The Dominica Association of Local Community Authority (DALCA) proposes establishing two internet cafes as a pilot project. The cafes would be located in the Northern District village of Vieille Case and the Western District village of Mahaut. DALCA seeks funding from ARIEL to purchase equipment like computers, desks, printers, and transformers. The goals are to generate income, train locals in computer literacy and adult education, and eventually expand to all seven districts. DALCA projects the cafes will earn $17,600 per month and be self-sustaining after the initial equipment costs of $31,550 are covered.

1. Proposal for the establishment of two Internet Cafeteria.
The Dominica Association of Local Community Authority, in order to
continue, after the end of the ARIAL Project on December 31st 2013.
Would like to establish Internet Cafeteria in two areas in Dominica as a
pilot project to start with every intention to expand into all seven
satellite districts in the near future.
The two first areas to be established will be the Northern and the
Western Districts.
On the North the cafeteria will be based in the Village of Vieille Case
and will be supervised by DALCA and the Village Council and will cover
the villages of Vieille Case, Penville, Thibaud, Bense and Paix Bouche.
It will be opened Seven days a week from Monday to Sunday, from 9am
to 9pm, in order to accommodate the five Villages.
The target will be College and School children, and also the youth of
those areas.
On the West, the Cafeteria will be established in the Village of Mahaut,
and will include the villages of Mahaut, Campbell, Jimmit, Tareau
Warner and Layou and will be supervised by DALCA and the Village
Council.
The aim of the project is to generate income of approximately EC
$4,400.00 on a weekly basis in each area.
In order to implement the project DALCA is seeking from, ARIEL
according to the funds remaining for the duration of the Project
Which comes to an end on the 31st of December 9, 2013.

2. DALCA is seeking funding for eight desk top computers (four per area)
eight Computer desks, (four per area) two Printers (one per area) two
Transformers,(one per area) and two surge protectors (one per area).
The Dominica Association of Local Authorities will continue the
expansion of the projects as soon as the two areas are up and running
effectively, from profits generated from the two projects, In the
following districts the Northeast, East, Southeast, Southwest, and South
Districts as phase two of the program.
The project will also serve the purpose of training Local Councilors and
Villagers in educational programs and computer literacy, and will also
include an Adult Education Program, for the upliftment of the
communities.
Hence the reason why DALCA is asking VNG International that if the
balance of the Budget that comes to a close in December 2013 can
meet the cost of the equipment needed for that project.
