2009 marked the 30th Anniversary of our
flagship examination, the Caribbean Secondary
Education Certificate (CSEC) and we at CXC
felt that it ought to be a moment of celebration
for what we have achieved and for reflection on
where we now need to go.
Forty years is a significant milestone in the life of an institution, and as CXC celebrates this historic occasion, the Council takes the opportunity to reflect on the visionaries who
created the institution and those who laid the foundation upon which CXC now stands. At the same time, CXC looks toward to the exiting, but challenging journey ahead with confidence.
The year 1979 was a turbulent one for the Caribbean region in general and the world in particular. It was the year Maurice Bishop carried out a blood-less coup in Grenada; there was the
Union Island uprising and the eruption of the La Soufriere Volcano in St Vincent and the Soviet Union invaded Afghanistan.
Thirty-three years after entering the global examinations
landscape, CXC’s qualifications are recognised in all corners of the earth. Caribbean students can therefore use their
CXC qualifications to matriculate into tertiary education
programmes around the world with confidence.
Seven years after its first examination of the Caribbean Certificate of Secondary Level
Competence® (CCSLC®), the feedback to the Caribbean Examinations Council® (CXC®)
and its stakeholders is that “The CCSLC can be considered broadly comparable to successful completion of Key Stage 3 (Year 9) in the UK and Year 9 in Australia, Canada and the USA.”
This issue attempts to capture some of the historical milestones of the first 40 years of the Caribbean Examinations Council with the voices of some pioneers and personalities who have defined CXC; it is also a catalogue of events that have placed CXC on the map as an examination board of international repute.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.
