It is characterized by job specialization, a formal authority hierarchy, selection based on technical qualifications, uniform rules and regulations, impersonal treatment of employees, and career-oriented promotions. However, bureaucracies are also criticized for being too rigid, rule-bound, and inefficient due to delays and excessive paperwork.
