Introduction
• The Provincial Health Office in Nepal is a key governmental
organization responsible for overseeing and managing
healthcare services at the provincial level.
• Provincial Health Office is the major technical and
administrative unit of health in the district. Health office
ensures proper delivery of preventive and curative health
services through different health institutions in the district.
• Initially, This organization was established as ‘District Health
Office(DHO)’ in 2028 BS based on the decentralized act.
• With the implementation of federalism in Nepal, the country is
now divided into seven provinces, each with its own
Provincial Health Offices.
Intro..
• These offices are responsible for the planning, coordination, and
implementation of health programs and policies within their
respective provinces.
• The establishment of the Provincial Health Offices in Nepal is
closely linked to the country's transition from a centralized
governance system to a federal system. Prior to the
implementation of federalism, healthcare services were primarily
managed by the central government through the Ministry of
Health and Population.
• In 2015, Nepal promulgated a new constitution that paved the way
for federalism, decentralizing power and authority to the
provincial and local levels.

• The constitution mandated the creation of Provincial Health
Offices to ensure effective healthcare service delivery and
management within the provinces.
• Since then, the Provincial Health Offices have been
progressively established in each province, with the primary
objective of providing accessible and quality healthcare
services to the population.
• These offices work in close collaboration with the Ministry of
Health and Population, local governments, and other
stakeholders to address the specific health needs and priorities
of their provinces.
Roles, responsibilities of Provincial
Health Office
• Roles, responsibilities of Provincial Health Office as are

• As a subordinate office of the Health Directorate under the
province, coordination, facilitation, cooperation with the
province and local levels and implementation as per the
instructions of the province as specified.
• Implement the storage and distribution plan (monthly,
quarterly, quarterly, semi-annually, annually) of vaccines,
essential and sensitive medicines and health commodities
required by the districts and local health institutions within the
area of district.
Roles…
• Facilitate and coordinate public health and vector surveillance
and disaster and epidemic management.
• Conducting and supporting, coordinating and facilitating
public health campaigns.
• Coordinate between local government and health agencies.
• Analyzing and studying integrated health information and

institutions run by government, private, cooperatives and
employees.

regular programs (Tuberculosis and Leprosy control, Family
planning, Maternal and child health, Social security, Insurance,
Specialist health camps, including Immunization, Nutrition,
Measles vaccination, and other special programs).

• Activities regarding environmental health, drinking water,
sanitation and promotion of occupational health.
• Functions related to population management.
• To carry out the tasks assigned by the Province Health
Directorate.
• Facilitate multi-sector coordination.
• Functions related to internal administration (financial,
administrative, management).

in Nepal aim to ensure the provision of accessible, affordable,
and quality healthcare services to the population within their
provinces, while addressing the specific health needs and
priorities of their respective regions.
