahdat et al., 2014). Another reason why this change of patients having control of their health care has made an impact on medical costs according to a study in 2013. Patients who were encouraged to take control of their own health care were seen to have an overall of 5.3% lower medical costs, 12.5% fewer hospital admission and fewer elective surgeries (Vahdat et al., 2014). Of course, patient involvement is not new but it is becoming more of a necessity in the health care system. Overall, the best part about this change, is that empowers patients to stay healthy and have an easier access to their results and communication with their providers.

Under Augustus, the empire experienced the Pax Romana, a 200-year period of relative peace and stability. Augustus reformed the military, established efficient administrative systems, and initiated grand construction projects. The empire's borders expanded, encompassing territories from Britain to Egypt and from Spain to the Euphrates. Roman legions, renowned for their discipline and engineering prowess, secured and maintained these vast territories, building roads, fortifications, and cities that facilitated control and integration.
The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. Latin, the Roman language, became the lingua franca of the Western world, influencing numerous modern languages.
Roman architecture and engineering achievements were monumental. They perfected the arch, vault, and dome, constructing enduring structures like the Colosseum, Pantheon, and aqueducts. These engineering marvels not only showcased Roman ingenuity but also served practical purposes, from public entertainment to water supply.
