Progress Report on the activities of Rana Plaza Coordination Cell (RPCC)
Month: July, 2015
Rana plaza Coordination Cell (RPCC) is a contact point for the information and advices
to the victims of Rana plaza building collapse situated at CDD complex, Ganda, Savar. It is not
far from the collapsed building (Rana Plaza) and easily accessible for all. Coordination Cell was
officially functioning from the official inauguration on 7th November, 2013.
Activities of Rana Plaza Coordination Cell (RPCC):
The progress of activities of the coordination cell since its opening with the support of
NSDC Secretariat, ILO and other potential stakeholders are describing below –
1. Management and Operation :
 Cell staff are on board:
5 staff (Unit coordinator-1, Liaison Officer-1, Data analyst-1, Social worker -1 and 1
support staff) on board and supporting the victims of Rana Plaza regularly;
 Cell office inauguration:
Cell office was inaugurated on November 7, 2013 at CDD Complex, Ulail, Savar for
providing information and advice to the Rana Plaza victims as a contact point. Influential
national and international guests were present in the inaugural ceremony;
 2 hotline activation:
2 hotlines were activated at the Coordination Cell by which the victims can communicate
easily for getting information and advice from the cell;
 Needs identification:
Coordination Cell communicated more than 4124 victims of Rana Plaza including the
relatives of deceased/missing workers, survivors, rescue workers and other related people up
to July, 2015 ( Female-2528 and Male-1596);
 Support to compensation claim process:
The cell is supporting the compensation claim of the victims for International Trust Fund
claim administration office at Savar Cantonment; As a result more than 5000 family
members of dead /missing and survivors have awarded compensation.
 Coordination meeting and career counseling:
Cell organized 9 (nine) coordination meeting of coordination committee up to June 2015;
Moreover coordination cell organized 5 (five) career counseling gathering and a thematic
meeting jointly with the potential stakeholders. In the said events more than 500 victims and
about 140 (one hundred forty) important guest participated and shared their experience and
expertise;
 Support to Vulnerability Assessment and Counseling:
Cell supporting to organize vulnerability assessment training and counseling program for the
victims of Rana Plaza. The event organized jointly with BILS, AAB and IOM which was
overall supported by ILO, Country Office, Dhaka. The program covered a total of 1638
victims of 579 family through its 1st and 2nd phase up to June, 2015. The program aimed to
support through family and individual counseling to reduce the vulnerability after
compensation award to the family members of dead/missing and the survivors; The third
phase is under process and hope to organize within August, 2015.
2. Enhance Coordination with the stakeholders :
 Relationship with the stakeholders :
Maintaining the relationship with the stakeholders like GIZ, AAB, COEL, CRP, BGMEA,
BKMEA, BEF, BILS, BRAC, Dhaka Ahsania Mission, Gonoshasthaya Kendra (GK) ,
CARITAS, Primark, VERC, ICRC, Handicap International, Savar Upozilla Health Complex
and Savar Upozilla Administration etc;
 Draft report (brochure) on the services of RPCC:
Coordination Cell has developed a draft report with all support provided to Rana Plaza
victims depending on the data available to them. The finalization is waiting to validate
through a coordination meeting.
 Database collection, compilation and sharing:
Different database collected, compiled and shared within the stakeholders. Cell prepared a
comprehensive database with available information with Rana Plaza coordination cell like-
CRP, BILS, BRAC-ILO Skill Dev. Project, List of dead-missing of UNO office, Savar,
BGMEA, AAB, GIZ & ILO, Enam Medical College and Hospital, VERC, Gana Sasthya
Kendra, CARITAS, Gazipur Sishu Palli Plus, CDD, BDRCS and BASIS;
3. Information and Advice to the victims:
 Display board :
Display board was installed and tailored to display the useful information, update of the cell
activities and news about Rana Plaza victims;
 News sharing :
Cell shares news coverage (News paper cutting) with the stakeholders in bi-monthly basis;
 Medical Support :
Medical support provided to 2699 victims of Rana Plaza. 220 victims received services through
RPCC (BRAC-6, BILS-69, Gonoshyastho Kendro-27, CDD-5, CRP-18, BGMEA-3, Handicap
Intl.89) . Beside that a total of 2479 victims were provided medical support through different
stakeholders (GK -720, BILS-718, CRP-514 , Enam Medical Colloege and Hospital to 291and
Upazila health complex, Savar 236) according to RPCC record.
 Skills development training/Job Support:
The skill training and job support was ensured to 810 victims ( RPCC-35, Action Aid- 250,
COEL-6, Adesh-2, Enam MCH-2 & GIZ-3, Aparazeo -31 , Hotel and Hospitality Sector
through ILO-1 , Handicap Intl.-89, CDD-1 and CRP-390);
 Small business/Entrepreneurship development support:
The stakeholders of RPCC provided small business support/entreprenureship development
support to 1413 victims of Rana Plaza (BRAC-400,CRP-386, GIZ-513, SPANDAN-B-55)
and CARITAS, Dhaka-59); CARITAS support for more 90 is under process for this year;
 Individual service providers identification:
Cell identified self employment and business support for 9 victims. Cell also developed
linkage to few new service providers as Shishu Palli Plus, CARITAS psychosocial
counseling centre and different factories committed to provide services for the victims;
 Compensation/Financial support:
According to RPCC record 5139 victims of 2835 family related to Rana Plaza collapse have
received compensation through International Trust Fund (RPCA) which was closely assisted
by RPCC. Beside that the stakeholders provided support to 736 victims ( VERC-100, Bangladesh
Red crescent Society-382 and Enam MCH-245 victims); Cell was linked the victims of New Wave
Bottoms to reach Primark for compensation claims.
 Various Information Sharing :
Most of the family members of the deceased/missing workers and the survivors of 5 Garments
Factories provided information by RPCC; The total of 4124 victims and their family members
contacted several times for different information sharing.

 Received reassessment request from the claimants for compensation:
RPCC received a total of 118 applications of claims for re-assessment and with different
other quarries from the victims and send them to Trust Fund Claim administration office.
Out of the said 118 number 84 from survivors, 1 from missing and 23 from dead families.
All requests are under validation process of Rana Plaza Claim Administration (RPCA)
office.
 Education Support for the children’s of deceased/missing workers:
Education support coordinated and ensured for 443 children’s of deceased/missing workers
(BGMEA provided to 38, Action Aid to 9, Shishu Palli Plus, Gazipur to 140, QTRTC, Savar
to 26, VERC to 130 children and CARITAS, Dhaka to 100 children’s of missing workers);
 Psychosocial counseling program organized :
RPCC arranged psychosocial counseling and mental screening for 167 victims through 3 day
long workshops. Ganashasthya Kendra and North South University provided technical
support to the events (27-28 January and 6 May, 2015);
 Training on Health and Safety for the rescue workers of Rana Plaza:
Rana Plaza Coordination Cell organized training for the capacity building of the Rescue
Workers of Rana Plaza named “Advance Training on Health and Safety for the Rescue
Workers” on 23-24 May and 15-16 June, 2015. In this event 49 rescue workers and 35 guests
were participated. The facilitators were from NSDC Secretariate of MoLE, Bangladesh Red
Crescent Society, SAFE Bangladesh, Gonoshasthaya Kendra, Fire Brigade and Civil Defense,
SBSL, BILS, ILO and DIEF of Bangladesh Government.
4. Other Activities by the RPCC :
 Responding the quarries of the victims and contacting them for providing information;
 Solving the claim review findings of victims by the legal team of claim administration ,
maintained the schedule and calling the victims for medical assessment;
 Maintaining close coordination with the claim administration office;
 Crosschecked the information of the persons with disability (over 40 %) depending on CRP
assessment of Trust Fund for ILO;
 Preparing regular report of activities and sharing with the concerned authorities;
Conclusion:
Rana Plaza coordination cell (RPCC) has created a sincere relationship with the victims, their
relatives and most of the stakeholders. Coordination cell have limitations of resources and
manpower but satisfied to establish the cell as a place of faith for the victims of Rana Plaza. The
NSDC Secretariat of the Ministry of Labour and Employment and ILO supporting the cell by all
aspect to ensuring services as best as possible within their limited resources. There are a lot of
unmet demands from the victims, so they are visiting cell regularly with different desire from
RPCC as a GOB supported organization. Up to now Rana Plaza coordination Cell (RPCC) is
playing a vital role as a contact point for the victims as well as the service providers. Recently
RPCC trained the Savar based rescue workers/community volunteers and planed to equip them
for rescue works.

Ganashasthya Kendra and North South University provided technical support to the events (27-28 January and 6 May, 2015);  Training on Health and Safety for the rescue workers of Rana Plaza: Rana Plaza Coordination Cell organized training for the capacity building of the Rescue Workers of Rana Plaza named “Advance Training on Health and Safety for the Rescue Workers” on 23-24 May and 15-16 June, 2015. In this event 49 rescue workers and 35 guests were participated. The facilitators were from NSDC Secretariate of MoLE, Bangladesh Red Crescent Society, SAFE Bangladesh, Gonoshasthaya Kendra, Fire Brigade and Civil Defense, SBSL, BILS, ILO and DIEF of Bangladesh Government. 4. Other Activities by the RPCC :  Responding the quarries of the victims and contacting them for providing information;  Solving the claim review findings of victims by the legal team of claim administration , maintained the schedule and calling the victims for medical assessment;  Maintaining close coordination with the claim administration office;  Crosschecked the information of the persons with disability (over 40 %) depending on CRP assessment of Trust Fund for ILO;  Preparing regular report of activities and sharing with the concerned authorities; Conclusion: Rana Plaza coordination cell (RPCC) has created a sincere relationship with the victims, their relatives and most of the stakeholders. Coordination cell have limitations of resources and manpower but satisfied to establish the cell as a place of faith for the victims of Rana Plaza. The NSDC Secretariat of the Ministry of Labour and Employment and ILO supporting the cell by all aspect to ensuring services as best as possible within their limited resources. There are a lot of unmet demands from the victims, so they are visiting cell regularly with different desire from RPCC as a GOB supported organization. Up to now Rana Plaza coordination Cell (RPCC) is playing a vital role as a contact point for the victims as well as the service providers. Recently RPCC trained the Savar based rescue workers/community volunteers and planed to equip them for rescue works.
