Abstract
Participating of demos in decision making processes of their society have had been the scientists
utopia. Communication an information technology paved the way to participate of the people in
their fate. By the way the most important construct in this equation is public trust that determines
democracy’s level and specification. To explain the role of trust in electronic government we take
advantages of justice pentagon (five dimensional) model and examine public administrators, faculty
members and students opinion about electronic government, trust and democracy. The results
support our electronic government – justice – trust and democracy conceptual model.
