This document discusses renewable energy production in Ukraine's new electricity market. It outlines the legal basis for renewable energy sources (RES) in Ukraine's electricity laws and market rules. RES plants can participate either outside the "green tariff" through direct market participation or under the "green tariff" via a Guaranteed Buyer. The Guaranteed Buyer is obligated to purchase all electricity from plants under the green tariff. Support instruments for RES in EU states include feed-in premiums, contracts for difference, and tenders/auctions. Deficit of the anthracite coal and consequently its import from Russia as well as synchronization of the Ukranian, Russian and Moldovan grids are two key factors of the abovementioned issue.Integration with the EU energy system for Ukraine is not possible so as it is for Moldova (following the "Agreement on Conditions for Future Interconnections of the IPS of Ukraine and PS of Moldova with ENTSO-E").
Integration is vital both wihin security aspect and future economic benefits for Ukraine.

In 2010 the Polish Parliament passed just two amendments to the Act of
April 10, 1997 – the Energy Law1 (hereafter, the Energy Law). The first of them
is the Act of January 8, 2010 on amending the Energy Law and on amending
certain other acts2. The second change to the Energy Law was enacted by
virtue of the Act of April 9, 2010 on making available economic information
and exchanging economic data3. The first of the above amendments, the work
into which had begun early in 2009, has significantly influenced the functioning
of the electricity market in Poland. This amendment has a manifold character
and in a comprehensive manner regulates a range of issues that will be
discussed in this paper. However, the change enacted by virtue of the second
of the two amendments herein referred to is minor and concerns one of the
aspects of how energy undertakings operate.

Supreme Court is overseeing the issue of electricity futures jurisdiction between SEBI and CERC. SEBI is expected to oversee the functioning of all financially traded electricity forwards while CERC would regulate physically settled forward where electricity is delivered on future date at the contracted price.
Once future trading is started, power exchanges would be in a position to offer derivative instruments to participants. This could be electricity futures with a clear delivery based schedule (delivery at a price on future date) and other derivative instruments such as call and put options. This will help both generators and consumers to mitigate risks by hedging their positions through derivative instruments.

In 2009, 62% of newly installed electricity generation capacity in the EU was from renewable sources, mainly wind and solar (a total of 17 GW). Wind-focused companies experienced more challenging environment; solar- focused companies appear to have turned the corner.
The Grüner Strom-Label criteria are surveyed by an independent institute. GUTcert ensures that all criteria are assessed in an objective way and all requirements are met. The certification is based on a detailed criteria list that was developed by energy experts and that is constantly examined and revised by the supporting associations. The Grüner Strom-Label seeks to establish more transparency and orientation in the complex green electricity market.
On 8 November Ukrenergo organized a panel discussion on the Integration of the Ukrainian energy system into ENTSO-E within XV International Form "Fuel and Energy Complex of Ukraine: the Present and the Future". Vsevolod Kovalcuk envisioned the first presentation regarding prospects for Ukraine.

tariffs(Balancing Group) and pay imbalances
based on the total metered quantities of the RES
plants it represents;
The deviation of actual volumes of supply of
electricity of ‘green tariff’ producers from their
daily schedules of electricity delivery for the next
day/intraday shall be considered as imbalances
of the "green" tariff producer
Based on these differences, the GB will calculate the
coefficients (on an hourly basis) which should be
applied to allocate the net cost/profit of the GB’s
IDM activation and imbalances settlement
