Onder de noemer van Voor- en Vroegschoolse Educatie (VVE) zet de overheid momenteel zwaar in op het voorkomen en bestrijden van onderwijsachterstanden van jonge kinderen. In kinderdagverblijven, peuterspeelzalen en kleutergroepen van de basisschool krijgen kinderen met (dreigende) achterstanden stimuleringsprogramma’s aangeboden, met name op het gebied van taal. Onduidelijk is in hoeverre de doelgroepen van dit beleid, en dan vooral de allochtone kinderen van laagopgeleide ouders, bereikt worden. Ook is er weinig bekend over welke factoren samenhangen met het bereik. In deze bijdrage worden op basis van grootschalige, landelijke gegevens uit het COOL-cohortonderzoek1 zowel bereik als factoren die daarmee samenhangen in kaart gebracht.

evidence-based overheidsbeleid. In dit artikel wordt op zoek gegaan naar de oorsprong van VVE en beoordeelt
op kritische wijze de kwaliteit van het bewijs dat wordt opgevoerd voor de positieve werking ervan.
Bovendien worden drie recente Nederlandse publicaties op het gebied van VVE samengevat en gewogen.
Het bewijs voor positieve effecten blijkt vooralsnog te ontbreken.

Bijles was ooit iets voor rijke ouders die extra aandacht regelden voor hun kinderen, omdat ze toch echt het vwo móesten halen. Tegenwoordig maakt ongeveer één op de drie middelbare scholieren en een op de vier basisschoolleerlingen in groep 8 gebruik van aanvullend onderwijs. Om de corona-achterstanden te bestrijden en het lerarentekort op te vangen, kunnen veel scholen niet meer om com- merciële instellingen heen. Ruim 30 miljoen coronasubsidie is al terechtgekomen bij commercieel onderwijs. De coronapandemie ver- sterkt de reeds ingezette trend om bijles- en huiswerkinstituten in de arm nemen om ook in de school structureel extra taken te verrichten.
