Public Relations Strategy for the Leicestershire Constabulary
Objective To inform the community that the constabulary is going through a new program, including intensive rape training. To let the community know that the constabulary continues to put the people first.
Use the newspaper, radio, and basic cable television to raise awareness of the new training programs at the constabulary. Have the police men and women out on the streets talking to the people. This will help with the flow of opinion, since the immigrant community will see the police out in the community interacting with the people. This will also be good for suggestion for action, because the community will see that the police are listening to their opinions and responding to their concerns. Strategy
Show clips of the police going through training on the evening news. Have the police men and women walking around the community asking the people what their main concerns or problems are with the police. Write articles for the newspaper detailing the new training program, highlighting the intensive rape training. Tactics
Have the head Constable speak on public radio addressing the concerns of the community, and assuring them that the training program will eliminate any concerns. It will be more effective that the Constable explains the situation, because the PR representative will not be trusted as highly as the man in charge. Addressing the concerns head on will relieve cognitive dissonance.  By showing that we know what they previously thought of the police, we are catching their attention and showing that we are changing it. Tactics  continued
Start the campaign right away, writing the articles first to let the public know the training program is beginning. Coverage on television and radio will last a month, to a month and two weeks. Staff time will be necessary to complete training, and the Constable will have to set aside time to address the public.
