Fluorescent highlighter ink appears brighter than regular ink because it contains fluorescent pigments that absorb more light, including ultraviolet light, and reflect it back. Regular pigments only reflect the color seen, while fluorescent pigments absorb unseen ultraviolet light which excites the electrons in the pigment atoms, giving them energy and making the ink glow brighter, especially under ultraviolet light.
