Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.

As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

8. საჯარო მოსამსახურე შეიძლება გახდეს საჯარო სამსახურის თანამშრომელი,
რომელიც 3 წელი მუშაობს საჯარო სექტორში, აქვს უმაღლესი (მაგისტრის)
განათლება, ფლობს უცხო ენას (ინგლისური, გერმანული ან ფრანგული) და
რომელიც წარმატებით ჩააბარებს ვარშავის საჯარო ადმინისტრირების
ეროვნული სკოლაში საჯარო მოხელეთა ერთიან საკვალიფიკაციო გამოცდას.
საჯარო მოსამსახურედ შეიძლება ასევე გახდეს უმაღლესი (მაგისტრი ან
დოქტორი) ხარისხის მქონე პირი, რომელიც გაივლის 20 თვიან მოსამზადებელ
კურსს ვარშავის საჯარო ადმინისტრირების ეროვნულ სკოლაში, წარმატებით
ჩააბარებს გამოცდებს და მოხვდება საუკეთესო 200 კანდიდატს შორის.
ვარშავის საჯარო ადმინისტრირების ეროვნულ სკოლაში (KSAP)
კანდიდატების მიღება მოიცავს შემდეგ ეტაპებს:
I – ტესტირება პროფესიული ცოდნის და უანრ-ჩვევების შემოწმების
მიზნით
II - ენების ცოდნის შემოწმება (ინგლისური, გერმანული ან
ფრანგული), მათ შორის პოლონური ენის.

10. თითოეულ თანამდებობდაზე ძირი ხელფასის კალკულაცია ხდება ბიუჯეტი
შესახებ კანონის შესაბამისად ძირი ხელფასის შესაბამის მულტიპლიკატორზე
გამრავლებით - 2014 წელს ძირი ხელფასი განისაზღვრა 1873,84
პოლონური ზლოტის ოდენობით (572 USD).

11. საჯარო სამსახურის კორპუსისათვის გათვალისწინებულია ყოველთვიური
სახელფასო დანამატი ხელფასის 5%-ის ოდენობით საჯარო სამსახურში 5
წლიანი სტაჟის შემდეგ. სახელფასო დანამატი იზრდება 1%-ით
ყოველწლიურად, სანამ არ მიაღწევს ხელფასის 20%-ს.
ლოალობის პრემია გაიცემა ერთჯერადად:
20 წლიანი სტაჟის შემდგომ - ყოველთვიური ხელფასის 75% ;
25 წლიანი სტაჟის შემდგომ - ყოველთვიური ხელფასის 100% ;
30 წლიანი სტაჟის შემდგომ - ყოველთვიური ხელფასის 150% ;
35 წლიანი სტაჟის შემდგომ - ყოველთვიური ხელფასის 200% ;
40 წლიანი სტაჟის შემდგომ - ყოველთვიური ხელფასის 300% ;
45 წლიანი სტაჟის შემდგომ - ყოველთვიური ხელფასის 400% ;
12. მეცამეტე ხელფასი გაიცემა უწყებების შიდა რეგულაციების
შესაბამისად წელიწადში ერთხელ .
საჯარო სამსახურის კორპუსის წევრები პენსიაზე გასვლისას
(მათ შორის ინვალიდობის პენსიაზე) იღებენ ერთჯერად
საპენსიო პრემიას/კომპენსაციას 3 თვის ხელფასის
ოდენობით. იმ შემთხვევაში, თუ საჯარო მოსამსახურეების
ან საჯარო სამსახურის თანამშრომელთა სამუშაო
გამოცდილება საჯარო სექტორში არის 20 წელი ან მეტი,
ერთჯერადი პრემია/კომპენსაცია უტოლდება 6 თვის
ხელფასს.
13. გაიცემა მხოლოდ საჯარო მოსამსახურეებზე რანგის შესაბამისად
(ყოველთვიურად). აღნიშნული პრემიის გაცემის წესი რეგულირდება
ბიუჯეტის შესახებ კანონით.

14. არჩევითი პრემიების გაცემის წესს ადგენს და არეგულირებს უწყების
გენერალური დირექტორი. არჩევითი პრემიების გაცემა ხდება საპრემიო
ფონდიდან და ის არ აჭარბებს სახელფასო ფონდის 3%-ს.

საკადრო პოლიტიკის შემუშავებასა და გატარებაზე;
ადამიანური რესურსების მართვაზე;
სახელფასო ფონდის და ტრეინინგის ბიუჯეტის
ეფექტურ მართვაზე;
სოციალური ბენეფიტების ფონდის განკარგვასა და
შრომის უსაფრთხოების სტანდარდების დაცვაზე.

პირი, მაშინ მას ენიჭება ავტომატურად
უპირატესობა.
კონკურსის შედეგები ქვეყნდება საჯაროდ;
წარუმატებელ კანდიდატს უფლება აქვს
კონკურსის შედეგები გაასაჩივროს შრომის
სასამართლოში.
19. პოლონეთის ფინანსთა სამინისტრო აქტიურად იყენებს
შიდა შერჩევის პროცესს ვაკანტური თანამდებობების
შესავსებად.
შიდა შერჩევისას ინფორმაცია ვაკანსიის შესახებ ქვეყნდება
მხოლოდ ინტრანეტში და საინფორმაციო დაფაზე.
20. ფინანსთა სამინისტრო საჯარო მოსამსახურეთა კორპუსის
წევრების (საჯარო მოსამსახურეები, საჯარო სამსახურის
თანამშრომლები) სავალდებულო შეფასების მიზნით, იყენებს
კომპეტენციებზე დაფუძნებული შეფასების მეთოდს.
შეფასება ხდება 24 თვეში ერთხელ (პირველი შეფასება უნდა
მოხდეს დასაქმებიდან არანაკლებ 8 თვის გასვლის შემდგომ)
წერილობით უშუალო ხელმძღვანელი მიერ;
შეფასებას თან ახლავს პერსონალური განვითარების გეგმა, რაც
არის საფუძველი თანამშრომლის შემდგომი პროფესიული
განვითარებისა და გადამზადებისათვის;
უარყოფითი შეფასების მიღების შემთხვევაში, პირს შეუძლია
გაიაროს განმეორებითი შეფასება 6 თვის შემდგომ.

22. საჯარო სამსახურის კორპუსის წევრს აქვს უფლება 7
კალენდარული დღის ვადაში გაასაჩიროს შეფასების შედეგები
გენერალური დირექტორის აპარატში;
გენერალური დირექტორი და მისი აპარატი 14 კალენდარული
დღის ვადაში განიხილავენ საჩივარს;
იმ შემთხვევაში თუ აპარატი არავალიდურად ჩათვლის შეფასების
შედგებს, ხდება განმეორებითი შეფასება;
თუ გენერალური დირექტორის აპარატმა ძალაში დატოვა
შეფასების შედეგები, მაშინ თანამშრომელს უფლება აქვს
აღნიშნული გადაწყვეტილება ზემდგომ ინსტანციაში (შრომის
სასამართლო) გაასაჩივროს 14 კალენდარული დღის ვადაში.

24. ძირითადი ფუნქციები:
ტრეინინგების წლიური გეგმის შესაბამისად, სპეციალური ტრეინინგების
ორგანიზება ფინანსთა სამინისტროს სისტემის თანამშრომლებისათვის;
სემინარების, ვორქშოფებისა და შეხვედრების ორგანიზება;
ელექტრონული სწავლების (Atena 2) უზრუნველყოფა ფინანსთა
სამინისტროს სისტემის თანამშრომლებისათვის;
დამატებითი არაპროფილური ტრეინინგების ორგანიზება.
სასწავლო ცენტრს აქვს 5 ფილიალი პოლონეთის მასშტაბით, სადაც
დასაქმებულია 150 თანამშრომელი.
სასწავლო ცენტრები არის კეთილმოწყობილი, აღჭურვილია თანამედროვე
ტექნიკით და მოიცავს როგორც სასტუმროს, ასევე კაფეტერიებს,
რესტორნებს, გასართობ და სარეკრეაციო ზონებს.

მოდელი მოიცავს შეფასების 4 ეტაპს:

მონაწილეებს სწავლის დასრულებისას
(კმაყოფილების კვლვე ე.წ. "smile sheets„-ების
მეშვეობით)
სწავლა - რა ისწავლეს მონაწილეებმა
ტრეინინგისას. ამის გაზომვა ხდება ტესტების
მეშვეობით ან მონაწილეთა მიერ ტრენინგის
მსვლელობისას ახალი ცოდნის დემონსტრირებით.
ქცევა - ცოდნის ტრანფერი ტრეინინგ ცენტრიდან
სამუშაო გარემოში. აღნიშნულის კვლევა ხდება
ტრეინინგის დასრულებიდან 3-6 თვის შემდგომ
თანამშრომლის ქცევაზე უშუალო ხელმძღვანელის
დაკვირვებით.
შედეგები - რა მიიღო მონაწილემ ტრეინინგზე
დასწრებით (მატერიალურად, არამატერიალურად).
შედეგი იზომება თანამშრომელთან გასაუბრებით.
28. გენერალური დირექტორის აპარატი
PriceHouseWaterCoopers ერთად მუშაობს
სამინისტროს ტალანტების მართვის სისტემის
შემუშავებაზე. პროექტს აქვს საპილოტე სახე და ის
დასრულდება 2015 წლის სექტემბერში.
პროექტის მიზანია თანამშრომელთა ნებაყოფლობითი
მონაწილეობით გამოავლინოს სამინისტროს ტალანტ
ლიდერები, მენტორები და უბრალოდ ტალანტ
ჯგუფის წევრები.
