PILLAR 1- Building Community Resilience to Shocks and Crises
 Pillar 1 of the Gambia’s National Development Plan (2023-
2027) focuses on Building Community Resilience to shocks
and crises. This pillar aims to assist communities and
households in recovering from past shocks, such as the
COVID-19 pandemic and the impact of the Russia-Ukraine
war, and to strengthen their resilience against future crises.
This includes addressing the impacts of climate change on
food security, livelihoods, and poverty, particularly in urban
areas. The Government, in collaboration with development
partners, plans to build on existing initiatives and scale up
interventions at both household and community levels to
mitigate the impact on vulnerable citizens.
Community Resilience
 Community Resilience:
Building Resilience: The primary goal is to enhance the
capacity of communities and households to cope with and
recover from shocks and crises such as climate change and
economic instability.

Community-Driven Programs
 Community-Driven Programs:
this pillar focuses on designing and implementing
programs that are tailored to the specific needs of
communities, fostering local ownership and
participation.
Social Protection and Safety Nets
it aims to work in conjunction with on-going social
protection interventions at the household level,
ensuring a comprehensive approach to addressing
vulnerabilities. The pillar recognises that Gambians
have faced multiple shocks like COVID-19 and the
Russia-Ukraine war, exacerbating existing
vulnerabilities in food security, livelihoods, and
poverty
Strengthening disaster preparedness and
response
developing and implementing plans to mitigate the
impact of natural disasters and other emergencies.
Promoting Climate resilient agriculture
supporting farmers in adopting practices that can
withstand climate change impacts. It acknowledges the
growing impact of climate change on food security,
livelihoods, and poverty, particularly in rural areas.
Recovering from past shocks and crises
supporting affected communities and households in
rebuilding their lives and livelihoods
Collaboration with development partners
working with various stakeholders to ensure a
coordinated and effective response.
Addressing Urban Poverty and Food Insecurity
the plan focuses on the specific needs of urban
populations, particularly those experiencing increased
poverty and food insecurity.
