Post­2015 Outcome Document Needs Strengthening
Document fails to call to action conflict resolution, ending foreign occupation
and addressing structural inequalities
26 September 2013, New York, NY: EOTO World acknowledges the positive steps taken on 25
September by the UN General Assembly toward a comprehensive road map to eradicate poverty as a
part of the post­2015 agenda. The expressed commitment of Heads of State to eradicate poverty,
integrate sustainable development, underscore gender equality and human rights under a coherent
framework of universal goals with differentiated but common responsibilities are commendable. The
road map provides some progress on the vision of a poverty­free world, but lacks strength in areas of
conflict resolution, a call to ending foreign occupation and addressing structural inequalities.
The post­2015 agenda must present strong ambition, political will and practical implementation. The
current road map recognizes the need to continue the commitment of the Millennium Development
Goals (MDGs) prior to the 2015 deadline as well as extend a universal framework that works with
country priorities and unique challenges. Stumbling blocks to achieving the MDGs are noted in the draft
of the outcome document that include conflict, foreign occupation and terrorism but lack an expressed
call to invest and commit to conflict resolution, disarmament and the end of foreign occupation.
“It is time for the international community to make a bold commitment to shatter the root causes of
poverty that include on­going conflict,” said Elischia Fludd, Executive Director of EOTO World.
“Recognizing conflict and occupation as a barrier to poverty eradication without providing strong
language that shows commitment to ensuring a culture of peace, makes for a document that lacks
incentive and accountability for nation­states. To truly serve the people and planet in ways that improve
the quality of life for the most vulnerable peoples of the world, there must be a resounding call to action
for peaceful resolution of conflict and elimination of the structural inequalities that exacerbate them.”

2. The post­2015 process will continue with intergovernmental negotiations over the coming months. The
draft outcome document continues to acknowledge the importance of an open, transparent process that
is inclusive. As a member of the Beyond 2015 Campaign, EOTO World will continue to follow the
process and engage its stakeholders to amplify voices of activists on the ground working on the issues
addressed in the post­2015 agenda.
