This document summarizes Riverside County's Individual Prevention Services (IPS) program, which was designed to fill the gap between substance abuse prevention services and treatment services. The IPS program uses a Brief Risk Reduction Interview and Intervention model to screen individuals and provide brief prevention interventions through education and skill-building. From 2007-2010, the IPS program served over 1,900 individuals through screening interviews and provided prevention service agreements to around 40% of those individuals as an alternative to treatment. The program aims to reduce costs and improve outcomes by diverting individuals from expensive treatment programs when possible through early prevention interventions.
