3. Current Situation
A lot of public money is spent on infrastructure development, but little
thought is given to pedestrian safety.
There have been
deadly accidents
on the Taligao-Caranzalem Link Road as well as on Dayanand Bandodkar Road
4. Background Information
Pedestrians are Vulnerable Road Users
In some countries, over
half of all road deaths
are caused by collisions
between vehicles and
pedestrians.

5. Background Information
Risk Factors Causing Pedestrian Accidents
The chances of a
pedestrian surviving an
impact with a
motorised vehicle
reduces dramatically
above 30 km/h, and
even at lower speeds
than this, serious harm
can be caused.

6. Background Information
Speed Reducing Treatments
Speed management techniques aim at
persuading drivers to adopt safe speeds :
--> police enforcement,
--> driver education,
--> speed limits, and
--> engineering treatments
Engineering treatments include:
--> Speed humps / raised platforms
--> Gateway treatment
--> Roundabouts
-- > Road narrowings and treatments at curves
8. Current Situation:
Evenat important junctions like Patto bus-stand and
market, pedestrian signals are not in place

11. Some Tasks Identified – Immediate Tasks
• Ask the Traffic Authorities
to install "Zebra crossing"
road markings (where
absent) & "pedestrian
crossing” signs
• Vehicles should not be
permitted to wait idle near
zebra crossing. Introduce
regulation to implement
the no-waiting directive.
• (desirable) Introduce
speed breaker / raised
platform at crossing spots
Estimated cost: Low for all of
the above activities
12. Some Tasks Identified – Long-Run Tasks
• Introduce signals for pedestrian
crossing at crossing spots
Estimated Cost: Medium to High
• Make pedestrian pavements
barrier-free
(A barrier free road is one where it would
be possible to move a wheelchair smoothly
and without lifting it off the road. Currently
all out pavements have sharp edges at the
end of a block)
Estimated Cost: Medium
13. Achieving the Goal
Ask traffic department authority: why were
the signs not installed?
(if they are supposed to have been
installed, please put them in place)
Measures to "press the traffic department
in action":
1. Pedestrian safety activities to attract
media attention
Make a few "pedestrian crossing" signs
according to correct dimensions. At
appropriate places close to the pedestrian
crossing spots, volunteers hold these signs.
2. Screening pedestrian safety documentary
