John Boehner, as Rosencrantz, mostly does his own thing compared to Biden, disagreeing with Obama but maintaining a relationship akin to separation of powers. Bill Daley, as Horatio, is Obama's closest advisor as chief of staff. David Plouffe, as Polonius, advises Obama on initiatives but Obama thinks independently. The Tea Party in Congress is likened to Claudius for constantly opposing Obama's decisions through plotting.
