MUSCATINE COUNTY EMERGENCY PLAN
I. Purpose
The purpose of this multi-hazard plan is to develop a procedure for warning RAGBRAI® participants and
local citizens of approaching severe weather or other danger and to identify locations of safety where
RAGBRAI participants may seek shelter and protection. Severe weather is the most likely event and will
be stressed.
II. Definitions
A watch means that conditions are favorable for the formation of severe weather in a designated area.
Preparations should be made to protect yourself and the persons around you.
A warning means that a severe thunderstorm or a tornado has been spotted in the area. Immediate
evacuation to a place of safety is necessary.
III. Procedure
1. The National Weather Service and the Muscatine County Joint Emergency Communications Office will
advise all personnel in the field of approaching severe weather in a timely manner.
2. Upon notification of approaching severe weather, the Muscatine County Joint Communications
(MUSCOM) will broadcast all watches and warnings to Muscatine County law enforcement, local fire
departments and support agencies.
3. If a severe thunderstorm warning or tornado warning is issued for Muscatine County, all Law Enforce-
ment Agencies and RAGBRAI officials will be notified by a broadcast from MUSCOM. Law Enforce-
ment officers will announce the warning to all RAGBRAI participants with the public address system.
Riders will be notified to relocate to the nearest emergency shelter. If the National Weather Service
has issued a tornado warning, the outdoor warning sirens shall be activated by MUSCOM per SOP.
4. If any other dangerous situation develops such as a hazardous materials spill, biohazard threat or any
other dangerous situation affecting riders or residents during the RAGBRAI event, the Iowa Depart-
ment of Public Safety will be informed of the nature of the emergency and all local law-enforcement
and emergency personnel will be instructed as to the appropriate action.

Should severe weather threaten or strike Muscatine County during RAGBRAI’s stay, the following procedures
should be used:
Notification and Preparation:
The Davenport office of the National Weather service issues storm watches and warnings for Muscatine County.
Once notification is received, local law enforcement, fire, EMS and other first responders will receive a notification
page from MUSCOM.
Outdoor Warning System
In the event that severe weather is approaching Muscatine County, the following procedures will be used to warn
the population.
Severe Thunderstorm Warning:
1. Law enforcement, fire departments and emergency medical personnel may use vehicle loudspeakers
to notify bikers along the route as well as other designated areas.
2. Instructions given to each group individually as to their designated shelter areas and other individual-
ized instructions.
3. All persons must move to the designated safe areas immediately.
4. See shelter and shuttle bus list attachment.
5. See attached phone list.
Tornado Warning:
1. The outdoor warning sirens will be sounded for a period of three and one half minutes
2. Public address systems in the campgrounds will be separated out by areas and instructions are given
to each group individually as to their designated shelter areas and other individualized instructions.
3. All persons must move to shelters immediately.
4. All persons must remain in designated shelters until receiving official notification that it is safe to
leave the shelters.
5. The RAGBRAI Communications Committee will assist affected persons in taking or making emergency
calls.

Assistance
Assistance in emergency situations will be handled by the following:
1.Law Enforcement personnel with radios, sirens and loud speakers.
2. Fire Department personnel and vehicles with radios, sirens and loud speakers.
3. MUSCOM
4. County Emergency Medical Services personnel using radios, sirens and loud speakers.
Storm spotters will be used from the local storm-spotter network including trained storm-spotting individuals, fire
departments, and law enforcement agencies.
Should a specific emergency occur, the lead agency in the emergency would provide an official spokesperson.

Evacuation Procedure
All persons staying will take shelter as directed by assistance personnel as stated above to shelters and shuttles desig-
nated.
Shuttle Bus Procedure
Upon notification by the transportation director, all buses will discontinue regular routes and will begin implementing
emergency routes. The shuttle busses will be used to transport people to the designated shelter.
If severe weather is expected within two hours of the shuttle bus closing, the bus drivers will be held on notice. If se-
vere weather strikes after the drives have gone home, the transportation director will be contacted and the bus driv-
ers will be recalled.

Additional Information
Emergency Management and the Muscatine County Sheriff’s Department will maintain close contact with the Nation-
al Weather Service by telephone, radio voice links and state teletype. We will monitor our National Weather screen
for the duration of this event in our county. Should the need arise for evacuation, Law Enforcement, Fire, and Emer-
gency Management will be consulted.
All first responding agencies will maintain close contact during RAGBRAI. Our primary concern is the safety of our res-
idents and guests during this event. If there are any questions of omitted items, the Muscatine County Multi-Hazard
Plan will be implemented.
Safety Tips:
Before Lightning Strikes…
 Keep an eye on the sky. Look for darkening skies, flashes of light, or increasing wind. Listen for the sound of thun-
der.
 If you can hear thunder, you are close enough to the storm to be struck by lightning. Go to safe shelter immedi-
ately.
 Listen to NOAA Weather Radio, Social Media, Apps, NOAA Apps, FEMA Apps and commercial radio, television or
the Campground Public Address System for the latest weather forecasts.
When a Storm Approaches…
 Find shelter in a building or car. Keep windows closed and avoid convertibles.
 Telephone lines and metal pipes can conduct electricity. Unplug appliances. Avoid using the telephone or any
electrical appliances. (Leaving electric lights on, however, does not increase the chances of your home being struck by
lightning.)
 Avoid taking a bath or shower, or running water for any other purpose.
 Turn off the air conditioner. Power surges from lightning can overload the compressor, resulting in a costly repair
job!
 Draw blinds and shades over windows. If windows break due to objects blown in the wind, the shades will pre-
vent glass from shattering into your home.

After the Storm Passes…
 Stay away from storm-damaged areas.
 Listen to the radio for information and instructions.
 Listen to the Campground Public Address System.
Stay Tuned for Storm Warnings
 Consult your local radio, TV stations, Social Media, Apps and campground Public Address Systems for updated
storm information.
 Know what tornado WATCH and WARNING means:
 A tornado WATCH means a tornado is possible in your area
 A tornado WARNING means a tornado has been sighted and may be headed for your area. Go to safety
immediately.
 Tornado WATCHES and WARNINGS are issued by the MUSCOM.
When a Tornado WATCH Is Issued…
 Listen to local radio, TV stations and Campground Public Address Systems for further updates.
 Be alert to changing weather conditions. Blowing debris or the sound of an approaching tornado may alert you.
Many people say it sounds like a freight train.
When a Tornado WARNING Is Issued…
 If you are inside, go to the safe place you picked to protect yourself from glass and other flying objects. The tor-
nado may be approaching your area.
 If you are outside in a campground, hurry to the basement of a nearby sturdy building or life flat in a ditch or low-
lying area.
 If you are in a car or mobile home, get out immediately and head for safety (as above).
After the Tornado Passes…
 Watch out for fallen power lines and stay out of the damaged area.
 Listen to the radio or utilize mobile devices and apps for information and instructions.
 Use a flashlight to inspect your situation for damage.
 Do not use candles at any time.

MuscaBus Shuttle Schedule
Catch a ride on our local bus system “MuscaBus.” All rides are $1.00 each and transfers are
free. Buses will leave the alley behind Ruhl and Ruhl every thirty minutes, on the hour, and
on the half hour.
The orange and purple routes are for Friday, July 22nd only.
Please note the separate map for Saturday, July 30th.
Passengers wanting to travel elsewhere on MuscaBus may walk to City Hall to access regu-
lar Saturday route buses.

  • 6. 6 WEATHER PLAN RAGBRAI XLIV MUSCATINE COUNTY EMERGENCY PLAN I. Purpose The purpose of this multi-hazard plan is to develop a procedure for warning RAGBRAI® participants and local citizens of approaching severe weather or other danger and to identify locations of safety where RAGBRAI participants may seek shelter and protection. Severe weather is the most likely event and will be stressed. II. Definitions A watch means that conditions are favorable for the formation of severe weather in a designated area. Preparations should be made to protect yourself and the persons around you. A warning means that a severe thunderstorm or a tornado has been spotted in the area. Immediate evacuation to a place of safety is necessary. III. Procedure 1. The National Weather Service and the Muscatine County Joint Emergency Communications Office will advise all personnel in the field of approaching severe weather in a timely manner. 2. Upon notification of approaching severe weather, the Muscatine County Joint Communications (MUSCOM) will broadcast all watches and warnings to Muscatine County law enforcement, local fire departments and support agencies. 3. If a severe thunderstorm warning or tornado warning is issued for Muscatine County, all Law Enforce- ment Agencies and RAGBRAI officials will be notified by a broadcast from MUSCOM. Law Enforce- ment officers will announce the warning to all RAGBRAI participants with the public address system. Riders will be notified to relocate to the nearest emergency shelter. If the National Weather Service has issued a tornado warning, the outdoor warning sirens shall be activated by MUSCOM per SOP. 4. If any other dangerous situation develops such as a hazardous materials spill, biohazard threat or any other dangerous situation affecting riders or residents during the RAGBRAI event, the Iowa Depart- ment of Public Safety will be informed of the nature of the emergency and all local law-enforcement and emergency personnel will be instructed as to the appropriate action.
  • 7. 7 WEATHER PLAN RAGBRAI XLIV MUSCATINE COUNTY EMERGENCY PLAN Should severe weather threaten or strike Muscatine County during RAGBRAI’s stay, the following procedures should be used: Notification and Preparation: The Davenport office of the National Weather service issues storm watches and warnings for Muscatine County. Once notification is received, local law enforcement, fire, EMS and other first responders will receive a notification page from MUSCOM. Outdoor Warning System In the event that severe weather is approaching Muscatine County, the following procedures will be used to warn the population. Severe Thunderstorm Warning: 1. Law enforcement, fire departments and emergency medical personnel may use vehicle loudspeakers to notify bikers along the route as well as other designated areas. 2. Instructions given to each group individually as to their designated shelter areas and other individual- ized instructions. 3. All persons must move to the designated safe areas immediately. 4. See shelter and shuttle bus list attachment. 5. See attached phone list. Tornado Warning: 1. The outdoor warning sirens will be sounded for a period of three and one half minutes 2. Public address systems in the campgrounds will be separated out by areas and instructions are given to each group individually as to their designated shelter areas and other individualized instructions. 3. All persons must move to shelters immediately. 4. All persons must remain in designated shelters until receiving official notification that it is safe to leave the shelters. 5. The RAGBRAI Communications Committee will assist affected persons in taking or making emergency calls.
  • 8. 8 WEATHER PLAN RAGBRAI XLIV MUSCATINE COUNTY EMERGENCY PLAN Assistance Assistance in emergency situations will be handled by the following: 1.Law Enforcement personnel with radios, sirens and loud speakers. 2. Fire Department personnel and vehicles with radios, sirens and loud speakers. 3. MUSCOM 4. County Emergency Medical Services personnel using radios, sirens and loud speakers. Storm spotters will be used from the local storm-spotter network including trained storm-spotting individuals, fire departments, and law enforcement agencies. Should a specific emergency occur, the lead agency in the emergency would provide an official spokesperson.
  • 9. 9 WEATHER PLAN RAGBRAI XLIV MUSCATINE COUNTY EMERGENCY PLAN Emergency Shelters: Muscatine Center for Strategic Action (MCSA) 312 Iowa Ave. Muscatine, Iowa 52761 Evacuation Procedure All persons staying will take shelter as directed by assistance personnel as stated above to shelters and shuttles desig- nated. Shuttle Bus Procedure Upon notification by the transportation director, all buses will discontinue regular routes and will begin implementing emergency routes. The shuttle busses will be used to transport people to the designated shelter. If severe weather is expected within two hours of the shuttle bus closing, the bus drivers will be held on notice. If se- vere weather strikes after the drives have gone home, the transportation director will be contacted and the bus driv- ers will be recalled.

We will monitor our National Weather screen for the duration of this event in our county. Should the need arise for evacuation, Law Enforcement, Fire, and Emer- gency Management will be consulted. All first responding agencies will maintain close contact during RAGBRAI. Our primary concern is the safety of our res- idents and guests during this event. If there are any questions of omitted items, the Muscatine County Multi-Hazard Plan will be implemented. Safety Tips: Before Lightning Strikes…  Keep an eye on the sky. Look for darkening skies, flashes of light, or increasing wind. Listen for the sound of thun- der.  If you can hear thunder, you are close enough to the storm to be struck by lightning. Go to safe shelter immedi- ately.  Listen to NOAA Weather Radio, Social Media, Apps, NOAA Apps, FEMA Apps and commercial radio, television or the Campground Public Address System for the latest weather forecasts. When a Storm Approaches…  Find shelter in a building or car. Keep windows closed and avoid convertibles.  Telephone lines and metal pipes can conduct electricity. Unplug appliances. Avoid using the telephone or any electrical appliances. (Leaving electric lights on, however, does not increase the chances of your home being struck by lightning.)  Avoid taking a bath or shower, or running water for any other purpose.  Turn off the air conditioner. Power surges from lightning can overload the compressor, resulting in a costly repair job!  Draw blinds and shades over windows. If windows break due to objects blown in the wind, the shades will pre- vent glass from shattering into your home.
  • 11. 11 WEATHER PLAN RAGBRAI XLIV MUSCATINE COUNTY EMERGENCY PLAN After the Storm Passes…  Stay away from storm-damaged areas.  Listen to the radio for information and instructions.  Listen to the Campground Public Address System. Stay Tuned for Storm Warnings  Consult your local radio, TV stations, Social Media, Apps and campground Public Address Systems for updated storm information.  Know what tornado WATCH and WARNING means:  A tornado WATCH means a tornado is possible in your area  A tornado WARNING means a tornado has been sighted and may be headed for your area. Go to safety immediately.  Tornado WATCHES and WARNINGS are issued by the MUSCOM. When a Tornado WATCH Is Issued…  Listen to local radio, TV stations and Campground Public Address Systems for further updates.  Be alert to changing weather conditions. Blowing debris or the sound of an approaching tornado may alert you. Many people say it sounds like a freight train. When a Tornado WARNING Is Issued…  If you are inside, go to the safe place you picked to protect yourself from glass and other flying objects. The tor- nado may be approaching your area.  If you are outside in a campground, hurry to the basement of a nearby sturdy building or life flat in a ditch or low- lying area.  If you are in a car or mobile home, get out immediately and head for safety (as above). After the Tornado Passes…  Watch out for fallen power lines and stay out of the damaged area.  Listen to the radio or utilize mobile devices and apps for information and instructions.  Use a flashlight to inspect your situation for damage.  Do not use candles at any time.
  • 12. 12 WEATHER PLAN MuscaBus Shuttle Schedule Catch a ride on our local bus system “MuscaBus.” All rides are $1.00 each and transfers are free. Buses will leave the alley behind Ruhl and Ruhl every thirty minutes, on the hour, and on the half hour. The orange and purple routes are for Friday, July 22nd only. Please note the separate map for Saturday, July 30th. Passengers wanting to travel elsewhere on MuscaBus may walk to City Hall to access regu- lar Saturday route buses.
