- Part of the Pan African CLTS Programme that Plan is implementing in 8 African Countries. Implementation stated in 2009 and will finish by the end of 2015. UCLTS was piloted in Mathare- Nairobi Consists of 4 villages:M Nyangau, Kwamburu, Mashimoni and Gumba.
- No ODF but the following results have been reached: Both landlords and churched donated land for the consturction of communal latrines and landlords started to construct latrines for their tenants. Existing communal latrines were cleaned and rehabiliated and used better by the community members even though they need to pay a small fee for it. Many community members introduced a bucket system at night. Especially women prefer this as its often unsafe for them to go out at night. All the above activities resulted in a reduction in OD OD areas were also cleared and are now used for urban agriculture and some for playing fields. In 2014 Plan Kenya supported the formation of the Urban Sanitation Movement that brings together youth groups from different sub counties across Nairobi County. The movement, whose vision is ‘A clean and healthy Nairobi City’, focuses on waste collection and management as an income generating activity. The movement also conducted cleaning activities, and were involved in pre and post-World Toilet Day clean-up activities in various areas in the five sub counties of Nairobi County. Local communities also started to collect solid waste and made collection points where the city council could come and collect the garbage. Local administration and public health officers from the City Council of Nairobi have begun to enforce environmental sanitation laws, wanting to leave a legacy of good sanitation in Mathare 10. The UCLTS initiative is now reaching well over 50,000 people in Mathare 10
- CLTS was introducted in Ethiopia in 2004 and Plan stared implementing it in Ethiopia in 2007. Dr. Kamal Kar conducted a training to selected WASH and Health staff members from Government, NGOs and Plan RESA countries. CLTS as a sanitation and hygiene approach has now moved from organizational tool to national one. The Government of Ethiopia has accepted CLTS (with the inclusion of “H” as CLTSH to emphasize Hygiene) as sanitation and hygiene promotion approach and many works have been accomplished in developing CLTSH manuals and guidelines in order to coordinate and mainstream the approach nationally. The recently prepared and approved Strategic Action Plan (SAP) by MoH for Hygiene and Sanitation development (2011–2015) takes CLTSH as the main approach for the implementation of the SAP. Plan Ethiopia started to implement UCLTSH in 2009 CLTSH approach has not been widely used in urban and peri-urban communities in Ethiopia. However, PIE has used the approach in small towns and Arba Minch town and it was found that the approach works in urban areas where there are open defecations and poorly constructed latrines with an experienced facilitator who has the knowledge of the CLTSH elements and tools. In Arba Minch it was possible to trigger the per-urban communities and the peripheries of the town and create demand for sanitation and hygiene facilities. It was observed later that some of the communities had constructed their own latrines and cleaned their environment from all sorts of dirt which were all over the area. PIE has also piloted the UCLTSH approach Hawassa-Adama,-Ziway, Mojo and Arsi Negle Towns Plan International Ethiopia piloted well designed Urban CLTSH in three kebeles in the urban slum villages/units in Hawassa town as of August 2013. Plan International Ethiopia piloted well designed Urban CLTS at 20 urban slum villages in Hawassa town starting from August 2013. • Lots of lessons are learnt from Hawassa pilot in line with the principles, elements, tools and processes of rural CLTS. Accordingly, modifying rural CLTS, PIE managed to develop urban CLTS training and implementation manuals. Details will be discussed in following sessions of this hand out of urban CLTS trainees. Before Hawassa Pilot, Plan International Ethiopia had experience with challenges of urban CLTS from its efforts at Arbaminch and Leku Towns. During October 31-Novemebr 7, 2011 Plan International provided urban CLTSH training for Arbaminch Town Municipality Staff. Urban villages were triggered as part of the training. The villages shown 13 encouraging improvement. However, because of weak post triggering follow up they could not achieve ODF. The trained staff did not trigger urban villages after the training though they set action plan to do so. Urban Health Extension Workers, Kebele Administration and Community Representatives of 3 Peri-Urban Kebeles of Leku Town were also trained in February 2012 to trigger peri-urban villages (50 HHs as a village/Development Unit). They triggered the villages under close supervision of Shebedino Woreda Administration and Health Offices, Leku Municipality and Plan International Ethiopia. However, because of the influence of rural CLTS understanding and urgency that the local government took to celebrate the Woreda level ODF celebration, Leku villages could not meet the standard required to make urban villages Open Defecation Free and Open Waste Free. WASTE, a Non-Governmental Organization with other NGOs in The Netherlands including NLNO has started supporting urban sanitation project in six towns of Oromia, SNNPR and Dire Dawa City Administration. The towns are Adama, Mojo, Zway, Arsi Negelle, Arba Minch and Dire Dawa. Plan Netherlands National Office (NLNO) requested Plan International Ethiopia (PIE) to involve in providing hands-on training of CLTSH approach for the above towns Health Extension Workers and other professionals and later on to give backup support to these towns’ sanitation and hygiene activities especially in demand creation using CLTSH approach.
