Wael Bakr was employed on the eni Iraq B.V Zubair project in southern Iraq from June 2011 to
December 2013, as a Contract Engineer in the C&P Department, Operations Procurement Section.
During that time he was supporting multiple field operational departments particularly to
Maintenance, Production, and Development, in the start up and initial field operations. He was
later supporting Well Operations once the contract development for them transferred from Italy to
Iraq in mid-2012. Wael was able to support these requirements through his familiarity with
procurement processes, a strong sense of dedication, and great flexibility in a constant changing
environment.
Wael further was involved in support of HR and Logistics requirements by Purchase Order or
Contracts, both for Goods and Services. He has an intimate understanding and comprehension of
structural components of contracts, and a pro-active approach in collaborative efforts of Contract
Holders, his C&P colleagues, and the Contractors whom he works during contract development.
Wael managed demanding workloads, frequently having 20-25 ongoing processes, in various stage
of contract development, including high value contracts ranging from 5-15 MM USD, as well as many
contracts that while lower in value are frequently as complex in working with Iraqi vendors whose
international standards, and "good oilfield practice" prove a challenge. By his persistence and
willingness to help those vendors develop he contributed greatly to the project goal of "local
content development"
Wael was also part of a Well Operations "team" that during 2013 executed several contracts in the
60-70MM USD range and were tendering for new contracts in the 200MM USD range.
Wael has the highest ethical standards and awareness of the company's policies and procedures to
assure compliance and conformance to them in all of his work.

Wael showed initiative in learning the projects ERP procurement system (GPS) which interfaces in
the Project ERP system SAP. He had become a capable user of the system and assisted in giving of
his time to support the training of his peers and the de[partment new hires as they have come
aboard.
Wael demonstrated strong professional and communication skills when dealing with the Project
ZFOD Tender Opening Committee in presentation for commercial bid openings of his own tenders,
as well as assisting is non-Arabic speaking C&P colleagues in their presentations.
Wael continually demonstrated a strong team spirit, constantly volunteered to help others with
needs outside his professional role. He is very giving and well respected by his peers, his superiors
and all with whom he interacts.
Wael's departure was a loss to the EIBV C&P Department, but his departure was mandated by
project wide Reduction In Force implementation.
I recommend Wael as a competent and capable employee. He invariably can be the same for any
other organization he may work for in the future.
