This document outlines a plan to popularize open source software compared to proprietary software. It discusses the advantages of open source software, including lower costs, ability to customize to user needs, and less risk if the software provider stops supporting it. The plan proposes five components: 1) organizing exhibitions and seminars to educate the public, 2) advertising open source software in media, 3) educating students, 4) using blogs and social media, and 5) introducing open source solutions in government IT projects to reduce costs and increase familiarity. The overall goal is to make the public and private sectors aware of open source software's benefits compared to proprietary alternatives.
