Challenges for Managing Overtime 
• Late submissions of OT claims 
• Non submission of OT summary soft copy and hard copies 
• Most of the overtime claims have more than 50 hrs 
• Tanesco is paying the maximum hrs of OT claims 173.32 which is equivalent 
to a month salary. Some of the OT submitted have more than 173.32 hrs. We 
have a case at CMA Tabora. 
• Submission of the copies instead of originals, no stamps or signatures this 
leads to delays on payment. 
• Shift supervisors have minimum control over shift works thus a lot of 
overtime hrs. 
• Shift workers have no permit/approval to work overtime 
• Double standards on OT permit to work overtime between Regions eg. 
Cashiers on Revenue collection over the weekend. 
• Deduction of OT hours without consultation with the staff and without 
counter sign

• Wasimamizi wa kazi wote wanatakiwa kufuata utaratibu 
uliowekwa na sheria kwa kuwa na makubaliano ya awali kwa 
maandishi na wafanyakazi wao kabla ya kufanya kazi za masaa 
ya ziada. Written agreement in OT approval form/permite 
• Fomu hii itakuwa na kipengele maalum cha kujaza mshahara 
wa mfanyakazi husika ili Afisa Rasilimali watu aweze 
kukokotoa kiasi cha fedha anachostahili kulipwa mfanyakazi 
kutokana na masaa ya ziada aliyofanyia kazi.

fedha anazolipa ikilinganishwa na ufanisi uliopatikana katika 
kazi husika hivyo kuidhinisha malipo kwa kuzingatia taarifa 
sahihi, na hatimaye kupunguza matumizi yasiyo na tija kwa 
shirika. 
• Fomu hii mpya itakuwa na kipengele cha kusaini viongozi na 
wahusika wote watakaokuwa wameidhinisha kiasi cha malipo 
kwa kila mfanyakazi aliyepewa masaa ya ziada. 
• Watakaohusika katika kutia saini madai ya malipo ni 
wasimamizi wa kazi (Supervisor) Mkuu wa Idara(Head of 
Department) Afisa Rasilimali watu (Human Resource Officer) 
na Kisha muidhinishaji atakuwa ni Meneja wa kituo/Mkoa 
husika

• fomu mpya zitajazwa masaa ya ziada tu na sio 
pamoja na masaa ya kazi ya siku za kawaida 
kama ilivyokuwa siku za nyuma. 
• Vilevile utaratibu wa uidhinishaji wa malipo 
utafupishwa ili kupunguza malalamiko na 
ucheleweshaji wa malipo kwa wafanyakazi.

kanda,ofisi za kanda zitapokea taarifa/ripoti 
maalum inayoonesha gharama halisi 
zilizotumika katika ulipaji wa saa za ziada

gharama hizo kulipwa na tija iliyopatikana 
katika kazi husika. Mameneja wa kanda 
waweze kuwawajibisha mameneja wahusika 
katika kupandisha matumizi yasiyo ya lazima.

masaa; 
• Mfano; Ilikupata malipo ya masaa 30 kwa 
mfanyakazi anayelipwa 1,000,000 
• Inabidi kupata mshahara wa saa moja kwa 
mfanyakazi husika. 
• Gawanya kiwango cha mshahara wa mwezi 
kwa 4.333 zidisha kwa saa za kazi kwa siku 
kwa wiki. 1,000,000 au 1,000,000 = 5,769.67 
• 4.333 x 40 173.32

• Hivyo basi 4.333 inapatikana kwa hesabu ifuatayo; 
• Majuma ya mwaka mzima ni 52 gawanya kwa miezi 12 
ya mwaka ( 52 / 12 = 4.333)

inapatikana kwa wastani wa masaa ya wiki kuzidisha
