Razvojna agencija Sinergija - Development Agency Sinergija was established in 1998 as a sub-
regional development agency for 11 municipalities in Pomurje Region and is responsible for
their development project preparation and execution.
Our mission is promotion of the entrepreneurship and coordination of the economic and spiritual
development of countryside. We have quite good skilled, educated and permanent staff.
DA Sinergija is non-profit and non-government organization; body governed by public law
(according to Directive 2004/18/EC, Art. 1) with legal status of non-profit Ltd owned by founder
municipalities & chambers.
Development Agency Sinergija has participated or is still participating in various national and
international, interregional co-operations and Structural Funds financed projects, either as a
lead partner or as a partner.
Some of them, especially referring to the sustainable development application, are:
- Setting up of local development coalition; setting up and management of the Local
Development Agency for the sub-region (local development coalition of 11
Municipalities) in Pomurje region, 1996-2012, local initiative with support of national
partners, Municipality of Moravske Toplice and other municipalities of 'Sinergija' Local
Development Coalition;
- Creation and supporting of energy management agency in the Pomurje region (Slovenia),
Local Energy Agency for Pomurje (LEA Pomurje), 2004-2012, supported by EU
Intelligent Energy - Europe programme – Initiator, project holder and key partner by
implementation;
- Building up and supporting of Local Development Foundation of Pomurje - Regional
cross point for NGOs in Pomurje Region, 2006-2012 – initiator and key partner by
implementation;
- Building up and management of Local Action Group (LAG) Goričko – LEADER
Programme, EAGGF, 2009-2012;
- Preparation and execution of regional and local development strategies and action plans
in Pomurje region 2004-2012;
- Preparing of Development programme - strategy of Goričko municipalities and of
Beltinci municipality, 1998-2012, municipality initiative;
- Preparing of the Regional Development Strategy in the Tri-D Border Region Slovenia-
Austria-Hungary, 1998-1999, supported by RS Ministry of Economy and EU Phare CBC
programme;
- Investing in health and development in Pomurje region – main (cover) implementation
movement for key execution projects in Pomurje region, 2002-2012, Supported by
Ministry for health of Republic of Slovenia and RDA Mura;
- Pilot activities in frame of Special Preparatory Programme for Structural Funds (SL-
9804) and PNDP – design and execution of the project “New business (infra) structures
in the role of stimulating the economic restructuring of rural areas in Pomurje region”,

energy in agriculture /vegetables production;
- HR development projects and ICT /e-Contents projects management, advising for local
authorities and SME’s;
- All life learning centre for Prekmurje area (European Social Found 2005-2007 lead
partner); All life learning centre for Pomurje Region (European Social Found 2008-2013,
partner);
- Development and execution of numerous regional, cross-border and international
cooperation projects;
- Development and execution of numerous cross-border cooperation projects (Mura river
Mill-alliance; Comprehending our neighbours (1999-2002, Phare CBC Small Project
Fund Slo-H-A);
- Permanent support for SME in Pomurje region: Provider of VEM Point (One-Stop-Shop
Point) for coalition of our 11 founder municipalities; E-vouchers consultation for SMEs
provider for coalition of our 11 founder municipalities; Clustering of SME’s in the region;
Development of model for transfer of good practices “Development of entrepreneurship
/entrepreneurial ideas on countryside”, 1996-2012, supported by Public Agency of the
Republic of Slovenia for Entrepreneurship and Foreign Investments – JAPTI (PCMG);
- Building up and management of local development fund of Beltinci municipality and of
Development fund of municipalities of 'Sinergija' Local Development Coalition, 1996;
- DA Sinergija is a reference centre for promotion of e-business among SME's in Pomurje
Region – since 2002, authorized by Public Agency of the Republic of Slovenia for
Entrepreneurship and Foreign Investments – JAPTI (PCMG);
- Some referential ICT projects: Provider of public accessible e-Point for local inhabitants;
"E-entrepreneur" (2003-04, Phare CBC, lead partner); "Youth, Entrepreneurship and
advanced technology" (2002-03, Phare CBC, lead partner); "Computer literacy for
adults" (ESF 2005,2006, lead partner); Provider of e-learning contents; Implementation
of project "e-Podjetnik / e-Entrepreneur”; Preparation of strategic plan for establishment
of “Goricko & Ravensko pilot e-Region”; Preparation of e-learning courses for SME’s for
preparation of e-business strategies for enterprises; computer literacy trainings for
unemployed people in Pomurje Region;
- RES & RUE projects development and management; Support with promotion of RES
usage and RUE measures on local, regional and national initiative and seeking for
credits and financial sources for private sector; Energy consulting encouragement for
households, SME and other public and private institutions and development of energy
accounting, Agency initiative, 2003-today;
- Development and execution of numerous regional, cross-border and international RES &
RUE cooperation projects;

seamless energy-efficient mobility chains for all);
- Co-beneficiary by the IEE 2009 Programme: project BIOGASIN (Sustainable biogas
market development in Central and Eastern Europe);
- Co-beneficiary by the IEE 2008 STEER programme: project EPOMM-PLUS (European
Platform of Mobility Management - Partners Learning Urban Sustainability;
- Co-beneficiary by the IEE Programme: project MODEL (Management of Domains
related to Energy in Local authorities); the objective of the action is to help local
authorities from NMS and CC to become models for citizens and other local authorities;
- Co-beneficiary by the IEE Programme: project PRO.MOTION (creating liveable
neighbourhoods while lowering transport energy consumption); The aim of the project is
to break up the dominance of the private car in residential areas;
- Co-beneficiary by the IEE Programme: project PROBIO (Integrated promotion of the
biodiesel chain); the project encourages integration between production and
consumption in biodiesel supply chain;
- Co-beneficiary by the IEE Programme: project BIOBUSINESS (Business opportunities in
Biomass Sector for SME’s); the project focuses on creation and growth of biomass
related enterprises;
- Co-beneficiary by the IEE Programme: project RESINBUIL (Renewable Energy Sources
in Building Sector, i.e. solar thermal, PV and biomass); the project encourages the use
of small scale RE appliances in buildings;
- Energy-Road (C.O.V.E.), setting up of international (Austria-Slovenia-Hungary)
specialized demonstration and educational road of good practices of using of renewable
energy sources, supported by EU Interreg IIIA programme, Austria-Slovenia and by OP
SI-HU Programme – lead partner;
