Puerto Rico has been devastated by hurricane Maria. Three weeks after the hurricane struck the island, power and cell phone communications is still out in most locations, transportation is difficult, and people in many areas lack basic food, shelter, and clothing. You work for FEMA and have been assigned to organize and manage the effort to restore infrastructure: e.g., electricity, cell phone service, and water. (Colleagues at FEMA have been assigned to address other issues, such as clearing the roads, restoring the ports and airports, providing food and shelter for displaced residents). Although the entire effort is expected to take 6 to 9 months, it is critical that you prioritize and restore key areas first. .
