This proposal outlines a hybrid rehabilitative prison model combining elements of Norway and Singapore's approaches. It proposes targeting inmates with low education and income through an education-focused "3E framework" of Education, Encouragement, and Engagement. The framework would provide vocational skills training, therapy programs, and reintegration support to discourage recidivism and help inmates successfully return to society. A sample daily schedule integrates educational modules, skills development, family programs, and vocational activities toward the goal of rehabilitation and deterrence.
