While the annual capacity of the factory workshops with legitimate license was only 5 million, causing 28 million barrels unprocessed to go to the illegal factory workshops. The Chinese government has taken high-handed policy to crack down the illegal processing. But a large number of illegal factory workshops are still hiding in many places of China, for China is such a big country and the cross- regional supervision is difficult. (Play video)

This industry is characterized as hazardous waste industry like many chemical industries, medical waste, toxic and harmful waste, radiation waste, and e-waste industries. On September 1st, 2009, this industry was officially classified as number HW49 hazardous waste industry by the State Environmental Protection Department.

A legitimate license is needed to engage in this industry in China. With the consent of the Environmental Protection Department, it will take 2- 3 years to transact a license.

After the obtain of the evidence, the amount of processing will be strictly controlled by the government. If the company wants to dispose waste barrels for another company, it needs the bilateral approval by the county and city environmental protection departments in the registered place of the two companies. A cross-regional (within 100 kilometers) approval will need 1-month to 6-month processing time. The approval does not necessarily pass. The two companies have no autonomy. The disposal amount can not exceed the applied amount. If the company wants to dispose waste barrels for other companies, the company needs to apply for the co-permission of transfer which is examined and approved by the environmental protection departments of the generation site and the disposal site. And the approval does not necessarily pass.

The strict approval system and control of amount in the country resulted that a large number of barrels of waste can not be processed and thus go to the illegal factory and enterprises.

Chinesegovernment has gradually realized the seriousness of this issue, it is actively supporting the development of this industry by streamlining administration and delegating power to the lower levels. 2. By the introduction of Taicang Investment Promotion Bureau City, and the support of Huangjing government and Municipal Environmental Protection Bureau Merchants, we will establish a joint venture in Taicang, Suzhou together with Nisshin Yoki and introduce the most advanced technology and equipment from Japan. After the operation, the expected annual disposing capacity will reach 1200000.
- 21. Future prospects 3. Accordingto the statistics of 2014, the whole production of barrels of chemicals in China is about 90 million. So this industry has huge market potential.
